March 13, 1967
The Regular Meeting of the Planning Commission of the Town of Los Altos
Hills was called to order Monday, March 13, 1967 at 7:53 P. M. by Chairman
+Jilton F. Minckley at the Town Hall, 26379 Fremont Road, Los Altos Hills,
California.
ROLL CALL: PRESENT: Commissioners Benson, Bowler, Hibner, Lachenbruch,
Sherlock, Chairman Minckley
ABSENT: Commissioner Prentice
COUNCIL REPRESENTATIVE: Councilman 4n. Ross Aiken

ANNOUNC J4dNTS
ACTION:
Adopt Minutes of February 27, 1967 as submitted.
MOTION: Sherlock; SECOND: Hibner;
VOTE: Passed unanimously.
1. Fonaation of Committee for Parks and Recreation.
Chairman Minckley announced the naming of the Parks and Recreation
Committee for the Study of General Plan, Recreation 3lement, as follows:
Commissioner Gordon B. Bowler, Chairman
Mrs. Ginzton
Mrs. V. Jones
Commissioner Lachenbruch
Mr. C. S. French
2. City Manager announced a neeting of the Pathway Committee on Thursday,
March 16, at 7:30 P. M. at the Town Hall, to which all Planning
Cormiissioners and Council are invited.
COMMITTEE REPORTS:
1. Chairman Bowler of the Committee on Parks and Recreation submitted
a ,written report dated Harch 7, 1967 containing a five -point charge to
the Co:.uiittea in order to accomplish the purpose of developing recom-
mendations to the City Council for implementation of the -Parks and
Recreation element of the General Plan.
Chairman Bowler announced the Committee's first meeting was held this
evening prior to the Planning Coc:uwission meeting to discuss the Council
referrals of March 6th, and that the next meeting will be on Monday,
March 27th at 7:00 P. M. at the Town Hall, prior to the Commission
s,:eeting.

40 2. Paid -Peninsula Foot ills Planning Committee Neeting March 2, 1:67.
Commissioner Benson reported he am=' Cosaissioner Lachenbruch attended
this meeting on slope density control, resulting in a resolution
racoi=ending consideration of slope density control zoning regulations.
Commissioner Benson further stated this resolution was passed unanimously
by the members of the Committee in an effort to preserve the natural
element in the Foothills while there is still time, and, since this
nost certainly applies to Los tltos Hills, suggested Chairman Minckley
appoint a coruiittee to further study the matter.
Chairman Mincklay reported that, through the County Policy Planning
Cornittae, he is receiving samples of this type of legislature being
proposed throughout the Peninsula, and after further consideration at
the next Planning Commission meeting, Commissioner Benson's suggestion
would be considered.
COUNCIL REFERR.'\L:
1. Cox, Joseph H. (326-66) 2 lots. Consideration of Access (Ravensbury/
Lomita Linda).
City Manager reviewed background of Cox Subdivision, reading letters from
the City Engineer dated February 24, 1467, Santa Clara County Health
Department dated. February 7th, Joseph H. Cox's letter dated January 30,
1967, and Council action of Aiareh 6th.

Matadero Springs Subdivision (330-67) 3 lots, off Black mountain Road,
djacent to Tract No. 3659 1.7atadero Hills - Engr. C. E. Randlett.
City Manager reporte on the results of a Staff meeting with Mr. Nestor
Barrett, Eng. Nachtsheim, the developer and his engineer, as follows:
That lots #1 and +2 would be acceptable for the proposed sl!beivision
using the existing driveway to the existing home, that lot N3 be
designated "not a building site", and that the 40' panhandle of lot ;'3
410 be retained until such time as Mr. Barrett has the authority and time
to study the road pattern of the entire area below, as well as the
Pagement Hills area.

