M. by Chairman ;ilton F. Min c ley at the Town Hall, 26379 Fremont Road, Los Altos Hills, Calif. ROLL CALL: PRFSENT: Commissioners Bowler, Lachenbruch, Perkins? Sherlock, Chairman Hinckley ABSENT: Commissioners Dawson (art. 7:55 P. ti.), Hibner COUNCIL REP3!SBNTATIVE: Councilman Jalter A. Benson APPROVAL OF MINUTES: Aay B and 22, 1967 ACTION: That the Minutes of May 8, 1967 and may 22, 1967 be adopted as submitted. MOTION: Bowler; SECOND: Sherlock; VOTE: Passed unanimously COMMUNICATIONS: `r 1. Chairman Minckley read letter dated June B, 1967 from City Aanager advising of the Planning Commission appointments of jilliam A. Perkins to fill the unexpired term of 4alter A. Benson to March 4, 1965 and of Laurence Dawson, to fill the unexpired term of A. C. Prentice, Jr. to March 14, 1970. Chairman Hinckley welcomed the newly appointed Commissioners. 2. Letter addressed to City Council, a ith copy to Planning Commission, from Donald " Spencer, 27490 SScrlock Road, dated May 22, 1467, regarding a joint study by Portola Valley and :oodside regarding landslide and earthquake problems and urging that the Town seek to join with them in this study. Commissioner Lachenbruch, Chairman of a one-man Committee to consider Vie feasibility of a geological survey stated he has had informal contact with these Towns and will report further developments to the Commission and Council. 3. idemorandum from City Manager dated June 5, 1967 regarding revised Variance/Use Permit Application forms and procedures for preliminary hearings........ Deferred to OTHER BUSINESS. ANNOUDiCENENTS : AW 1. As a member of the County Planning Policy Committee, Chairman Minckley announced he was in receipt of an announcement of two meetings of the Ganta Clara County Transportation Policy Committee, to be held June 14 and July 12 at the Board of Supervisors Chambers, 70 - '. Hedding Street, ANNOUNCEMENTS: Transportation Policy Committee (cont'd.): San Jose, at 7:30 P. M. These meetings will be a two part review of public transportation problems in the U. S. as they relate to Santa Clara County. Meetings are open to the public. Commissioner Dawson arrived at 7:58 P. M. COMMITTEE REPORTS: 1. Pathways Committee - Pathway Study Session Committee Report...... Deferred to OLD BUSINESS, Item 3. COUNCIL RCFERRkLS: 1. IAc:morandum from City Manager was read calling attention of several Council actions of recent meetings regarding drainage, slope density, prohibition of trucks on Interstate 280, and Planning Commission vacancies. OLD BUSINESS: 1, PUBLIC HARING - City Manager's Report re: Little League Ballpark, Staff read City Manager's report dated May 18, 1387 setting forth the facilities desired by the Little League Committee and establishing costs for initial land acq.^isition and construction of such facilities, as well as estimated annual maintenance costs. The City Managerls report did not take into consideration the use of Los Altos School District property for Little League purposes, and noted that the Palo Also School District property is not available for this use. Comi,issioner Bowler, Chairman of the Parks and Recreation Committee, stated there would be no formal committee report tonight, since his Committee has now assembled the information required, climaxed by the full coverage of the City Manager's report. Commissioner Bowler requested guidlines if a further report is required. Commissioner Lachenbru^_h suggested that a further investigation of the possible use of the Los Altos School District property for Little League purposes might complete the report. Commissioner Bowler agreed that there had been only a preliminary investigation of this paint, but that perhaps a valuable point would be to determine, prior to acquisition, wsether Little League generally supports some portion of the maintenance costs and what portion that night be expected of the Town. Councilman Benson stated that if the land could be purchased at a. good price over a period of years and without any maintenance to the Town, the parents have indicated no interest in taking over the maintenance. Chairman Winckley suggested a postponement of any recommendation, to whic' Councilman Ranson agreed., to further investigate installation costs, if any, and the actual facts to which the Little League Association would be willing to subscribe. Chairman Minckley opened the Public Hearing at 3:10 P. M. -2- OLD BUSIAW : Public Hearing - Little League Ballpark cont'd.: 6 :arse D, Saviano, 12620 Corte Madera Lam_, parent of a Little Leaguer and active member for i years, stated the Association has been completely self-sufficient and the maintenance in past years has been done by the Little League parents, Mrs. `aviano stated she believed that she WAS speaking for all parents in saying the Little League would be grateful for just the land and that they would take care of the maintenance. She was certain that a formal communication from the President of the League to this end could be obtained. Mr, Charles Wright, 26570 Purissima Road, Past President of the Little League Association, was of the opinion the City Manager's report was a rather ambitious plan and that the matter should be approached over a long terra plan is indicated by Councilman Benson. Mr. 'right further stated the Little League has been a father -son activity from the be- ginning and if the field wort to become a permanent ballpark, he felt more permanent facilities could be installed on the same basis at very little cost. He contended lights were not necessary since the Little League cannot play after dark. Other activities, such as adult soft ball, soccer, etc. using the field might consider lights necessary and could enter into tnis project. In. aright agraad that there should be an agreerant between the Little League Association and tic Town. Since Little League is a Rational Association and often played on City -owned property, Commissioner Bowler sugg�steel Pa. Nright determine if tnare are any special contracts or specific agreements which could be used as a pattern; also that inquiries be Rade as to the City's insurance coverage beyond that of tie Little Ldague's. Srs. 3. Toth, 26642 Purissima Road, concurred wit:i Mr. (right that the City Manager's report was ambitious and was against any plan that would resemble a big city park. Mrs. Toth felt the goodwill of the residents in maintaining the grounds would be just as important. Mrs. Ginzton, n .:ember of the Parks and Recreation Committec, stated the i Committee had envisioned the City -owned land for all sports and activities on a long range program. mr. V. S. French, 11927 Rhus :Ridge Road., also a member of the Parks and Recreation Committee, spoke in favor of Mrs. Ginzton's comments in that it shoulc be a general purpose sports arta, i.e., for Girl .Scouts, Boy Scouts, etc. i''irs. Saviano was of the opinion this was the common thought of all parents and could see no reason wny such other activities could not use the same arca. Chairman Hinckley asked for cosm2nts from the :door in opposition. Since there were none, the Public Hearing was closed at 6:45 P. hi.
