CALL TO ORDER, ROLL CALL, AND PLEDGE OF ALLEGIANCE Mayor Fenwick called the Special Meeting of the City Council to order at 8:30 a.m. in the Council Chambers at Town Hall. Present: Mayor Fenwick, Mayor Pro Tem Cheng and Councilmembers Kerr and O'Malley. Councilmember Warshawsky attended the meeting via teleconferencing from 10/12 Twin Dolphin, Redwood Shores, California Absent: None Staff. City Manager Maureen Cassingham, Planning Director Carl Cahill, City Engineer/Director of Public Works Mintze Cheng and City Clerk Karen Jost • Press: None 2. CONSIDERATION OF THE REQUEST BY THE ADOBE CREEK WATERSHED GROUP TO SUPPORT THEIR APPLICATION FOR A REGIONAL WATER QUALITY BOARD GRANT TO FUND DESIGN OF CREEK IMPROVEMENTS City Manager Maureen Cassingham explained that Council had before them a draft letter of support presented for consideration by the Adobe Creek Watershed Group. The City Clerk noted that the City of Los Altos City Council had adopted a parallel action in the form of a resolution supporting the Adobe Creek Watershed Group's application for a grant at their Council Meeting the previous evening. The spirit of the resolution was that they supported the grant application and encouraged the Adobe Creek Watershed Group to work cooperatively with the Santa Clara Valley Water District should the grant request be successful. Nancy Couperus, 13680 Page Mill Road, addressed Council as a representative of the Adobe Creek Watershed Group. She reported that the City Council of Los Altos had adopted the resolution of support unanimously. Susan Mandle, 25435 W. Fremont Road, clarified for Council the role of the nonprofit Wildlife Heritage Foundation in the grant process. The Foundation, on behalf of the • creekside residents of Los Altos and Los Altos Hills that have formed the grassroots citizens' organization named the Adobe Creek Watershed Group, will seek the grant 1 City Council Meeting Minutes May 7,2003 funds from the State Water Resources Control Board. These grant funds will be designated for a stream restoration project on Adobe Creek. They are requesting $1,000,000. for the design of the project and they hope Santa Clara Valley Water District will implement the work. Councilmember Kerr reported that he had been in contact with Mr. Zlotnick, SCVWD Director, District 5. Zlotnick acknowledged that he would not reject a less that 1% solution for flood control if the residents were fully aware of the project. The main concern for the District would be funding the work for the project since it has been removed from the capital improvements budget. The funds may not be available until 2010. Councilmember O'Malley summarized the proposed Council action of a support letter by clarifying that the Wildlife Heritage Foundation is seeking the grant funds from the State because they have experience in this venue. If they are successful, they will administer the funds and dispense them to the Adobe Creek Watershed Group who will work with an hydrologist to design a solution for the creek that is amenable to all the creekside residents affected by the project. Then the Watershed Group will seek approval and implementation by the Santa Clara Valley Water District. If the District approves the project but does not fund it, with the approval they would still be committed to doing the work in Reaches 7, 8, 9 and upstream and assume the continued responsibility of Adobe Creek. MOTION SECONDED AND CARRIED: Moved by O'Malley, seconded by Cheng and passed unanimously to send a letter from the City Council supporting the efforts of the Wildlife Heritage Foundation on behalf of the Adobe Creek Watershed Group to obtain funds from the 2003 Watershed Protection and Nonpoint Source Pollution Control Grants. 3.
