CALL TO ORDER, ROLL CALL,AND PLEDGE OF ALLEGIANCE Mayor Warshawsky called the City Council Special Meeting to order at 6:00 p.m. in the Council Chambers at Town Hall. Present: Mayor Dean Warshawsky, Mayor Pro Tem Craig A.T. Jones, Councilmember Breene Kerr, Councilmember Jean Mordo and Councilmember Mike O'Malley Absent: None Staff: City Manager Carl Cahill; Public Works Director/City Engineer Henry Louie, Planning Director Debbie Pedro, City Attorney Steve Mattas, and City Clerk Karen Jost MOTION SECONDED AND CARRIED: Moved by Jones, seconded by Kerr and passed unanimously to limit comments from the floor to two minutes. 2. PRESENTATIONS FROM THE FLOOR Valerie Metcalfe, Resident, Parks and Recreation Committee Co-Chair, noted that she was before Council to address them on the closed session agenda item #4. On behalf of the Committee and as a boarder of Westwind Committee Barn, she urged the City Council to reconcile the issues with the Friends of Westwind. She was hopeful that issues could be resolved so that efforts could be directed to moving forward with the Parks and Recreation programs at Westwind and the restoration of the Barn. Rebecca Hickman, Resident, member of the Parks and Recreation Committee, thanked the Council for their efforts to resolve the issues at the Barn. In particular, she thanked Councilmembers Mordo and Kerr for the hours they had devoted to the negotiations. She encouraged the Council to put the issues at the Barn "to bed" and to move forward with the restoration of the Barn. Resident, La Loma Drive, explained that he was a neighbor of the Barn and spoke to the positive relationship his family had developed with the Friends of Westwind. He commented that they had been warm and welcoming neighbors and his family was now boarding their horse at the facility and were very happy "customers". He expressed his concern that any restrictive membership requirements for non residents with the Friends Special City Council Meeting Minutes March 8,2007 of Westwind would cause the loss of non resident boarders and the Barn would cease to be a viable boarding facility. Margaret Mok resident commented that she had introduced to Westwind Barn through g g the Parks and Recreation's Year Round Riding Program. She was a "non horse person" who had been made to feel very welcome at the facility. Resident, La Loma Drive, commented that had taken riding classes through the Year Round Riding Program. She liked the Barn and the program very much. Jane Kawasaki, resident, thanked the Council for their efforts and was hopeful that a positive resolution could be reached on the issues at Westwind. Friends of Westwind et al. 4. CLOSED SESSION: CONFERENCE WITH REAL PROPERTY NEGOTIATORS (Pursuant to Government Code Section 54956.8) Agency Negotiators: Breene Kerr, Jean Mordo and Steve Mattas Property: 27210 Altamont Road,Los Altos Hills Negotiating Parties: Town of Los Altos Hills and Friends of Westwind Under Negotiation: Lease Terms 5. CLOSED SESSION: CONFERENCE WITH LEGAL COUNSEL— ANTICIPATED LITIGATION (Pursuant to Government Code Section 54956.9(c)) Property: 27210 Altamont Road Initiation of Litigation: One Case Council Reconvened to Open Session at 6:52 p.m. Report out of Closed Session: Agenda Item#3 and Agenda Item#5 City Attorney Steve Mattas reported that the City Council did not provide direction and no final action was taken. Agenda Item#4 City Attorney Steve Mattas reported the City Council had considered and provided direction that the draft agreement being negotiated between the noted parties was acceptable with regards to Sections 1, 3, 4, 5, 6, 7, 8, 9, and 10 based on the provisions that were submitted to the Town by the Friends of Westwind and authorized by the Friends of Westwind Board of Directors. The City Council provided direction with regards to provisions in Section 2 of the draft agreement to identify further modifications that would be considered by the Friends of Westwind Board of Directors with their Special City Council Meeting Minutes March 8,2007 position reported back to the City Council prior to the March 22, 2007 City Council meeting. 6. ADJOURNMENT There being no further business,the Special Meeting was adjourned at 6:55 p.m. by consensus of the Council.
