MINUTES OF A P.2GULAR MFFTING
September 25, 1967
Chairman W. F. Minckley called the meeting to order at 7:50 P. M. at the Town
Hall, 26379 Tremont Poad, Los Altos Hills, California. The following members
answered Roll Call: Present: Commissioners Bowler, Hibner, Perkins, Sherlock,
Chairman Minckley. Absent: Commissioners Dawson, Lachenbruch.
Council was represented by Mayor. Albert T. Henley.
APPROVAL OF MIi4UTBS: Septe., er 11, 1967.
Motion: Commissioner Perkins moved, seconded by Commissioner Hibner,
that the Regular Minutes of September 11, 1967 be approved
as submitted.
Motion was carried by unanimous vote.
COTu/'M INICATIONS:
Paul M, Borg, 13452 Carillo Lane, enclosing a newspaper clipping announcing
a Notice of Hearing by the City of Palo Alto Planning Commission of a proposed
change of district of Stanford Lands in the vicinity of Hillview Avenue and
Arastradoro Road, bordering lands of Los Altos Hills, to be held 'Wednesday,
September 27, 1967 at 7:20 P, M., Council Chambers, Palo Alto City Hall.
Chairman Minckley requested the Staff to obtain all possible information
relative to their plan and advise whether it will be necessary for a
Planning Comwissionor to attend this first meeting.
Commissioner Hibner noted that some tiwe back a similar change of zoning in
this area involving long range plans of Syntex Corp, was discussed by this
Planning Commission and that it was the concensus of the Commission that this
type of development was far better than a shopping center, etc.

Chairman Minckley announced that a meeting of the Santa Clara County Policy
Planning Committee was held last evening and hopefully Were will ba informa-
tion from this body recardieg parks znd recreation.

Staff report dated ''entenber 25, 1567 was read as follows: 1) If kitchen
facilities are included in the secondary dwelling, the parcel must contain
1.95 acres; and 2) tho Pathways COmmittee has requested a path easement along
the westarly bound.:ry had t12 easterly boundary from the southeast corner to
Central Drive, Staff reported th.are were no objections from surrounding
neighbors.
OT3BR3 (UP-287-67) continued:
Commission questioned the size of the area which is separated by Buena Vista
Drive and upon which the secondary dwelling will be built. Ars. Steers was
present and stated it is approximately two acres.
Commissioner Bowler, of the Map Committee, reported this is a vary steep lot
but would have no objection to this request; however, he pointed out that
the road transverses the property and in effect the parcel is being divided
into lots and generating an additional access.
Discussion followed as to future development of this "paper" road and the
problem of the number of accesses from a private road; however, it was pointed
out by the Commission that any approval would not create a new lot but only a
now amuse and driveway and tha subdivision ordinance does not so2nn to this.
Chairman Ninckley asked for comments from the Floor. There wero none.
The City i+ianager pointed mit a grading plan will be required prior to the
issuanci of a building permit.
MOTIOU: Coja issioncr Hibner moved, seconded by Commissioner Bowler, that
the application for Use Permit by iAsry G. Steers (UP -267-67) for
request of secondary dwelling on 14+ acre parcel at 1160,
Buena Vista Drive be approved, under the conditions as noted in
46 tba Staff report dated September 25, 1967.
Motion was carried unanimously by voice vote.
BUILDING SITE APPRWAL:
LIGTBLYU, RUDI (BSA -35-67) - 1 Lot at and of La Loma Drive.
Staff report dated September 25, 1967 was raid, recommending that approval
be subject to the recommendation of approving agencies and the dedication of
a ten foot (101) trail easement along the northerly lot line par the Town's
Master Path Plan.
Staff read letter from Fire Chief dated September 19, 1967 approving the site
provided the access road is brought up to proper standards.
Commissioner Hibner, of the Map Committee, reviewed the background on this
subdivision in that it was approv=d epproxinately ten yeers ago and that the
access is extremely narrow. Corzmissioner Hibner saw no other pzobleus but
agreed that the road should be widened for fire protection and brought up to
private road standards.
Chairman 1,inckl3y asked for comments from the ?loor. Mr. O. Betteddorf, 25010
La Lona Drive, and an unidentified gentleman, commented on the easament and
the building site approval.

(BSQ-35-67) be approved, subject to the conditions recon-
wcndeG by the Staff report dated September 25, 1967, and that
the brush be cut back.
Cormissionsr Bowler contended the brushing out was necessary to find out what
is there before widening can be required; however, Commissioner Hibner stated
that presently oil and screening exists, which has deteriorated.
AtridN ED 110TION: Councilman Hibner noved, accepted by Commissioner Perkins,

in accordance with the reconnendations of the City nnginaar.

that the lino between lots 1/2 be revised to allow the inscription of the
160' din—ter circle.
3. Conditional exception is asked for lot 44 according to 2 ction 7 of
Ordinonce j6S as to the 1601 circle inscription and the a.r_n within the
