Minckley called the meeting to order at 8:00 P, M, it the Town Hall, 26375 :Yewont Road, Los Altos Hills, California. The following members answer.6 Roll Call: Present: Coomissioner Dawson, Hibner, Lachenbrueh, Perkins, ChairrMn Minckley, Absent: Covaaissioners Bowler, Sherlock, Councilman John M. Fowle represcntaa the Council. Minutes of the Regular meeting of August 26, 1967 were corrected as APPROVAL follows: Ch:-irnan Minckley noted the word "school" was used in the OF description of the Roman Catholic Orphanage request. He pointed out MIIUT35 that the application was not for a school. Motion by Co:anissioner Dawson, Second by Commissioner Perkins that the Minutes of August 28, 1967 be approved as corrected, was passed unanimously. 1) Comr:issioner Hibner presented and read a Resolution memorializing (1) !,it. R. S. "Dick" Dawson, whose untimely death occurred recently, said Resolution to be incorporated as a part of these Minutes aa'follows: ''WFiSR3:;3, the Planning Commission having been informed of the untir�ely death of Dick Dawson, wishes to convey its sincere appreciation .'or his many years of public service to this cor.atunity. vie are deeply indebted to Dick Dawson for his many contributions as a charter no, bar and Past Chairman of t,)e Planning Commission. We send our deepest sympathy to Ars. Dzwson and members of the fanily." Motion by Commissioner Dawson, Seconded by Commissioner Perkins, that MOTION t.io Resolution be adopted as read, was passed unanimously. ..t Commissioner Hibner's request, a copy of this Resolution will be sent to hies. Dawson. Council representative J. M. Fowle expressed his personal regrets and comeented on Mr. Dawson's many contributions to the Town. 2) Chain in Minckley presented a gavel to Commissioner Don T. Hibner (2) in appreciation of services rendered as Chairman of the Planning Corwiission on two occasions, in. Hibner accepted the gavel and ex- pressed his sincere appreciation therefor. 3) Letter from the Los Altos hills-.ssociation directed to the Council (3) requesting that the natter of purchasing the Byrne property be submitted to a vote of the people. a. Chairman Minckley informed the Commission that the MAPS Committee COUNCIL Report has been referred by the Council and will be presentee to the REF3RP,L Commission when the corrections are made and the report complete. ;i%PS REPORT Corudssioner Hibner pointed out that this report is a result of many hours o_' wor:c and should hold a public hearing and discussion on it as soon as possible. t. (a) Signing of Paths Mrs. :1. Ginz ton, Vice -Chairman of the Pathways Cocuaittee, suggested CCitdITTEE that paths b2 indicated by the construction of 611x6" redwood posts REPORTS - with the word "PATH" routed out on the necessary sides. Commissioner a) Signing Dawson volunteered to do the necessary letter routing at no cost to of Paths the Town and he pointed out that not more than 24 of these posts would be necessary at the present tine. It was the concensus of the Comnission that this is a good design APPROVAL for path designations and recaamonded approval thereof to the Council. Mrs. Giurton also discussed the possibility of constructing a barrier BARRIERS between the road travelled way and the adjacent non -vehicular pathways. Shc showed photographs of this type of barrierwhich is presently in use in Hawaii. The barriers are approximately 101?x10" and are spaced approximaioly twenty feet (200) apart. The Cosu.iission recommended Council approval of the construction of APPROVAL these barriers where needed. A brief discussion ensued concerning path warning signs and biles signs, but the ratter was deferred to a later JA -,3 until the bike route is caaplcted. (b) Code co -dthics for Pedestrians and Squcstrians. b) CODE OF 3TPICS Coramissioner Dawson read a proposed set of "Path Rules and Courtesias". A copy of tiu_se rules is on Pile at tie Town gall. Lir. Smith przsented a background sketch on this subdivision, noting that a Suncative map was approved in 1959 for three lots. No final reap was over filed. Sngr. Jin Carroll, of the McCandless Company, pointed out several deficiencies in the map as presented as follows: 1) Hams: of subdivider not shown. 2) Name of adjacent property owners not shown. 3) lio grados shown on driveways. f) Drainage swales entering the various lots not shown. 5) Lots 00 and 22 are substandard in siza as dictated by Ord. 965. iir. Motion by Coianissioner Perkins, Seconded by Cosaissioner Dawson, that MOTIOM the Tentative Map of Gladys A. Whitcomb, with consent of C. A. Ferrari, (335-67) 5 lots, not be approved as submitted, was passed upaninously. iir. Riley asked if it would be necessary for the applicant to pay new fees upon filing of a new .nap. City Manager stated, that in accordance with the ordinance, it would be r..quir=d, Mr. Riley asked for per- mission to ra-submit without Motion by Coi,iaissioncr Aibner, Seconded by Commissioner Perkins, that AIENDED the aforementioned Motion be amended to read "the application is MOTION rej_eted and denied without prejudice" was passod unanimously. It was pointed out that this action was takon in order to make an additional fa for resubuission unnecessary. It was, however, stressed that this subdivision as submitted was disapproved. -3- The Planning Conmission reviewed the objectives as indicated in the PLANNING Minutes of the last meeting. Connissioner Hibner suggested that COMMISSION study and action be taken during this term on the matter of private OBJECTIVES roads. The Commission concurred and the matter was added to the list of objectives. A brief discussion ensued regarding the na::iing of neighborhood planning zones. It was pointed out that there was no intent on the part of the Commission to create small political zones or wards. The fear of establishing rules for one area which may be different for another area was mentioned, It was decided that the wording "neighborhood planning areas^ was appropriate and self-explanatory. Commissioner Lachenbruch suggested that the objectives for the year also include the study of stables and the existing ordinance regulating horses ane stables. Motion by Cornaissioner Dawson, Seconded by Commissioner HibnQr, t`:ai MOTIOR the priority list of objectives be declared the objectives for the Coruaission for this tern, subject to revision, was passed unanimously. In continuing the review of the Portola Valley Grading Ordinance, CONTINUED Cho City Pianagzr reviewed the remainder of subject ordinance and REVI31J - the Commission suggested that a redraft of the ordinance be PORTOLA V. prepared as recommended by the City angincer and approved by the GRADING ORD. City Attorney and that the matter be set for public hearing. Motion by Commissioner Hibner, Seconded by Commissioner Dawson, MOTION that the City Manager cause the preparation of a redraft of the site development ordinance as recoruaended by the City Engineer and approved by the City Attorney and that a public hearing be held on this ratter on October 23, 1967, was passed unanimously. In Other Business, Chairman Minckley suggested the Staff review the OTH3R present procedure of accepting maps. It was pointed out that the BUSINESS present procedure does not allow adequate time for the Staff to review the map and contact the applicant prior to the mailing of the Agend... Ax. Morse stated he would work with the Staff on this cotter and report to the Commission at a later date. Coruaissioner Rawson noted he would bo absent from the next raeeting, i;BSENCES and Coruaissioner Lachenbruch notal he would be absent from the next COPt,'ISSIONERS two meetings.
