RESOLUTION DIRECTING THAT THE PRIDE FLAG BE RAISED FOR THE
MONTH OF JUNE 2024
WHEREAS, the City Council desires to display ceremonial and commemorative flags on Display Flag
Poles as an expression of the City Council's official sentiments; and
WHEREAS, on October 20, 2022, the City Council adopted a Display Flag Poles Policy & Procedure;
and
WHEREAS, the Town's Display Flag Poles are not intended to serve as forums for free speech or
expression by the public, and are intended only to display ceremonial and commemorative flags that
express the official sentiment of the City Council; and
WHEREAS, the City Council desires to raise the Pride Flag for the month of June 2024 in support of
the LGBTQIA+ community (lesbian, gay, bisexual, transgender, queer or questioning, intersex,
asexual, and more) on Town -owned flag poles.
NOW THEREFORE, the City Council of the Town of Los Altos Hills hereby directs that the
Pride Flag be raised from June 1-301h, 2024.
The above and foregoing Resolution was passed and adopted by the City Council of the Town of
Los Altos Hills at a Regular meeting held on 16th of May 2024 by the following vote:

Display Flag Poles Policy & Procedures
Approved by City Council: October 20, 2022
1. Purpose
The purpose of this document is to establish the policy and procedures to be followed by all Town
employees regarding the display of ceremonial or commemorative flags on the flag poles
throughout the Town ("Display Flag Poles").
2. Policy
All flags shall be displayed in accordance with federal and state regulations, including Title 4,
Chapter 1 of the United States Code, and Sections 430 through 439 of the California Government
Code. Display Flag Poles are not intended to be a forum for free expression by the public.
Ceremonial or commemorative flags shall be displayed as an expression of the Town's official
sentiments. Ceremonial and commemorative flags elected for display will reflect the Town's
speech, not that of an individual community member or group, and therefore must be approved
by City Council resolution.
The display of ceremonial or commemorative flags other than the flags of the United States of
America, State of California, and Town of Los Altos Hills must be supported by at least one
Council member for Council consideration. The Council will not review proposals for the
display of ceremonial or commemorative flags from third parties directly, nor will the Town use
its Display Flag Poles to sponsor the expression of a third party. Flag raising ceremonies shall be
conducted in accordance with all applicable provisions of federal and state laws.
3. Procedures
The Town will authorize the display of ceremonial or commemorative flags on Display Flag
Poles as an expression of the Town's official sentiments upon adoption of City Council
resolution:
A. A councilmember who wishes to propose the display of ceremonial or commemorative
flags will contact the City Manager to request a draft resolution be presented to City
Council.
B. Town staff will draft and present a resolution to City Council including a proposed date
of flag -raising, the length of flag display, and expression of the Town's official
sentiments regarding the proposed flag.

C. The resolution must be approved by a majority of City Council members to be adopted.
B. Upon adoption of the City Council Resolution to display a ceremonial or commemorative
flag, Town staff will follow the following guidelines:
a. The procurement of the flags for each Display Flag Pole shall be the
responsibility of the Town.
b. Any flag -raising ceremony will not be allowed to take place in the street
or in any other way block the public right of way.
c. Speakers may be permitted to speak on the Town's behalf to present
background information on the flag display.
C. Any exceptions to these guidelines must be approved by resolution of City Council.
D. If any of these guidelines are not followed, the Office of the City Manager has the right to
suspend or cancel a flag -raising ceremony.
