City Council Special Meeting
Thursday, October 7, 2004 6:35 P.M.
Bullis School Multi-Purpose Room, 25890 Fremont Road
1. CALL TO ORDER, ROLL CALL
Mayor O'Malley called the Special Meeting of the City Council to order at 6:35 p.m. in
the Bullis School Multi-Purpose Room at Town Hall Temporary Offices.
Present: Mayor Mike O'Malley, Mayor Pro Tem Breene Kerr, Councilmember
Emily Cheng, Councilmember, Bob Fenwick, ,and Councilmember Dean
Warshawsky
Absent: None
Staff: City Manager Maureen Cassingham, City Attorney Steve Mattas, Planning
Director Carl Cahill, Acting City Engineer/Director of Public.Works Dave .
Ross, Administrative Services Director Sarah. Joiner and City Clerk Karen.

2. NEW BUSINESS
2.1 Consideration of Resolution of the City Council in support of Measure I,
the Palo Alto Unified School District Tax.
Mayor O'Malley explained that he had called the Special Meeting to permit Council
discussion of their support for Measure I. He had received the request to agendize the
matter for Council consideration after the agenda had been distributed and posted.
Duncan , Mac Millan, resident, noted that the Palo Alto School District serves
approximately forty-five percent.(45%) of the students residing in Los Altos Hills. The
District is experiencing deficit spending and have reported that if Measure I fails they will
find it necessary to increase classroom size and eliminate several teacher and librarian
positions. He urged the Council to-consider adopting the Resolution in support of
Measure I. Mac Millan added that passage of the Measure will require a two-thirds vote
and due to its consolidation with a Presidential Election, proponents are expecting it to
require approximately'22,000 "Yes"votes.

• City Manager Cassingham explained that the cover report that accompanied the proposed
resolution and was identified as a City Manager's report with her name on it, was not
prepared by her or Town staff. Mr. Mac Millan had submitted the report.
OPENED PUPLIC COMMENT:
CLOSED PUBLIC COMMENT
Council discussion ensued. They concurred that it was important for schools to have the
necessary funds for quality education.
MOTION SECONDED AND CARRIED: Moved by Warshawsky, seconded by Cheng
and passed unanimously to adopt Resolution No. 68-04 in support of Measure I, The Palo
Alto Unified School District Parcel Tax.

PASSED BY CONSENSUS: To close the Special Meeting of the City Council at 6:45
p.m.
The meeting was adjourned to the.Regular City Council Meeting.
