Chairnan J. r. HindQey called tle meeting to order at 7145 P. M. at the Town
Hall, 26375 Fremont Road, Los Altos Hills, California. The following members
answered Roll Call: Present: Commissioners Dawson, Hibner, Lachenbruch,
Perkins, Sherlock and Chairman Minckley. Absent: None.
COUNCIL REPREGENIATIVE: Councilman ::alter A. Benson.
APPROVAL OF MINUTES: march 11, 156:;
MOTION, SZCO14DED AND CARRIED: Commissioner Hibner moved, seconded by Perkins,
and carried unanimously, that the Minutes of March 11, 1968 be approved as
submitted.
COiN�IJNICATIONS:
1. Donald a. Spencer, 27n90 Sherlock Road, dated March 27, 1568, weighing
certain fundamental factors concerning acquisition of land for open space and
recommending that no further land acquisitions be considered until a poll of
the citizens has been made and long range priorities have been determined by
Lthe Town.
Chairman Ii�inckley stated that the Council 11�ad referred this matter to the
Commission, recommending that a long range plan for land development should be
reviewedby the Planning Commission at its Study Session, April 22nd, such
review to be considered in connection with the General Plan.
AHNOUNclziTls:
City Clerk noted the Commission had held a Study Session March 25, 158 and
discussed uie following items:
1)Slo densit impl(Lentation: Commission concurred that a table presented
by Commissioner Lachenbruch, indicating approximate yields for varying
slopes, s:rould be used fox public reference but that the ordinance s'ould
contain t'':a actual formula "A". A committee was appointed to work with
Spangle & Associates regarding implementation, the committee consisting of
Commissioner Lachenbruch, Commissioner Hibner, and Chairman Hinckley, as an
ex -officio member.
2) Role of a Planning Consultant: Commission reviewed planning services pro-
vided for Portola Valley and requested City Manager to meet with Chairman
t4inckley and Spangle & Associates to discuss a role with more emphasis
on long range problem analysis to determine specific needs.
3) Concept of a Zone Area Study: Commission discussed areas of geographic
similarities and concurred that the applicability of road patterns,
drainages, etc., to these specific geographic areas should have a 'nigh
priority in the proposed role of a planning consultant.

Ci.y manager reviewed tie memo noting the following recommendations: that
certain str`o os be designated bike routes anc that as soon as the road surfaces
and pavement edges are deemed safe, tzat bike route signs be installed; that
aspC..alt paved pawas be constructed in certain areas for bicycle riders, as per
the submitted priority list.
Commission wiscussion ensuedconcerning cost and available funds for asphalt
path construction. City I'lanager noted th=ere is $13,000 available for path
construction and that the proposed construction change is slightly cheaper due
to elimination of headerboards,

and car -rind, unanimously, that the Commission recommend to the Council to
proceed immokiat=_ly on the construction of an asphalt bicycle path along

to proconc w1w money available for that purpose.
Commission concurred twat a report and discussion on bicycle routes should be
agendaed for Lo! Study Session, April 22nd.
3. Cbair.,man minckL:y noted that the County Planning Policy Committee has
p"blishaw its __commendations and submitteda. copy to the Staff for the public
record. Cnairman i1inckley recommended c5at the Staff prepare a digest V
recommendations concerning Los Altos Hills.
Cmeaission concurred and directed the Staff to agenda this matter for too

Staff report was presented, noting that the subdivision has an average slope
of 41.51, that 7a.rcel 41 has a slope of 13% with an acreage of 3.1 acres gross,
and that Pircel 12 nas a slope of 3B,n.9 with a gross acreage of 1.7 acres,
Staff recommendedtart approval should be conditional upon the Check List and
proper ingress and ogress easements boing s=own, and the condition there be no

Nap Committee report was presented by Commissioner Sherlock, noting that two
good building sites exist and recommending approval.
