1.CALL TO ORDER (6:00 P.M.)
Mayor Mok called the meeting to order at 6:00 P.M.
2.ROLL CALL
Mayor Stanley Q. Mok, Vice Mayor Lisa Schmidt, Council Member Linda Swan, Council
Member George Tyson, Council Member Kavita Tankha were present.

The agenda was approved as presented.
5.PRESENTATIONS AND APPOINTMENTS
A.Reappointment to the Community Relations Committee- Council Member
Tankha made a motion to reappoint Rajiv Bhateja to the Community Relations
Committee. Council Member Swan seconded the motion. Approved, Vote 5-0.
B.Appointment to the Joint Volunteer Service Awards Committee – Vice Mayor Schmidt
made a motion to appoint Benjamin Gikis to the Joint Volunteer Service Awards
Committee. Council Member Swan seconded the motion. Approved, Vote 5-0.
6.PRESENTATIONS FROM THE FLOOR
1.John Swan, Los Altos Hills, spoke about Building Endowments for LAH, Foothill
College, and the Greater Silicon Valley by Creating The Silicon Valley Community
Chest. Mr. Swan proposed a hybrid business model where LAH and its residents
partners with the community to create value and then have an equity position in that
value creation. It is a combination of a donor-advised philanthropic giving program
combined with an effort to commercialize ideas. The focus will be to form a
coalition made up of public-private partners that will collaborate to help create value

and then will enjoy an equity position in that value creation. The working title for
the model is the Silicon Valley Community Chest (SVCC). This model is based
heavily on the original Joint Venture: Silicon Valley (JVSV) methodology of
creating a public/private/academic/community hybrid coalition AND off of Stanford
University’s Endowment building model.
Mr. Swan further explained that Community Chest is an innovative approach to
fostering collaboration and engagement while growing the participant’s endowment
as a byproduct. It is our version of the Amish Barn Raising model. The legal entity
will likely be a private-public strategic alliance in the form of an LLC/non-profit.

**Assemblymember Evan Low provided an overview of proposed propositions and efforts
made by the State of California to combat challenges around fire insurance, affordable
housing, and giving cities and towns local control. Assemblymember Low also spoke about
Proposition 36 which would impose harsher sentencing for people who commit drug and
theft crimes **
B.Receive an Informational Update on the Corporation Yard Master Plan Study
(Staff: W. Kim)- RECEIVED
9.PUBLIC HEARING - None
10.NEW BUSINESS
A.Council Discussion and Staff Direction on how to Disperse the Community Service Grant
Fund (Staff: P. Pirnejad) DISPERSED, VOTE 5-0
B.Resolution Authorizing Award of the Information Technology Managed Services and
Authorize the City Manager to Enter into a 3-year Agreement with Eaton & Associates (Staff:
C. Einfalt)- APPROVED, VOTE 5-0
11.STAFF REPORTS
A.City Attorney - No report.
B.City Clerk - Arika Miller reported that the filling period for the Town of Los Altos
Hills General Election opened on July 15th and will close Friday, August 9th unless an
incumbent doesn’t qualify then it will remain open until Wednesday, August 14th. Mrs.
Miller reported that so far three people pulled papers: Rajiv Bhateja, Stanley Mok
(Incumbent), and Linda Swan (Incumbent). She further shared that this information is

updated daily on the Town’s website under the section titled ‘Election’.
C.Finance Director Thomas Leung was introduced to the City Council.
D. Interim Community Development Director Jay Bradford provided the
Community Development Department's update to the Town Council at the July 18th
meeting and focused on upcoming Housing Element Multi-Family Implementation
efforts and schedule.
Mr. Bradford stated that a presentation to the Planning Commission on August 1st will
discuss the progress of developing Multi-family Residential Zoning, associated
Objective Design Standards, and the accompanying California Environmental Quality
Act (CEQA) review documents and process. This informational item will provide
conceptual timelines for the project, preliminary details and parameters that will apply
to the project, and how the three project components are related in terms of an overall
project timeline. At this meeting, staff will seek input on the project details to refine the
conceptual details into a formal project description and scope. This marks the start of
the conversation that will require various forms of community engagement and will run
through the remainder of 2024, with a conclusion scheduled for mid to late 2025.
These issues, along with progress updates on the CEQA Environmental Impact Report
(EIR) scoping and required Tribal consultations, will return to the Council in September
or October, depending on Council availability.
Along with the discussion on Multi-family Residential Zoning and Objective Design
Standards, the Planning Commission will consider an ordinance amending Section 10-
2.301 of the Los Altos Hills Municipal Code. This amendment will establish process
details for reviewing development projects by the Environmental Design and Protection
Committee, the History Committee, the Open Space Committee, and the Pathways
Committee, or any other standing committees with a relevant interest in a particular
development project.
E.Public Works Director WooJae Kim reported that Staff with the Technology Committee ad
hoc members had the first negotiation meeting with Los Altos Hills Community Fiber last
Friday, July 12. We made good progress in defining the scope for the agreement including
extension to Town Hall and crossing of Highway 280 to Foothill College and beyond.
Further discussions were held with the full Technology Committee yesterday on July 17.
Another meeting with Community Fiber is scheduled for tomorrow. The final scope may
depend on which portion of the fiber installation Foothill College will fund and routing
options near Foothill College. The project team is aiming for September or October to
return to the Council with a funding agreement for consideration.
F.City Manager Peter Pirnejad presented the following:
1.A list of major contracts will soon be tomorrow, July 19th on the Town’s website
alongside the City Manager’s signing authority log
2.The next quarterly will be a combined Quarterly and Recreation Guide targeting
August

4.Welcome Jay Bradford as the Interim CDD
5.August will not have a City Council Meeting, and staff is using the time to take
some well-deserved time off. The staff available to the public and the council include:
a.Cody Einfalt Acting as the City Manager in my absence as Assistant to the
City Manager
b.Jay Bradford will be acting as the Public Works Director
6.We are considering moving the October City Council meeting because it conflicts
with the CalCities Annual Conference.

A.Status Report from All Council Members on Subcommittees and Outside
Agencies Activities
i.Council Member Tyson:
a.Explained that the JPA with CHAC ending will come before the City
Council in September. Council Member Tyson stated that the new JPA
agreement with CASSY will also be presented to the City Council.
b.Reported that the Undergrounding Committee contract has been awarded.
c.Issued a Call for Action to Council to actively recruit volunteers for the
committees.

A.History Committee Permission to advertise for the History of Horses and
Pathways: Their Influence on Making Los Altos Hills a Connected

Community on Sunday, September 29, 2024. APPROVED, Vote: 5-0.
B.Los Altos/Los Altos Hills Joint Volunteer Award Committee’s Donation Request
Council Member Swan made the motion to approve the donation request
granting the additional $1,500 from the Reserve Fund. Council Member
Tankha seconded the motion. Approved, Vote: 4-1.
