The Regular Meeting of the Planning Commission of the Town of Los Altos Hills
was called to order Monday, Marco 27,, 1967 at 7:55 P. 14, by Chairman Wilton F,
111inckley at the Town Hall, 26379 Fremont Road, Los Altos Hills, C-Alifornia.

1. Chaiman ilinckley announced that Councilman Davey, Mrs. A. Ginzton, Path-
ways Committees and Fir. H. Brown, Drainage Committee,, had met with
Commissioner Brenner of the Palo Alto Planning Commission regarding
a ulotion on �'Supplementary Flood Control Facilities for Foothills
Drainage Basins", which was passed unanimously by the Palo Alto Planning
Commission and City Council. Chairman Minckley read the !Action (attached
as Appendix I), stating it would appear that this is a tremendous move
in terms of cooperation add as a result of this meeting, came to the
conclusion it would be in the Town Is self-interest to cooperate with
Palo Alto and to advise the Planning Commission to recommend to the
4W Council to adopt this exact Motion or a liko amended one.

Chairman Minckley further explained that it would be a statement of ��licy
which would protect the Town in such cases as Councilman ..iken brought to
#AW light in discussing the Matadero Springs Subdivision (P/C Meeting 3/13/67),
where the Town is not really protected in terms of drainage should one of
the large subdivisions develop on our creeksides. The normal procedure is
the overall drainage plan which we are now studying and in effect cooperating
with the Cities of Palo Alto, Los kItos and the Black lf�untain Soil
Conservation District to initiate a pilot study in accordance with the
Motion, which could be done with Black Mountain Soil Conservation District
funds or Federal funds, and is a pi,ilosophy of what we would like to see
dona. This feasibility study does not commit the Town , but to join in
to see what the results of such a study would be.
RSCOI,24FNDATION:
That the Motion on t'Supplementary Flood Control Facilities
for Foothills Drainage Basins passed unanimously by the
Palo �ilto Planning Commission and Palo Alto City Council,
be adopted as amended and sent to the Council for their
�nalysis and action, wit., a strong recommendation of
approval.

Commissioner Bowler suggested it would be appropriate to incorporate this
philosophy into the General Plan.
The Question was called: VOT3: Passed unanimously.
COMMITTEE REPORTS:
1. Chairman Hinckley reported that he and Bug. Nachtshein have been discussing
for some time the possibility of obtaining a contour model of the Town ,
which would visually aid the Town in drainage and the Planning Commission
in local planning, definition of neighborhoods, patterns of now streets,
and subdivisions in relation to contours.
Zngr. Nachtsheim has obtained a price of $600.00 total, of which the
Chas. S. McCandless Co. would pay $300.00. The model would be three
dimensional, approximately 50xS611 in size, with contours at 201 intervals.
Following discussion, Planning Coiamission concurred that this was an
excellent idea.

model under these excellent procurement conditions.

Mr. F. A. Breyman questioned whotlier tne Town would be getting something

samples arn available for his inspection. Mr. Nachtsheim also stated to
AW be pr2parca that it is not a highly definitive nap on hich you could
locate everyon2ys driveway, but would be an �xcellent planning tool for
overall planning, drainage, troaplanting, paths, etc. He stated his
preference for stopped rather than smooth contours so that the contours
could be counted on sight.
The Question was called: VOTS: Passed unanimously.
Mayor 1:2nley suggested tliat Engr. Nachtshaim be prepared to submit -n
sample vo the Council.
2. Commissioner Bowler reported that the meeting of the Parks and Recreation
Camaittee held this evening p-ior to the Planning Commission meeting was
devoted primarily with the Little Longue representatives, exploring
what they have in mind. The Little League Association was requested to
write a letter to the Committee defining what they would like to have
the City desire for them, which will be discussed at the next meeting
on April l2th.
OLD BUSINESS;
1 Priority Path List Il - Pathways Committee.
Chairman Hinckley read Priority Path List II. Mrs. Ginzton, Vice -Chairman
4& Pathways Committee, was present to answer questions. During discussion
it was learned that by the time Priority List I is completed (this summer)
Vie in lieu �ands will bo depleted and that Priority List 11 will be for
the future when additional in lieu payments are received. Commission
noted a lack of funds to completo Priority List 11, as well as plans for the
maintenance of existing paths, and that the discrepancy lay in the
unrealistic cost figure of the in lieu payment for paths (Chairman Hinckley
stated this matter would be taken up at a future date in a study session);
nevertheless, the Commission concurred that it would be desirable to have
a priority lisc completed as in lieu payments become available and that
it must be pointed out the neci of a separate iton in the 1967-68 fiscal
budget for the maintenance of paths�
Mrs. 1. Gol&smith, 27330 Slena Road, spoke of the urgent need of a patt,
to whic_� in liau funds have already been contributed, along the dangerous
area of Elena and Natona Roads, and suggested a safe routs to Elena from
PurissW. Road via La Barranca 4ay to connzet to Natoma Road and thence
to Blach, mountain Road.
Comiuissi.n concurred on this location and Mrs. Ginzion amundid Priority
List IT3 !too 5, 21ona Road, to reflect the above wording.
