City Council Adjourned Regular Meeting
Thursday, September 2, 1999, 5:00 P.M.
Council Chambers, 26379 Fremont Road
1. CALL TO ORDER AND ROLL CALL
Mayor Dauber called the Adjourned Regular Meeting of the City Council to order at 5:00
p.m. in the Council Chambers at Town Hall.
Present: Mayor Dauber and Councilmembers Casey, Finn, Johnson
and Siegel
Staff: City Manager William Norton, Planning Director Curtis Williams,
Public Works Manager and City Clerk Pat Dowd

A. Committee accomplishments for the 1998-1999 year
MOTION SECONDED AND CARRIED: Moved by Johnson, seconded by Dauber and passed
unanimously to accept the report from the committee on their accomplishments for the period
June, 1998 - August, 1999: reviewed 66 properties, held two pathway walks for public and trail
dedications, prepared a list of recreational options in the Town,prepared a list of park/open space
enhancements and pathway priorities for the Town, and a spread sheet to track recommendations
and follow-up.
B. Goals for 1999-2000
1. Revise pathway in-lieu fees to make them more equitable
Council agreed with the committee's recommendation that the in-lieu fees should be more
equitable and cost effective for the Town. Council directed the committee to more forward with
this and obtain more information. This issue will be discussed at a later Council public hearing.
2. Install bicycle roadway signs
Les Earnest commented on the signs indicating 'we share the road with bicycles'. These were
recommended by the County Bicycle Plan. Council indicated that they were not in favor of a lot
of signs in Town. It was agreed Les would bring a report back on high priority streets for the
placement of such signs.

3. Clarify policy regarding requesting applicant to build pathway
on opposite side of street from applicant's property
Council agreed that this issue was related to the in lieu fees which would be discussed at a later
date.
4. Revise current Pathways Map
The Public Works Manager reported that he and John Chau,the engineering technician, were
planning to meet on the computer map. It was agreed representatives from the Pathways
Committee would also attend this meeting. It was further agreed that the date of the next
printing would be checked. Staff noted that they had a file of changes to be made to the map
since it was last updated.
5. Obtain pathway from La Loma Drive into Mid-Pen Open Space
Les Earnest referred to his report in which he noted that the Pathways Committee for several
years had been attempting to find an access from La Loma Drive into the Mid-Pen Open Space
District. When the Purissima Hills Water District expanded their tank installation some years
ago the main trail was blocked. Les noted that while hikers can still get through, it is very
III difficult for horses. Les offered four alternate routes for consideration in his report. One was the
southside route (improve the existing impromtu route along the South side of the fence by adding
a retaining wall on the downhill side so as to provide a tread of four feet wide). The second was
the frontside route (provide public access on the existing road through the tank farm and
construct an additional fence so as to keep trail users away from the water tank and external
illl
plumbing). The northwest route included constructing a native path along the north and west
• sides of the tank site just outside of the existing fence. The final route was the backside route
(opening the existing entrance gate to the property and constructing three short fences within so
as to direct hikers and equestrians around the backside of the water tank).
Ernest Solomon,member Purissima Hills Water District, did not agree with a path near the La
Loma Water Tank. Graffiti was a serious problem and the tank and its water should not be
accessible to traffic of any kind.
Doni Hubbard, 25228 La Loma Drive, noted that she had lived in this area for a long time and
was well acquainted with the area and the trails. She believed there could be an alternate route if
the fence was relocated.
Council agreed that there were several options to evaluate and discuss and directed the
committee to continue discussions with the water district and Town staff.
6. Expedite completion of pathways
7. Receive appointment of bicycle representative to local Cal Trans
District
Council suggested that the committee recommend someone to this agency and submit the name
to Council to appointment.
8. Develop a system of monitoring pathway maintenance

The committee asked what authority they had if they saw a violation on a Town path.
Council agreed to continue this meeting with the Pathways Committee to 5:30 p.m. on
September 16, 1999 so they could continue this discussion.

There being no further new or old business to discuss, the City Council Meeting was
adjourned at 6:00 p.m.
