RESOLUTION NO.30-05
A RESOLUTION OF THE CITY COUNCIL OF THE TOWN OF LOS ALTOS HILLS
TO ADOPT A REVISED MASTER PATH PLAN TO REPLACE THE MASTER PATH
PLAN OF 1981
WHEREAS, the Town of Los Altos Hills General Plan includes a Master Path
• Plan of 1981 that designates certain off-road and roadside paths in Town; and
WHEREAS, the City Council, in accordance with the 1996 Pathway Element
has determined it is in the public interest to update the Master Path Plan with regard
to the off-road pathways system to reflect current resident needs; and
WHEREAS, the Pathways Committee recommended that to the Planning
Commission that the General Plan Master Path Plan of 1981 be amended to delete
certain planned off-road pathways and to add certain proposed off-road pathways;
and
WHEREAS, the Planning Commission considered the Pathways Committee's
recommendation and recommended certain amendments to the General Plan Master
Path Plan of 1981 as shown on the 2005 Off-Road Path Plan, dated February 10,
2005 and labeled version 3.0 (attached to the March 8, 2005 City Council Staff Report
["the City Council Staff Report"]) and as further described on the spreadsheet labeled
"Town of Los Altos Hills Master Pathway Plan: Offroad Pathway Recommendations"
(which was attached to the City Council Staff Report as Attachment 4); and
WHEREAS, the Town of Los Altos Hills, as Lead Agency for the environmental
review of this update and amendment has prepared an initial study and mitigated
negative declaration and finds that the project, as mitigated, will have no significant
environmental impacts upon the environment; and
WHEREAS, the specific facts supporting the statements in this Resolution are
set out in more detail in the February 10 Planning Commission Staff Report and the
City Council Staff Report; and
NOW, THEREFORE, the City Council of the Town of Los Altos Hills does
RESOLVE as follows:
1. As to Study Zone 3 on the 2005 Off-Road Path Plan:
a. The Planning Commission Recommendation regarding pathway
segments A2.10b and A2.11 is accepted, by a 4-0-1 vote with Mayor
O'Malley abstaining due to a potential conflict of interest.

b. The Planning Commission recommendation is accepted as to the
remainder of the pathway segments in Study Zone 3, with the
exception that pathway segment A2.7 is removed from the Master
Path Plan.
2. As to Study Zone 4 on the 2005 Off-Road Path Plan:
a. The Planning Commission recommendation regarding pathway
segments B3.12, B3.34, and B3.13 is accepted, by a 4-0-1 vote with
Councilmember Jones abstaining due to a potential conflict of
interest.
b. Pathway segment B3.22, recommended for removal from the Master
Path Plan by the Planning Commission, shall be retained, on a 3-1-1
vote, with Councilmember Warshawsky dissenting and
Councilmember Mordo abstaining due to a potential conflict of
interest.
c. The Planning Commission recommendation is accepted as to the
remainder of the pathway segments in Study Zone 4.
3. As to Study Zone 6 on the 2005 Off-Road Path Plan:
a. The Planning Commission recommendation regarding pathway
segments B2.21, B2.22a, and B2.22b is accepted, on a 4-0-1 vote
with Councilmember Mordo abstaining due to a potential conflict of
interest.
b. The Planning Commission recommendation was accepted as to the
remainder of the pathway segments in Study Zone 6.
4. As to Study Zone 9 on the 2005 Off-Road Path Plan:
a. The Planning Commission recommendation regarding pathway
segment B2.28 is accepted, on a 4-0-1 vote with Councilmember
Jones abstaining due to a potential conflict of interest.
b. The Planning Commission recommendation was accepted as to the
remainder of the pathway segments in Study Zone 9 with the
exception that pathway segment B1.2a, recommended for retention
by the Planning Commission, shall be removed from the Master Path
Plan.
5. The Planning Commission recommendations on Study Zones 1, 2, 5, 8,
10-14, 16, and 18 are accepted.
6. The Planning Commission recommendations regarding Study Zone 7
are accepted with the exceptions that:
•
a. Those portions of pathway segment B2.27 running north/south shall
be removed from the Master Path Plan; and
b. Pathway segment B2.2b shall be revised to show a blue arrow
pointing westward across 27641 Purissima Road from the western
terminus of pathway segment B2.27.
c. Pathway segment B2.2c shall be revised to show a blue arrow
pointing eastward across 27641 Purissima Road from Purissima
Road.
7. The Planning Commission recommendations regarding Study Zone 15
are accepted with the exceptions that:
a. The blue line on pathway segment C2.16 shall be reoriented to
connect directly to Fremont Road; and
b. Pathway segment C2.17, recommended for removal from the
Pathway Plan by the Planning Commission, shall be retained.
8. The Planning Commission recommendations regarding Study Zone 17
are accepted with the exception that:
a. That portion of pathway segment D3.1 bordering 12585, 12580, and
12595 Miraloma Way, recommended for removal from the Master
Path Plan by the Planning Commission, shall be retained.
9. The designation of the location of the Juan Bautista De Anza National
Historical Trail shown on the 2005 Off-Road Path Plan shall be
removed.
10. The map attached hereto as Exhibit A is hereby adopted as the official
Town Master Path Plan to replace the existing 1981 Master Path Plan.
. The official Town Master Path Plan shall include the spreadsheet
labeled "Town of Los Altos Hills Master Pathway Plan: Offroad Pathway
Recommendations, Version 4.0" which is attached hereto as Exhibit B.
