HomeMy WebLinkAboutResolution 18-25RESOLUTION 18-25 ADOPT A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH KMVT 15 COMMUNITY MEDIA TO PROVIDE VIDEO SERVICES FOR PUBLIC MEETINGS, AND APPROPRIATE COMCAST FRANCHISE FEES TO COVER THE EXPENSES WHEREAS, The audio/visual (AV) equipment in the Los Altos Hills Council Chambers was originally installed in 2005. Over the years, several upgrades have been made to the system. In 2013, high-definition cameras and a production studio were added using funds from the Comcast Franchise Agreement; and WHEREAS, In 2015, a wireless iPad control and touch panel were implemented. Listening devices for the hearing impaired were installed in 2016 and a significant system upgrade was completed in February 2018; and WHEREAS, In 2021, the Technology Committee selected Coda Technologies to implement a hybrid meeting system, integrating Zoom functionality with the existing AV setup; and WHEREAS, In March 2023, the Town Council awarded a contract to The Shalleck Collaborative, Inc. to design upgrades to the AV and broadcast lighting systems. This phase focused on addressing the aging system's frequent breakdowns and includes plans for a complete overhaul of the AV infrastructure; and WHEREAS, In 2024, Town reached out to three different broadcasting vendors to operate the new AV system; and WHEREAS, currently the Town is having our Town's maintenance crew running the video services operation, therefore we currently are not utilizing the systems full potential; and WHEREAS, based on the interview process, staff recommend partnering with KMVT to run the video services operations of the Town's City Council meetings, Planning Commission meetings, and Fire District meetings. This decision was made for the company's nearly four decades of experience covering city government meetings, and expertise in this type of video production; and WHEREAS, Town staff is recommending to City Council authorizing a one year agreement with KMVT 15 for a total amount that will not exceed $32,040.00; and WHEREAS, the Town would save $9,065.73 in overtime pay being taken out of the general fund because the proposed amount for the contract with KMVT will be using funds from the Comcast Franchise Fees instead of the general fund. RESOLUTION 18-25 11 P a g e NOW THEREFORE, the City Council of the Town of Los Altos Hills does hereby authorize the City Manager on behalf of the Town to execute the Agreement between the Town of Los Altos Hills and KMVT 15 Community Media.
