January 22, 1968
Chairman 'd. F. Hinckley called the meeting to order at 7:50 P. N. at the Town
Hall, 26379 Fremont Road, Los Altos Hills, California. The following
members answered Roll Call: Present: Commissioners Bowler, Hibmer,
Lachenbruch, Perkins, Sherlock and Chairman Minckley. Absent: Commissioner
Dawson (arr. 7:54 P. M.)
COUNCIL REPRESa ITATIVE: Councilman dalter A. Benson.
APPROVAL OF H11TUTES: January e, 1958.
Amendments: 1) P. 4, New Business, 3rd. para., move Alan Kincaid from
those opposing to those favoring slope density regulation; 2) P. 4, 5th para.,
2nd line, change "d(s)" to W; 3) P. 4, 5th para., 9th line, add %- after
adjust.
Commissioner Dawson arrived at 7:54 P. M.
MOTION, OCCONDED AND CARRIED. Commissioner Sherlock moved, seconded by
Hibner, and carried unanimously, that the Minutes of January 8, 1968 be
approved as amended.

1. Staff read the following communications:
a) Mr, and (Mrs. Mathew G. Boissevain, 27181 Sherlock Road, dated January 17,
1966, favoring slope density regulation.
b) Betty Byrne de2ahara, 3322 P Street, dashington, D. C., dated January 4,
1963, opposing slope density regulation of her property.
c) Palo alto Times, dated January 3, 1966, regarding requirements of the
Brown Act.

1. Commissioner Dawson noted the desire of Pathways Committee to zchieve an
enlarged membership. Commission requested City Manager to obtain list of
persons interested in becoming members of the Committee.
COMiMITTEE REPORTS:
1. Commissioner Lachenbruch discussed the progress in Portola Valley and
Woodside of the Geological Hazards Connittee and also noted that the
recommendations of the (Mid -Peninsula Foothills Planning Committee are ex-
pected late in February.
to 2. Chairman Minckley noted that the County Policy Planning Committee is
approaching final conclusions and recommaendations.

LO 3. Cor.Iissioner Perkins stated the Town -wide Drainage Committee met last
week and also went on a field survey, which included the Barron Creek area.
He noted that in the future the Committee will be meeting every Thursday
night, 7:30 P, M, it the Town call.
4. Commissioner Bowler noted that it might be appropriate for the Parks
and Recreation Comgittee to take up cny proposed changes to the Zoning
Ordinance, dn7cnding on the action initiated by the Council in regard to
the Bellucci matter.

a rough estimate of $105,000 for uad_rgrounding of all 0ciliries in the

2. City minag�r noted that Council ha! enacted Ordinance No, 135 (re-
enactment of Ordinance No. 121) imposing a two acre minimum for lots having
a slo e of 251 or more, effective iulediately, toy 90 dz.ys.
3. Comn ission2r Sherlock noted the Council had requested her to express
their appreciation and commendation to the Commission for its achievements
and efforts during 1567.

a) City Attorney explained anddiscussed with Commission the request of

mission and suggested that the above parties come 'before the Commission
under the subdivision ordinance procecures, since technically this matter
is a subdivision. Co, mission noted that at the time the mnttor is presented
before the Com:aissicn, The Commission night waive the subdivision conditions
and then be aul+ to give ackno icag;.r nt to the correct location of the
property lines involved. The CanoAssion requested the city Attorney to
notify the parties invo1ved that :heir problem should be prescntecbefore
the Comnission under the subdivision orriinanco procedures.

LComneission and City Attorney discussed Mr. D. Bcllucci's request concerning
updating of facilities at Adobe Creek Lodge. City Attorney noted t*.at City
Council had directed Staff to prepare memo to Council, Planning Cormaission
and Hr. 52IIAcci, exulaining variance criteria and procedures for amending
the Zoning Ordinance. Commissioner Bowlr.r noted that Parks and Recreation
Com-nitteo n=_y hold bearings on this _natter after action has been initiated.

from the Floor.
Mr. 3.00lery noted lost t'!,e Cor,�ission bad been instructed by the City
Council to review in action which the Commission had already r.proved. He
requested the Commission to review the new evidence and objections and de-
to,:ina if these were sufficient grounds to deny the variance.
Opposition to t:e variance was prc;scrroa by th_; following neighbors:
Messrs. 4. Fenn, H. D. Gustin, and Mrs. Jessie C. Borg.

Commission discussion ensued concerning the objections presentee ind other
possible locncions for the pool.

th2't, pursuant to Section 55-506 of i�.•_ State Planning Act, t..e Cos.:ission
re -affirm its position of approval to the Council, after considering tlw new
information. The motion was carried by majority voice vote, Coninssioners
Hibner and Lacbenbruch opposed.
