City Council Special Meeting
Thursday, June 1, 2000—4:30 P.M.
Town Hall, 26379 Fremont Road
1. CALL TO ORDER AND ROLL CALL
Mayor Dauber called the Special Meeting of the City Council to order at 4:30
p.m. at Town Hall.
Present: Mayor Dauber and Councilmembers Casey, Cheng, Finn
and Johnson
• Absent: None
Staff: Acting City Manager/Public Works Manager Jim Rasp,
Finance Director Carol Ferrell, Planning Director Curtis
Williams and City Clerk Pat Dowd
2. STUDY SESSION—PROPOSED BUDGET FY 2000-01
The Finance Director made the following changes to the proposed budget
before Council: under revenues the proposed budget for motor vehicle in lieu
fees was changed from $400,000 to $409,000; the proposed budget total for
street fund revenues was changed from $175,500 to $162,500; and in the
Public Safety Budget the amount for animal control should be$46,240 instead
of$40,000.
MOTION SECONDED AND FAILED: Moved by Johnson, seconded by
Dauber and failed by the following roll call vote to decrease the donation to
Joint Venture from$2,500 to $1,000.
AYES: Mayor Dauber and Councilmember Johnson
NOES: Mayor Pro Tem Finn and Councilmember Casey
ABSTAIN: Councilmember Cheng

MOTION SECONDED AND CARRIED: Moved by Finn, seconded by Casey
and passed by the following roll call vote to approve a donation of$2,000 to
Joint Venture.
AYES: Mayor Dauber and Councilmembers Casey, Finn and Johnson
ABSTAIN: Councilmember Cheng
Council discussed the request for a$10,000 donation in support of the Los
Altos History Museum. The comment was made that the Town should spend
its money supporting the preservation of its historical records and supporting
the Town's Historical Society.
MOTION FAILED DUE TO LACK OF A SECOND: Dauber moved to
approve a$5,000 donation to the Los Altos History Museum.
PASSED BY CONSENSUS: To delete the $10,000 donation to the Los Altos
History Museum.
Council noted that the Los Altos Senior Coordinating Council would be
merging with the Los Altos Senior Center.
Under the Town Committees Budget, Council made the following changes:
• Recreation and Parks Committee changed from $1,500 to $3,000
Budget for the Utility and Information Systems Committee approved but the
committee was requested to provide more detail for the $2,000 request.
The Pathways Committee budget was reduced from $37,800 to $16,000. It was
noted that the $16,000 included$15,000 to update the pathway map, $600 for
travel and meetings and $400 for receptions/walks for individuals who have
donated pathway easements. The remaining items in the budget were included
in more appropriate sections of the budget such as public works.
The Emergency Preparedness Budget was corrected to show$1,400.
The Neighborhood Coordinator Program was corrected to show$7,900.
The Town Center Operations Budget should be increased to include computer
replacement costs.
Council noted that the public hearing and adoption of the budget for FY 2000-01
was scheduled for the June 15th Council Meeting. At that time the goals and
objectives for next year would also be discussed.
