Council Chambers, 26379 Fremont Road 1. CALL TO ORDER: Mayor Finn called the Special Meeting of the City Council to order at 5:05 p.m. Present: Mayor Finn and Councilmembers Casey, Cheng, Fenwick and O'Malley Absent: None Staff: City Manager Maureen Cassingham, Planning Director Carl Cahill, Public Works Manager Jim Rasp, Finance • Director Carol Ferrell and City Clerk Pat Dowd Press: Liz Cloutman, Los Altos Town Crier 2. STUDY SESSION—FY 2001-02 PROPOSED BUDGET Council continued their discussion of the proposed budget from their previous study session on June 7h. Casey asked that next year's budget include a balance sheet showing liabilities and assets. She thought this would be very helpful in getting the overall financial picture. She also referred to sewer charges which she did not think should be taken out of the General Fund and referred to the $800,000 in the Solid Waste Fund. Casey asked what this money could be used for. Finn referred to the proposed costs for the Wilsey Ham engineering consulting contract and asked why they remained so high when a City Engineer/Director of Public Works had just been hired. Casey asked the City Manager to prepare an analysis of the Wilsey Ham contract and the duties of the new City Engineer/Director of Public Works. Casey also asked for a report on what the Town paid Wilsey Ham when Jeff Peterson was both City Manager and City Engineer. Council further noted that the operating budget was increasing $1 million and they wanted a summary page showing why the increase. Concerning the $50,000 for a traffic study,the Public Works June 21, 2001 Special City Council Meeting 1 Manager reported that the current survey was good for three years. Council deleted this from the budget. Concerning the community services budget, Council agreed to delete the $2,500 for Joint Venture and add $2,880 for the Wildlife Rescue. 3.
