City Council Adjourned Regular Meeting
Thursday, September 16, 1999, 5:30 P.M.
Council Chambers, 26379 Fremont Road
1. CALL TO ORDER AND ROLL CALL
Mayor Dauber called the Adjourned Regular Meeting of the City Council to order at 5:30
p.m. in the Council Chambers at Town Hall.
Present: Mayor Dauber and Councilmembers Casey, Finn, Johnson and
Siegel
Absent: None
Staff: City Manager William Norton,Public Works Manager Jim Rasp
and City Clerk Pat Dowd

Pathway Diane Barrarger and Scott Vanderlip, Co-Chairmen; Les Earnest,
Committee: Harry Emerzian, Fred Fallah and Bob Stutz

1. Revise pathway in-lieu fees to make them more equitable
2. Install bicycle roadway signs
3. Clarify policy regarding requesting applicant to build pathway
on opposite side of street from applicant's property
4. Revise current Pathways Map
5. Obtain pathway from La Loma Drive into Mid-Pen Open Space
6. Expedite completion of pathways
Council continued their discussion with the members of the Pathways Recreation and Parks
Committee from the September 2nd Council Meeting. Casey stated that more money was needed
for the Town's pathways. She also believed consistent maintenance was needed and
recommended that the materials used on paths be improved. Casey furthermore did not agree
with getting sections of paths. She did not think this made any sense and suggested getting in

lieu fees instead, Casey recommended that the Town's major paths be completed and if more
staff was needed to achieve these goals,then they should be hired. In response to a suggestion
from Dauber that a computerized pathway maintenance program would help,the Public Works
Manager stated that one was in place. The City Manager noted there was a detailed procedure
involved if the Town planned to increase fees (impose new in lieu fees). It was agreed that the
Finance Committee would be advised what was involved so they would have this information
when they reviewed the planning and building fees at their October 4 'meeting.. The committee
members noted that they had submitted a report with their recommendations on in lieu fees some
time ago and it should be on file. Council directed the Pathways Committee and staff to look into
different options for pathway materials and also agreed to agendize Les Earnest's memo on
Town entrance signs.
7. Receive appointment of bicycle representative to local Cal Trans
District
8. Develop a system of monitoring pathway maintenance
The Pathways Committee members expressed concerns about the paths in Town that have
sprinklers, landscaping, etc. on them. They also noted that oftentimes when the roads in Town
were resurfaced the paths disappeared. It was suggested that the committee work with the Public
Works Manager on these issues.

adjourned at 6:00 p.m.
