Study session was held September 23, 1968 which included the following
considerations:
1. Commission concurred that the request to move a house onto
lot #3 of the Whitcomb subdivision was premature due to lack
of information and indicated the request might be approved
after the following had occured:
a) Approval of the lot as a building site;
b) Execution of a definite guarantee that subdivision and
house improvements would be completed within a specified
time limit;
c) A review to determine that the proposed house move would
not be detrimental to the neighborhood, including an inspec-
tion of the house at its current site in Los Altos, by all
Commissioners.
2. Report of City Attorney re: Private Roads. City Attorney sub-
mitted proposed Ordinance amendments based on a Council study
conducted in 1966. Following discussion concerning the scope of
the private road problem, impact on the community, circulation patterns,
appropriate standards, and changes occurring since the 1966 study,
b Commission concurred that the entire private road problem should
be reviewed. Chairman Minckley appointed Commissioner Lachenbruch
as Chairman of a Committee to review the private road problem,
said Committee to present a preliminary report at the study
session October 28, 1968.
3. Discussion with City Attorney re; Parcel Maps. Following
discussion concerning the need, desirability and authority for
the filing of Parcel Maps in lieu of Final Maps, Commission
concurred that the matter should be agended for October 14th
meeting and requested Staff to compile a list of differences
between parcel maps and final maps.
4. Discussion of procedures of study for next year -Commissioner Perkins.
Commissioner Perkins noted the need for clarification of goals and
procedures regarding both current approvals and long range planning
and recommended that special tasks be assigned to small study
groups. Commission concurred with the recommendation and requested
Staff to prepare the following information concerning planning tools:
a) Brief analysis of Ordinances applicable to planning
b) A review of the utilization of Town Planner's time
c) A flow diagram showing input, processing and impact of various
applications considered by the commission.
