Dear Mr. Pirnejad,
Thank you for the opportunity to submit this proposal to facilitate City Council Training for
the Town of Los Altos Hills. Renne Public Management Group (RPMG) has the expertise and
skills necessary to provide this assistance and we would be pleased to take part in this project.

Scope of Work
The purpose of the City Council Training is to strengthen communication within the
governance team, by sharing information and building awareness regarding the Council-City
Manager-Staff relationships and form of government.
Based on our understanding of the above purpose, we have prepared the scope-of-work below.
This is amenable to revision based on discussions with you and others to ensure it meets your
needs and interests. Our process involves gathering information, designing and facilitating a 4-
to-6-hour retreat/training for the City Council, and preparing materials to support the
retreat/training session.

As the trainers of this process, RPMG will facilitate the following:
Activity 1 – Start Project and Design Retreat/Training (Timeline: October)
RPMG will begin the project by meeting with the City Manager and/or designated staff. During
this initial meeting, we will discuss the objectives, expected outcomes, process, and timeline.
After this meeting, RPMG will make any needed adjustments to the work plan or timeline.
Activity 2 – Intake Process (Timeline: November)
RPMG will interview Councilmembers to confirm retreat/training goals, hear their ideas for the
retreat/training, and learn about their vision and priorities for the City.
Activity 3 -- Develop Retreat/Training Agenda and Process (Timeline: December)
RPMG will summarize the information gathered in Activity 2 into a summary of themes to be
used in the development of a retreat agenda and facilitation process, as described below.
Activity 4 – Implement Training (Timeline: January)
RPMG will implement a 4-to-6-hour retreat/training session during the January timeframe. In
advance of the training, RPMG will prepare materials that will provide for productive and
efficiently guided discussions. Such materials will include a PowerPoint and other related
material and handouts to help guide the training session. The City Manager and/or designated
staff will make the final decision regarding content and retreat objectives. After the
retreat/training session, RPMG will close out the project by providing the staff with a written
report summarizing the session outcomes and observations, and additional recommendations for
consideration.
Term and Fee Proposal
Based on the scope of work, described above, the Town of Los Altos Hills will be billed in
accordance with the following terms:
• Professional Services: Total professional services shall not exceed $11,000. Work will
be completed by RPMG Senior Consultants Kevin Duggan and Nelson Fialho. This
project will be billed upon completion of the following activities:
o Activity 1 – Start Project and Design Retreat/Training - $2,750
o Activity 2 – Intake Process - $2,750
o Activity 3 – Develop Retreat Agenda/Facilitation Process - $2,750
o Activity 4 – Implement Training – $2,750
● In addition to the Professional Services above, normal and direct out-of-pocket expenses
associated with the project are charged back to the client. Expenses for this assignment
will not exceed $500. These expenses include, but are not limited to

clerical/administrative time, supplies, printing, postage, consultant travel and
accommodations, and other material, as necessary. All expense items are reimbursed “at
cost” and detailed and billed monthly.
