M. at the Town Hall, 26375 Fremont Road, Los Altos Hills, California. The following members answered Roll Call: Present: Commissioners Aibner, Lachenbruch, Perkins and Chairman Hinckley. Absent: Commissioners Dawson, Magleby and Sherlock. COUNCIL `3P2 SaNTATIVc: Councilman John M. Fowle APPROVAL :k' 411JUTr.S: April 6, 1963 MOTION, SACOMil3D -OD CARRIED: Commissioner Perkins moved, seconded by Hibner, and carried unanimously, that the Minutes of April 8, 196c be approved as subnitted. April 22, 1956 MOTION, SXObIDED NPD CARRIED: Commissioner Perkins moved, seconded by Hibner, and carried unanimously, that the Minutes of April 22, 1968 be approved as submitted. ANNOUNCaMENTO: 1. City Clerk noted the Commission had held a Study Session April 22, 1960 which included the following considerations: a) Commission concurred that a questionnaire regarding citizens' desires on land acquisitions would be desirable and that public 'review, should begin May 27th on revision of the Parks and Recreation Element of the General Plan. b) Following a presentation by Mrs. A. Ginrton, of the Pnthwlys Com:ittae, the Commission called for a Public Hearing Hay 13, 1968 on the Bike Route and Bicycle Path Element, Refinement of Master Path Plan. c) Conmission concurred that a part tine planning consultant shoulc be hired as soon as possible and approved the basic 21 -hour monthly schedule of services, noting tat special additional studies could be forthcoming. d) Co"aission reviewed a digest of tae County Planning Policy Committee's recommendations and discussed a proposed study of areas of geographic similarities. 2. City :4anager noted Council had appointed Dr. Kay B. Magleby to a four year ter..: on the Commission and that Dr. Magleby would be present at the following meeting. 3. City Vi-nager noted Council approval of previous Commission rccoo:aendat ions to hire a part time planning consultant and that Mr. George Mader was present at the Greeting, representing Um. Spangle and Associates. PUBLIC HE+RIAG: 1. Bikeway and Bike Path Element, Refinement of Master Path Plan. At 7:51 P, M., Chairman Hinckley opened the Public Hearing. Mrs. ,+. Ginzton, of the Pathways Committee, presented memo and maps dated May 13, 1963, which are attached to the record copy of the Minutes. Mrs. Ginzton reviewed the recommended location of bike routes (to be so designated by signs), reviewed the priority list for construction of asphalt bicycle paths, and noted proposed amendments to the Path Rules and Courtesies, which would prohibit horses from using the paved surfaces of the bicycle paths; when horseback riders and bicycle riders meet on the same path, bridge or right-of-way, the horseback rider shall have precedence. Commission discussion ensued with Floor participation by Mrs. Ginzton and Mrs. Irma Goldsmith, 27330 Elena Road. At 8:03 P. M.,Chairman Minckley declared the Public Hearing closed. City Manager introduced and read in its entirety a resolution of the Planning Commission of the Town of Los Altos Hills recommending to the City Council the adoption of Bike Route and Bicycle Path Plan as shown on Map III dated May 13, 1968. MOTION, SECONDED AND CARRIED: Commissioner Perkins moved, seconded by Hibner, that the resolution be adopted as read and transmitted to the Council as a ,„. Planning Coou:ission recommendation,was carried unanimously by roll call vote: ` Ayes: Commissioners Hibner,Lachenbruch, Perkins, Chairman Hinckley. Noes: Hone. Absent: Commissioners Dawson,. Magleby and Sherlock. City Manager introduced and read in its entirety a resolution of the Planning Commission of tha Town of Los Altos Hills recommending a Special Subcommittee be designated to consult with adjoining public bodies to implement the Bikeway Plan. MOTION, SECONDED AND CARRIED: Commissioner Hibner moved, seconded by Perkins, that the resolution be adopted as read and transmitted to the Council as a Planning Commission recommendation,was carried unanimously by roll call vote: Ayes: Coianissioners Hibner,Lachenbruch,Perkins, Chairman Hinckley, Nees: None.. ebsent:. Commissioners Dawson, Megleby and Sherlock. Commissioner Perkins introduced and read in its entirety a resolution of the Planning Commission of the Town of Los Altos Hills recommending that the Council enforce regulations prohibiting motorcycles or other motor driven vehicles on paths of all types. MOTION,. Commission concurred that this item should be agended for a Study Session May 27, 1968 and also instructed the Staff to schedule the meeting for a Public Hearing on June 10, 1968. USE PERmITS• 1. Nueva Day School (UP -304-68) - Request for Private School at Page Mill Road, near Arastradero Road. The request was withdrawn by the applicant and deferred to June 10th meeting. BUILDING SITE APPROVALS: 1. Munoz, Robert (B&-40-68) 1 lot, Roblada Road. Staff report was presented, noting the lot was created in 1449, that the County Health Department has withheld its report until the District Sanitarian has wet with the dovalopers, and recommending approval of the request. Commissioner Perkins presented the report of the Map Committee noting adequate access €rom Robleda Road and the existence of potential drainage problems. Commission discussion ensued with Floor participation by Messrs. Joe Holly, 13454 Robleda Road, Donald L. Everinghan, 25620 Burke Circle, and Mrs. Robert Munoz. - Check List was prepared with the following additional conditions Parks and open spaca in lieu payment per Ordinance No. 117. MOTION, S2,CONDED ::ND CARRIED: Commissioner Perkins moved, seconded by Hibner and carried unanimously, that the request of Robert [Munoz (BSA -40-66), 1 lot, for building site approval, be reconneended for approval subject to the conditions of the Chack List. 2. Hil1¢an, H, 'vJ, (e5a-41-68) 1 lot, Summit Wood Road. Staff Report was presented noting the lot was created in August of 1956, that the access will be from Summit Wood Road and recommending approval. Commissioner Lachenbruch presented slop Cownittee report estimating that the terrain has an average slope of 30% and noting potential drainage problo.s. Commission discussion ensued concerning tho application and the desirability of Record of Survey naps, with Floor participation by Kit Carson, realtor representing Mr. Hillman. Commission requested that a discussion regarding record of survey maps be agended for the Study Session May 27th. A Check List was prepared with the following additional conditions: 1) Park and open space in lieu payment per Ordinance No. 117; 2) a sanitary sewer easement for future connections from La Loma Drive in the upper Summit Wood area. dow NATION, SECONDED AND CARRIED: Commissioner Hibner moved, seconded by Perkins, and carried unanimously, that the request of H.
