HomeMy WebLinkAbout501 • • ORDINANCE NO. 501 AN ORDINANCE OF THE TOWN OF LOS ALTOS HILLS AMENDING THE LOS ALTOS HILLS MUNICIPAL CODE SECTION 4-1.05, REGARDING THE EMERGENCY PREPAREDNESS COMMITTEE WHEREAS, The Town will likely be on its own in a regional or Statewide disaster for a least several days and residents need to be better prepared to respond to a disaster absent of outside help; and WHEREAS, the City Council has identified a well established training program known as the Community Emergency Response Team (CERT) that will help prepare willing Town residents to intelligently respond to a disaster; and WHEREAS, adopting laws that protect the health and safety of Town residents is of great importance to the Council, the Council has determined that the Town's Emergency Planning Committee (EPC) shall be authorized to oversee the delivery of the CERT program to Town residents and to maintain the Town's volunteer CERT teams. NOW THEREFORE, the City Council of the Town of Los Altos Hills does ORDAIN as follows: SECTION 1.AMENDMENT OF CODE Section 4-1.05 entitled"Emergency Preparedness Committee" of Chapter 1 (Emergency organization and Protection) of Title 4 (Public Safety) is hereby amended to read as follows: Section 4-1.05 Emergency Planning Committee: Membership/Duties (a) The Town of Los Altos Hills shall convene an Emergency Planning Committee(EPC) which shall consist of not less than five (5)nor more than ten(10) members, as follows: (1) The Director of Emergency Services is the Town Manager and chairs the EPC. (2) The Public Safety Officer(PSO) serves as Secretary and acts as Community Emergency Response Team(CERT) Coordinator; (3)Four(4)to six(6)members of the Emergency Communications Committee (ECC). (4) One (1)to three (3)members of the community (5) One representative from the LAH County Fire District; and (6) One Councilmember, who serves as liaison to the Council. • • (b)Members shall meet, at minimum, on a quarterly basis. (c) The EPC shall prepare and maintain, on a current basis,the plan, as defined in this Chapter,to be known as the"The Town of Los Altos Hills Emergency Plan," which shall incorporate the provisions of the Standardized Emergency Management System(SEMS). The plan shall be effective upon filing the plan with, and the acceptance thereof by,the City Council. (d) The Director of Emergency Services shall advise the EPC with regard to the preparation and maintenance of the plan in whole or part at times of a local emergency. (e) The EPC shall oversee the recruitment,training and organization of CERT volunteers, which shall be directed by the PSO. (f) The PSO will coordinate CERT training and exercises with LAH County Fire District. (g) The EPC may provide direction on emergency response,planning and preparedness issues not mentioned above. (h) The EPC shall develop and maintain strategic emergency planning partnerships with other local agencies. SECTION 2. EFFECTIVE DATE This ordinance shall be and is hereby declared to be in full force and effect as of August 18, 2006.
