A RESOLUTION OF THE CITY COUNCIL OF THE TOWN OF LOS ALTOS HILLS
APPROVING AN AMENDMENT TO THE LOS ALTOS HILLS CLASSIFICATION
PLAN AND SALARY SCHEDULE EFFECTIVE FISCAL YEAR 2024-25 TO
ESTABLISH A NEW CLASSIFICATION TITLE AND SALARY RANGE FOR SENIOR
PUBLIC WORKS INSPECTOR AND APPROVING THE PUBLIC WORKS
INSPECTOR/SENIOR PUBLIC WORKS INSPECTOR SERIES JOB SPECIFICATIONS
WHEREAS, the Personnel Rules and Regulations and Employee Classification and
Compensation Plan documents were last comprehensively reviewed and updated in 2006 and
revised in 2007, 2008, 2009, 2010, 2011, 2012, 2013, 2014, 2015, and 2016, 2018, 2021, 2022,
2023; and
WHEREAS, it is desirable to establish a new job description for the position of Senior Public
Works Inspector; and
WHEREAS, the California Public Employees Retirement System (Ca1PERS) requires that the
governing board of each participating agency approve the agency's salary schedule 'on an annual
basis; and
WHEREAS, Staff recommends amending the Town of Los Altos Hills Classification Plan and
Salary Schedule to establish a new classification title and salary range for the Senior Public Works
Inspector and approving the Public Works Inspector/Senior Public Works Inspector Series job
specifications.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the Town of Los Altos Hills
that:
1. Approve and adopt an amendment to the Los Altos Hills Classification Plan and Salary
Schedule effective Fiscal Year 2024-25 to establish a new classification title and salary
range for Senior Public Works Inspector, as set forth in Attachment 2 of corresponding
staff report.
2. Approve the Public Works Inspector/Senior Public Works Inspector Series job
specifications of the typical duties and responsibility, training, experience, and other
qualifications required for said positions, as set forth in Attachment 3 of corresponding
staff report.
The above and foregoing Resolution was passed and adopted by the City Council of the Town of
Los Altos Hills as a regular meeting held on 181h day of July 2024 by the following vote:

PUBLIC WORKS INSPECTOR /SENIOR PUBLIC WORKS INSPECTOR
Reports To: Public Works Director/City Engineer or Designated Manager/Engineer
FLEA: Non-exempt, Hourly
Supervises: Other inspectors, if any
Promotional: Open recruitment or promotional/flexibly staffed
Salary Range: Public Works Inspector - $95,030 - $128,289
Senior Public Works Inspector - $117,242 - $158,277
DEFINITION
The incumbent in this series performs a variety ofjourney-level to advanced public works inspection
duties with emphasis on the inspection of municipal construction projects and private development
with focus on sanitary sewer, storm infrastructure, and street construction; issuance and inspection
of encroachment permits and sewer connection permits in conformance with the Town Ordinance
and applicable Federal and State codes and regulations; and addressing related requests and concerns
from community members. These inspection -related duties are performed both in the office and in
the field.
DISTINGUISHING CHARACTERISTICS
Responsibilities include conducting inspections of construction sites, enforcing compliance with
regulatory codes, laws, and ordinances, ensuring conformance with approved plans, specifications,
standards, permits, and licensing; and minimizing impacts to Town residents and the community.
The positions exercise judgment and initiative in their assigned tasks, exercise independence in the
performance of work as approved by the Public Works Director/City Engineer, receive instruction
or assistance as new or unusual situations arise, and are fully aware of the operating procedures and
policies of the work unit.
Public Works Inspector — This is a journey -level classification of the Public Works Inspector job
series. This position is distinguished from other classifications by its emphasis on inspecting
construction projects and private developments and issuing Public Works permits. The Public Works
Inspector works under direct supervision while learning job tasks, and will gradually work under
general supervision as knowledge, experience and skill level s increase. Upon demonstration of
competency, the incumbent will work independently without immediate oversight. Incumbent
receives general supervision from the Public Works Director/City Engineer and may receive
functional or technical supervision from other managers and engineers. Incumbent must have excellent
communication skills with contractors, technical staff, and public members and is expected to provide
high-level of customer service to Town residents and community members. The incumbent may
exercise technical and functional supervision over less experienced professional positions and
technical staff.
Senior Public Works Inspector — This is an advanced -level classification for the Public Works
Inspector job series. It is distinguished from the lower classification by its supervisory

