LW MINUTES OF A REGULAR ADJOURNED MEETING
July 24, 1967
Chairaan 4. :. 14inckley called the meeting to order at 7245 P.M.
at the
Town Hall, 26379 Fremont Road, Los Altos Hills, California. The
follow-
ing members were present: Commissioners Bowler, Dawson, Hibner,
Lachenbruch, Perkins, and Chairman Minckley. Absent: Sherlock.
Liinutes of the regular meeting of July 10, 1967 were unanimously

Communications addressed to the City Attorney, Robin D. Faisant

from Mayor Albert T. Henley complimenting the Planning Commis-
sion on their action regarding the David Wheeless variance
application.
Commissioner Bowler announced the next meeting of the Santa

The City Manager reported that the Town Council has authorized

negotiations for the purchase of the Palo Alto School District
property on Purissimwa Road at Viseaino Road.
Mr. Morse also passed copies of a grading ordinance for Portola

Valley to members of the Commission for study and possible recom-
mendation.
Mr. Morse commented to the Commission that perhaps a Federal 701 (4)
Planning Grant for revision of the General Plan could be had if
the Commission were interested. Commissioners indicated that the
General Plan should be studied from tine to time for revision. It
may need some adjusting, and a review should be conducted at this
time. If, after the review, it is determined that the grant is
necessary, then it should be applied for.
Co2uaissioner Bowler reported the progress of the Parks and COMMITTEE
Recreation Committee. REPORTS
The City Manager reported that he is in the process of applying
for a federal grant for parks and open space.
Commissioner Lachenbruch reported that the committee studying slope
density has gone about as far as it can without professional help.
The City Manager reported that the Town is in the process of obtain-
ing a. professional planner.

Chairman Minckiey stated that the Commission nembers had
received a copy of Mr. McKittrick's letter.anrl asked for cor,-
nents. Corr:iissioner Hibner stated that the Fire Corsission
of the Los Altos Fire Protection District had discussed the
letter and it was Chair opinion that Ordinance 7105 was a good
one and should be retained. Mr. Hibner also statad that Ordinance
4105 was thoroughly aired at public hearings of the Planning
Coi.sAssion and the Council before its adoption,
Coccaissioner Lachenbruch cornented that all issues raised in
14r, McKittrick's letter were aimed at the ordinance and not
asking for a variance, and that perhaps the ordinance should
be referred to the City Attorney to deterr.,ine the legality
of an ordinance which dons not contain a variance clause.
Moved by Commissioner Dawson, Second by Commissioner Bowler that
this Cornission is in doubt of the legality of the absence of a
variance procedure, but that this Cor:rAssion is strongly of the
opinion that Section 23 of Ordinance :1105 is appropriate and
should be maintained. Commissioner Perkins stated that if the
ordinance is not proper, it should be examined,

Motion by Commissioner Bowler, Second by Cornissioner Dawson that

There is a delicate balance between services and density which

Chairman Minekley connented that the Planning Commission should be
thinking about a series of chjictives and set guidelines for the
implementation of these ohj :actives.
There being no further busina,s the meeting was adjourned at
11:15 P.M. to the next regular meeting Mpnday, August 7, 1967
at 7:05 P.M. at the Town Hall.
