City Council Special Meeting Minutes

CALL TO ORDER, ROLL CALL AND PLEDGE OF ALLEGIANCE
Mayor Kerr called the City Council Regular Meeting to order at 7:35 p.m. in the Council
Chambers at Town Hall.
Present: Mayor Breene Kerr, Mayor Pro Tem Rich Larsen, Councilmember Jean
Mordo, Councilmember Ginger Summit and Councilmember Dean
Warshawsky
Absent: None
Staff: City Manager Carl Cahill, Planning Director Debbie Pedro, City
Engineer/Public Works Director Richard Chiu, Finance Director Nick
Pegueros, City Attorney Steve Mattas, and City Clerk Karen Jost
• APPOINTMENTS AND PRESENTATIONS
1. Captain Terrence Calderone, Office of the Sheriff, Santa Clara County
Agenda Item continued to the May 20, 2010 regular City Council meeting.
CONSENT CALENDAR
MOTION SECONDED AND CARRIED: Moved by Warshawsky, seconded by Summit
and passed unanimously to approve the consent calendar; specifically:
2. Approval of Meeting Minutes: City Council Regular Meeting—April 15, 2010
3. Review of Disbursements: 4/1/10—4/30/10 $681,937.68
4. Quarterly Investment Report for Period Ending March 31, 2010 (Staff. N. Pegueros)

Mayor Kerr advised the audience that he, on behalf of the Town, had received a letter on
Friday, May 7, 2010 from Diane Ciesinski, Hidden Villa Board Chair and Chris
• Overington, Hidden Villa Executive Director. Kerr summarized the correspondence and
advised that Hidden Villa had requested that the Town terminate the annexation process.
He read the letter into the record.
City Attorney Steve Mattas reviewed the procedural option that could be taken by the
Council given the request by Hidden Villa. The City Council could entertain a motion to
continue the item "off-calendar". This would eliminate the need for any further action by
the City Council on the annexation. If the annexation were to be re-considered in the
future, it would necessitate the full review process that had been required for this
application including the appropriate noticing. By continuing the item, the Planning
Commission's review could remain as part of the annexation record.
MOTION SECONDED AND CARRIED: Moved by Mordo, seconded by Larsen and
passed by the following roll call vote to continue the annexation of Hidden Villa "off-
calendar".
AYES: Mayor Kerr, Mayor Pro Tem Larsen, Councilmember Mordo,
Councilmember Summit and Councilmember Warshawsky
NOES: None
ABSENT: None
ABSTAIN: None
PRESENTATIONS FROM THE FLOOR
MOTION SECONDED ANC CARRIED: Moved by Larsen, seconded by Warshawsky
and passed unanimously to limit comments from the floor to two minutes.
Beth Perrell, Silent Hills Lane, requested information on the proposed Heifer
International's Global Village project at Hidden Villa.
Karen Lemes, Moody Road, spoke to her favorable experience with the County's
Planning Department and their vast experience in management of their Open Space
Lands. She believed the concerns of Town residents would be appropriately addressed by
the County.
Sylvia Jensen, Moody Road, requested information on the public noticing for the
annexation. She suggested that any further discussions regarding annexation be more
widely noticed.
Staff advised that for the Public Hearings at both the Planning Commission and City
Council meetings, residents within 500 feet of the subject site had received hearing
notices.

Council Discussion:
• Council briefly discussed the proposed Heifer International project at Hidden Villa.
Mayor Kerr commented that he and several members of the Council had attended the
informational meeting at Hidden Villa hosted by Heifer International. He noted that
conceptual drawings and plans for the Global Village project had been made available at
the neighborhood meeting. Consideration of the project was now under the jurisdiction of
Santa Clara County.
PUBLIC HEARINGS
5. LANDS OF HIDDEN VILLA; 26870 Moody Road, APN: 351-36-024 and 351-
36-020; File #12-10-MISC; Amendment to the Los Altos Hills General Plan Land
Use Element and Urban Service Area Boundary; Amendment to the Los Altos
Hills Municipal Code (Titlel0, Chapter 1, Zoning) to create a Hidden Villa
Overlay District (HV); and Prezoning of Lands of Hidden Villa; CEQA Review:
Negative Declaration(Item continued from 4-15-10 City Council Meeting)

Public Hearing: "Lands of Hidden Villa" continued "off-calendar" by roll call vote of the
City Council. (See meeting minutes following consent calendar)
REPORTS FROM COMMITTEES, SUB-COMMITTEES, AND COUNCILMEMBERS
• ON OUTSIDE AGENCIES
Planning Director Debbie Pedro shared a copy of the town-wide mailing that would be
distributed to residents next week noticing the review dates of the proposed Fast Track
Guide for New Residences. The item was scheduled for Planning Commission review
and recommendations to the City Council at their June 3, 2010 meeting and would be
forwarded to the City Council for consideration of adoption of the document at their
regular meeting on July 15, 2010.
There was a consensus of the Council to authorize the town-wide mailing.