responsibilities, advanced technical knowledge, considerable independence in work performance of
work, and the increased complexity of work.
Positions in this class are flexibly staffed, meaning incumbents may be promoted by successfully
demonstrating the ability to perform competently at the required level. and by meeting the
qualifications for the next higher class. Promotion to a higher level is not automatic or guaranteed.
EXAMPLES OF DUTIES
Duties may include, but are not limited to, the following:
❑ Inspect Town projects and private developments at various stages to ensure conformance with
plans, specifications, and applicable regulations as approved by the Town.
❑ For Town capital or maintenance projects, check project plans and specifications for
constructability, accuracy, suitability and completeness and make recommendations to Public
Works engineers.
❑ Assist with the Public Works engineers in the -preparation of plans, specifications, and cost
estimates for a wide variety of capital improvement and maintenance projects.
❑ Participate in the collection of field survey and mapping data. Assist Public Works engineers in
collection/verification of field data and quantify estimations for projects.
❑ In systematic and organized ways, prepare/document and maintain daily inspection reports,
progress reports, project schedules, progress payments, change orders, claims, and other written
documentation; maintain photographic documentation of various phases of construction;
document and report on field changes; and collect certified payrolls.
❑ Validate monthly progress payments from contractors. Record the amounts and type of
materials used and work performed to prepare necessary reports for progress payments.
❑ Document deficiencies and deviations from plans and specifications, consult with engineers or
supervisor, and direct the means and timing of compliance with contractor personnel.
❑ Review and facilitate Public Works permit applications; consult and coordinate with Public
Works engineers for approval of applications/permits; provide assistance and guidance to
applicants; assess fees and issue Public Works permits including encroachment and sewer
connection permits; facilitate pre -construction meetings; provide timely inspections services;
and closeout of permits.
❑ Review plans and specifications of assigned projects, consult with engineers, and attend pre -
job conferences.
❑ With guidance from the Public Works Director/City Engineer or direct supervisor, meet and
confer with developers, contractors, engineers, and the general public relative to Town policies,
regulations and procedures, and coordinate discrepancies/problem situations with a wide
variety of stakeholders.
❑ Inspect materials used for conformity to specifications.
❑ Coordinate the review of contractor's submittals for construction projects; confer with
contractors and developers regarding conformance to standards, plans, specifications, and
codes; consult with the Public Works engineers; and evaluate alternatives.
❑ Consult with engineering and other department staff regarding field issues and deviations
from the approved plans and specifications or permit requirements.
❑ Conduct preconstruction meetings and project site inspections to document existing
conditions.
❑ Assist in providing responses to Contractor Request for Information (RFI) or questions from
developers.

