RESOLUTION No. 125-06
A RESOLUTION OF THE CITY COUNCIL OF THE
TOWN OF LOS ALTOS HILLS APPROVING A MEMORANDUM OF UNDERSTANDING
REGARDING WESTWIND COMMUNITY BARN
NOW THEREFORE,the City Council of the Town of Los Altos Hills does hereby resolve as follows:
The Town of Los Altos Hills commits to the following to the community of horse riders and
boarders:
1. The Town is committed to keeping Westwind Barn open for the benefit of the community
of horse riders and residents at large.
2. The barn will continue, indefinitely, to offer horse boarding facilities for residents and to
the extent space is available, to non residents. A sufficient number of horses will be
boarded there so as to insure the financial viability of the barn.
3. The current programs (4-H, Pony Club,YRRP) will be continued and may be expanded,
and new Town sponsored programs may be added.
4. The Town has no interest in the day-to-day management of the barn, but only in setting
the rules that will apply to insure the broadest benefits to the community.
5. The Town anticipates the barn will charge for services with the goal to cover the
operating costs, including ordinary maintenance.
6. To promote the items listed above, the City Council will consider the following forms of
assistance:
a. Appropriating to the barn for maintenance and/or operations the revenues
generated from the Verizon cell phone tower located at Westwind Barn.
b. Appropriating some amount of eligible and available park bond funds to the
upgrade of equestrian facilities at the barn. Among the possible projects that may
be considered are, depending on the needs, covering one of the existing arenas
and/or building a third arena.
c. In addition to park bond funds, appropriating some level of general fund revenues
to match private funds donated for restoration and upgrades of the buildings.

The above and foregoing resolution was passed and adopted by the City Council of the
Town of Los Altos Hills at a regular meeting held on the 14th day of December, 2006 by
the following vote:
AYES: Mayor Dean Warshawsky, Mayor Pro Tem Craig A.T. Jones,
Councilmember Breene Kerr and Councilmember Jean Mordo
NOES: None
ABSTAIN: Councilmember Mike O'Malley
ABSENT: None