Mr. A. Bolt, of Black Mountain ,+sseciates, was present, stating this
was his understanding as well.
Commissioner Bowler was firm in his insistence that the panhandl:s be
offered for dedication so that in any subsequent action the Town has
control of the property entering at the corner.
Engineer Nachtsheim recom-vended a 20' dedication along the easterly
side of lot V2 to serve lots 1 and 2.
RECObu ONDATION:
Approval of the Tentative I.4ap of Matadero Springs (330-67)
on the basis of the recomi,endations of the Staff, result-
ing from the meeting with Mr. Barrett in that lots #1 and 02
be approved as a building site and that lot #3 be designated
"Not a Building Site", and subject to the conditions of the
Check List.

In preparing the Check List, Councilman Aiken brought to Planning
Comuaission attention that the overall picture of drainage should bre
considered as well as a Chock List item. Discussion ensued as to
drainage, requirements of the Fire Chief, future requirements for a
public road and that along the alignment of the pathway easenent,
040 there also be an easement for sanitary sewers and drainage purposes.
Mr. H. Spector and G. Austin requested the Commission to leave the
beautiful driveway intact unless it is absolutely contrary to city
planning.
The completed Check List called for the dedication of twenty feet from
projected line of 31ack Mountain Road, compliance with mire District
letter, ten foot path easement along westerly and northerly sides of
subdivision as well as in lieu path payment, parcel #3 designated
"Not a Building Site", and in lieu payment for Black Mountain frontage.
The Question was called: VOTE: Passed unanimously.

1. Staff Report regarding Planning Coimaission Procedures........ Deferred to
Study Session.
2, Rhus Ri'.ge Rancho Unit #2 - Appeal of Engineering Requirements - Engr.
Geo, S. Nolte.
City Manager read letter of City Engineer dated February 3, 1567, Item 3
requiring a dedication of a storm drainage easement, 60 -feet full idth,
along ;idobe Creek for future improvement. Nrs. E. Dana, co.owner and
subdivider, appealed to the Planning Commission for assistance in reducing
this requirement of the Flood Control District and City Engineer in that
such a large bridges would affect the natural character of the proposed
development.

Fir, Frank B. Duveneck, co-owner, coram.2nted on his past records of water
flow, requesting t::e Planning Colyaission to take into account the
beauty of the creek sides. Mr. C. S. French stated his opposition to
this large bridge.
City Manager read letter dated February 10, 1966 frog Flood Control
District to McCandless Office regarding the design peak flow for Adobe
Creek at Rhus Ridge Ranchos Unit No. 2.
Discussion followed as to the desirability of a lesser easement in view
of aesthetics and the use of storm frequency .as basic design criteria.
Since no agreement was reached, the City Manager suggested a meeting
with the Flood Control District, Mrs. Dana and the City 3ngineer to re-
view this matter. Therefore, Chairman Minckley instructed the City
Clerk to re -agenda this item under Old Business to expect a compromise
report.
VARIANCES:
1. Olsen, John K. M. (V-278-67) - Request for Setback reductions at
12790 Normandy Lane.
Staff reported that this parcel is .89 acres due to Planning ConrAssion
requirements of an island to save trees and the widening of =l Honte
( Avenue after construction of the residence.
ar Mr. Olsen is requesting setback reductions from the E1 Monte Boundary
for pool and pool cabana to 25 feet, house addition to 15 feet and
increased fence height along E1 Monte :.venue to six feet froi 31 Monte
sidewalk level for purposes of privacy (presently fron 3-4 feet only
on 31 Monte side because of buildup for E1 Ibnte roadbed).
There ware letters dated March B and March 13th from Mr. C. Carmichael,
127:1 Nor.:iandy Lam_, objecting to the 10' tennis court fence facing the
strut and requesting tall landscaping for it, and that the offstreet
parking changes conflict with the one way traffic; however, !At.
Caruichael, who was present, did not object to the requested variancas.
Letters were read by Staff. Mr. Olsen was present an:7. stated he
intender', to landscape, but did not wish to be corm.:ittad to the initial
height of the landscaping.

Staff pointed out that since 31 Wont, Avenue was widened after the
construction of the existing residence, the existing setback should
also be noted and approved at this time. Planning Commission concurred
in that approving the plot plias as submitted it would in effect approve
the existing setback.