❑ Review contractor's construction schedule for compliance with Town or project
requirements.
❑ Monitor and enforce traffic control plans as approved by a traffic engineer and per Town
requirements.
❑ Conduct weekly project meetings with contractors and stakeholders.
❑ Schedule quality assurance materials testing to verify compliance including source
inspections and materials acceptance; review test reports; and compare Certificates of
Compliance or source release tags with the applicable materials at the project site.
❑ Prepare initial punch list and consolidate comments into final punch list and perform final
project inspection.'
❑ Perform a variety of duties related to assigned projects, including coordination with other
Town departments and utility/external agencies.
❑ Respond to inquiries and complaints by researching information, inspecting areas of concern,
advising contractors and residents of problems, and recommending corrective actions.
❑ Research information pertaining to construction projects, document findings and related
subjects, and prepare reports and correspondence to communicate findings/recommendations
to management.
❑ Conduct inspections for erosion and sediment control measures, Municipal Regional
Stormwater Permit, and other NPDES related inspections.
❑ Monitor and enforce contractor's compliance with the Stormwater Pollution Prevention Plan
(SWPPP) and Municipal Regional Stormwater Permit (MRP) provisions.
❑ Schedule and participate in utility coordination meetings with utility agencies.
❑ Daily monitoring of the Underground Service Alert (USA) request system and marking of
Town utilities.
❑ As approved by the Public Works Director/City. Engineer, prepare and issue "stop work"
notices for work being done without permits, unsafe working conditions, and noncompliance
with permit requirements.
❑ Act. as liaison between the Town, contractors, other agencies, and residents affected by
projects; maintain communication among the parties; respond to and resolve issues and
complaints or refers them to the proper office for resolution; and prepare work orders in
response to complaints.
❑ Investigate field problems and public works service requests affecting property owners,
contractors, and maintenance operations and resolve problems to achieve satisfactory results.
❑ Coordinate public works activities with other Town departments and with outside agencies.
❑ Apply and enforce relevant codes, ordinances, rules and regulations; and as assigned, oversee
regulatory agency permits and requirements.
❑ Coordinate/manage the annual townwide survey of Town trees performed by consulting
arborist.
❑ As directed, inspect conditions of Town assets such as streets, sanitary sewer, storm
infrastructure, pathways, street trees, and facilities.
❑ Regularly inspect deficiencies and maintenance/safety issues around the Town and create
work orders as necessary.' Provide excellent customer service to citizens, staff, and outside
organizations. Follow up on complaints and inquires and provide responses and solutions in a
timely manner.
❑ Attend work related training for public works job function requirements.
❑ Effectively use computer systems, software applications relevant to work performed, and
modem business equipment to perform a variety of work tasks-,

❑ Establish, maintain, and foster positive and effective working relationships with those
contacted in the course of work.
❑ Perform other inspector related duties as assigned.
In addition to the Essential Functions above, the Senior Public Works Inspector is responsible to:
❑ Confer with the Public Works Director in the development and implementation of policies,
programs, and workplans..
❑ Manage and supervise staff as needed. Administer personnel matters for the work unit and
make recommendations related to staff training, evaluations and progressive discipline.
MINIMUM QUALIFICATIONS

❑ Principles and procedures of record keeping.
❑ Municipality permitting process.

Experience and Training Guidelines:
Any combination of training and experience that would provide the required knowledge, skills, and
abilities is qualifying. A typical way to obtain the required qualifications would be:
Public Works Inspector
Completion of the twelfth grade or high school equivalency and two years of full-time experience
in public works inspection or maintenance.
Senior Public WorksInspector
Two years of college or other qualifying training or. inspector certification programs may be
substituted for education requirement and four years of increasingly responsible public works
inspection experience of which at least one year must have been in construction inspection of
municipality projects or land surveying. Additional qualifying education may be substituted for up
to two years of the desired four years of full-time experience on a year -for -year basis.
Licenses and Certifications:
El Possession of a valid California Class C driver's license and a satisfactory driving record are
conditions of initial and continued employment.
11 Possession of the APWA Public Infrastructure Inspector Certification is desirable.
Working Conditions: Incumbent works in the field traveling from site to site for inspections and
indoors in a computerized office environment, in direct contact with other Town personnel and the
public. This position is required to work alone at a variety of field sites.
Physical demands: Must possess mobility to work out in the field traveling to various sites within
and away -from the Town; physical condition necessary for sitting, walking, and standing for
extended periods of time and some stooping, crawling, crouching, and climbing walk on steep or
rough terrain; ability to work outdoors in a variety of weather and temperature conditions; and
strength to lift and carry materials weighing up to 50 pounds. Incumbent also works in a standard
office setting and shall use standard office equipment, including computers, tablets, and phones. The
incumbent may be required to work off -hour shifts or events as required.
