HomeMy WebLinkAbout10/23/1967PLANIIING COMMISSION TOWN OF LOS ALTOS HILLS MINUTES OF A REGULAR HEFTING 16 October 23, 1967 Chairman 4. F. Minckley called the meeting to order at 7:53 P. M. at the Town Hall, 26379 Fremont Road, Los Altos Hills, California. The following members answered Roll Call: Present: Commissioners Bowler, Dawson, Hibner, Lachenbruch, Perkins, Sherlock and Chairman Minckley. Absent: None. Council was represented by Councilnan 'rhn. Ross Aiken. APPROVAL OF MINUTES: October 9. 1967. Correction: P, 5, Martinelli Subdivision, Item 1 of Check List: Add word "list" to 'per fire prevention official list'. MOTION, SECGIVDED & CARRInD: Commissioner Dawson moved, seconded by Commissioner Hibner, and carried unanimously, that the Minutes of October 9, 1967 be approved as corrected. Planning Commission concurred it was not necessary for the uinutes to record the items of the Check List. COMMUNICATIONS: 1. Staff read copy of letter dated October 10, 1967 addressed. to City Council from Donald B. Spencer, 271;90 Sherlock Road, regarding the MAPS Committee Report. Chairman Ainckloy announced there will be a Public Hearing on the Report on November 13th and that copies at $2,00 each are available at the' Town Hall. 2. Chairman Minckley read letter dated October 16, 1967 from Mrs. Richard S. Dawson, 11625 Magdalena Road, expressing the family's appreciation to the Planning Commission for the Memorial Resolution. Without objection, the Items under Old Business were deferred to the end of the Agenda, to take up routine itens. 1. Moxon, John B. (V-290-67) - Request for reduction of setback requirement to twenty feet (201) fron future street line for property at 26692 Snell Lane. Staff explained that the future street line concept was started by the Planning Commission about seven years ago and it was believed, at that time, that Fremont Road would be the major route to the Stanford Industrial Park. The Planning Coivaission quite rightfully placed a twenty foot (201) reserve on later subdivisions along Fremont Road for future street construction; however, with the construction of tthc Freeway and Expressway, it is doubtful the Town will 41 need this extra right cf way. VARIANCES: Moon (V-290-67) continued: Cormissioner Perkins advised the Commission that he lived within the vicinity of the subject property, but Casnaission concurred this would have no effect on his ability to act as a Commissioner. Commissioner Perkins stated that as a member of the Map Committee he uncovered the background on the future street line on Fremont Road as explained by Staff, and that he recommended the variance be granted in that it permitted better utilization of tha ground and better relationship to the presently oxisting houses. However, Commissioner Perkins questioned the advantage to the planning involved and Commissioner Lachenbruch discussed possible abandonment of the reserve for the future street line. (See Page 5 for further discussion and action.) IAr. Moxon was present and explained the reasons for his application. MOTION, SECONDED AND CARRIED: Commissioner Perkins moved, secondad. by Commissioner Lachenbruch and carried by a majority vote, with Coruaissioner Dawson opposed, that the variance request of John B. Moxon (V-290-67), Lot #2, 25692 Snell Lane, for reduction of setback reduction to twenty feet (201) from future street line, be approved. 2. Moxon, John B. (V-239-67) - Request for reduction of setback requirement to twenty feet (201) from future street line at 26705 Snell Lane. Staff reported this request is similar to V-290-67 above by virtue of the future street line., It was noted Lot #3 must meet three 401 setbacks. Location of the house was questioned, however, Mr. Moxon stated this location took into consideration views from the surrounding neighbors and that the sale of t. -,c lot was dependent on the location as submitted on plot plan. There were no objections on either variancefroma surrounding neighbors. MOTION, SECONDED, CARRIED: Comwissioner Hibner moved, seconded by Commissioner Perkins, and carried by a majority vote, Commissioner Dawson opposed, that the variance request of John B. Moxon (V-269-67), Lot #3, 26705 Snell Lane, be approved as submitted. DIVISIONS OF LAND: TENTATIVE MAP: 1. Whitcomb, Gladys A. (335-67) Mark 2, 3 lots, with Conditional Exception on Lot 42 for variance of 5' between rear lot line and existing house - Hngr. J. 4Riley. Commissioner Lachenbruch reported for the Map Cor¢aittee that the proposed subdivision of three lots is an improvement and wore in conformity with the Town's ordinances, but noted that the maxiraura 350' dimension considered for cor:outation was exceeded on Lot #3. The "kink" in the 4001+ lot line of lot 03 was discussed and the Staff instructed to request a ruling frow the City Attorney as to whether this would violate the intention of Section VI, 6:40, A, 2 of Ordinance 110. 69. However, it was felt that this ruling would be for future reference inaswuch as this was a very minor point and irrelevant to this subdivision since it was more important that the spirii of the ordinance had bacn obsarved. It was noted that all three lots havo good building sites, but was pointed out that spacial attention should be given to the drainage on Lot #3. In discussing the variance for the existing residence, Planning Com::mission -2- TENTATIV2 MAP: Jhitcorub (335-67) continued: concurred that it should be designated a non -conforming use to avoid having a variance apply to any new construction in its place. Planning Commission discussed: the possibility of the developer providing plantings along the driveway easement. Mr. Miched1SfAwaatt,.11456 Mandoli Drive (former Steiger property) requested that the driveway be moved 8' from the property line so that there could be a planting area, as this easement adjoins his backyard. Mr. Joseph Herr, 13'80 Mandoli Drive, agreed that this is a much better map, and questioned the implications of the proposed 12'' culvert. MOTION, GCCOI`TDSD AND CARRI3D: Commissioner Hibner moved, seconded by Comnissiorcar Lachenbruch, that the Tentative (Nap of Gladys A. �9hitcoub (335-57) Mark 2, 3 lots, be approved as submitted, in accordance with the Check List and approving Agencies, was carried unanimously by voice vote. Com"issioner Hibner noted Commission's receipt of the Mayor's letter dated September 5th to the City Attorney and his reply dated October 11, 1567 regarding responsibilities of the Planning Commission. OLD BUSII13-5: 1. Presentation of Slope Density Study by Spangle & Associates. Mr. Georg, C. Mader, with the assistance of Mr, prank Westerland, presented a showing of 62 color slides, among the number being slides of Los Altos Hills elevations, drainage basins and isohyets, slope map, map of parcels 8 acres and larger, nap of parcels 2 to 8 acres, and slides of varying slopes in eight selected subdivisions, plus a slop_-densi'iy graph. Mr. madcr's presentation did not deal with the technical aspect of a slope - density formula at this point, but a general presentation to provide a basis for tan Town's determination of too kind of environment it desires and the action necessary to secure Moat environment. Mr. Mader's point in showing sliws of present development in a nu,mor of selected subdivisions of varying slop:as was to look carefully at the subdivisions approved in relation to the terrain yet to be developed in order to come to a conclusion as to whether this pattcrn of development will be suitable. It was the general recommenda- tion of Willivn.: Spangle and Associates that the Town of Los Altos Hills give serious consi0ration to the adoption of slope -density controls for at least a portion of chi Town. Chairman Minckloy expressed appreciation of the Commission, is well as CounciLaen nikan and Benson, for the Pine detailed report, and covnents from the Floor wera requested, Mr. U. A. Bre y:an, 13,56 .4ildcrest Drive, inquired as to the availability of the report. City Manager reported that copies are available at the Town Hall at $2.00 Der cV,y, or a $5.00 deposit on a loan -out copy. Copies 'mere also available for purchase at this meeting. Following a brief discussion of the presentation, Chairman Minckley instructed the City Wtanager to agenda this report for discussion at the next regular meeting on November 13, 1967.
