Special Meeting
Thursday, April 19, 2001, 5:00 P.M.

1. CALL TO ORDER AND ROLL CALL
Mayor Pro Tem Casey called the Special Meeting of the City Council and
Planning Commission to order at 5:05 p.m. at Town Hall.
Present: Mayor Pro Tem Casey and Councilmembers Cheng,
Fenwick and O'Malley
Absent: Mayor Finn
Planning Carl Cottrell—Chairman, Eric Clow, Carol Gottlieb
Commissioners: and Charles Wong

2. REPORT BY THE LUF (Lot Unit Factor) COMMITTEE
Casey noted that the purpose of this meeting was to gather information. It
was not the forum for debating the issue. She noted that a public hearing
on this issue as well as the constrained lot ordinance and results of the
Town Survey would be scheduled for May 17, 2001 at Bullis School.
The LUF Committee was formed by the City Council at their February 1,
2001 Regular City Council Meeting. The purpose of this committee was
to study the history of the lot unit factor (LUF) and determine if it was
applicable to development standards in Los Altos Hills today and in the
future. The following members of the LUF Committee were present: Jim
Abraham, Charlene Geers, Ron Haley, John Harpootlian and Dot
Schreiner.

Jim Abraham, Chairman of the LUF Committee, apologized to Council on
behalf of the committee for not getting the report to them in a timely
fashion. They were still in the process of putting the report together. He
did comment on the contents of the report and noted that it included the
following: the history of LUF, zoning policies in similar communities,
currently proposed.MDA/MFA formulas, drainage and erosion, present
ordinances, recommendations and further study. Mr. Abraham
commented that the committee was unable to reach a unanimous
recommendation but the report would include the recommendations made
by the majority of committee members and individual opinions would also
be included. Members of the committee gave a brief overview of certain
aspects of the report including input received from other communities. In
addition they reported on the issue of drainage and erosion and referred to
technical input received from Town Geologist Ted Sayre and City
Engineer Jeff Peterson. Concerning the lot sizes in Town it was
mentioned that the Town's parcel data base should be updated.
Council thanked the committee for their work on this issue and asked that
they provide a complete written report which the Town would make
available to the public. Council further agreed to meet with the Planning
Commission before the Commission's regular meeting on April 26th to
continue this hearing so that a written report could be submitted by the
LUF Committee and the City Council and Planning Commission could
further understand this issue.

There being no further new or old business to discuss, the City Council
Meeting was adjourned at 6:10 p.m.
