HomeMy WebLinkAbout10/09/1968PLANNING COMMISSION TOWN OF LOS ALTOS HILLS MINUTES OF A SPECIAL MEETING October 9, 1968 Chairman W. F. Minckley called the meeting to order at 7:49 P. M. at the Town Hall, 26379 Fremont Road, Los Altos Hills, California. The following members answered roll call: Commissioners Dawson, Lachenbruch, Perkins, Weisbart, Chairman Minckley. Absent: Commissioners Hibner and Magleby. COUNCIL REPRESENTATIVE: Councilman Mary C. Davey. APPROVAL OF MINUTES: September 10, 1968. Commissioner Perkins moved, seconded by Dawson and carried unanimously, that the Minutes of September 10, 1968 be approved as submitted. ANNOUNCEMENTS: 1. City Manager noted that Chairman Minckley had appointed the following Commissioners to the Committee to review private roads: Commissioners A. H. Lachenbruch, Chairman, Wm. A. Perkins, and L. Dawson. OTHER BUSINESS: 1. Chairman Minckley presented Site Development Committee referral on the application of John L. Heid, 24720 Olive Tree Lane, Los Altos Hills, for site development permit. Chairman Minckley noted the application had been referred to the Commission due to the extremely large cut proposed. Staff report was presented, noting the following: a) The maximum depth of cut is approximately 20' and the excavation amount of 1,000 cubic yards appears to be understated. b) Drainage and erosion on the site could create serious problems since 5090 of the lot will be graded. c) It would be difficult to provide adequate area for a septic system. Commission concurred that the application be referred back to the applicant for additional information and review by the Staff, and requested that the matter be brought back to the Commission at the next Study Session. Staff report was presented noting that the General Plan calls for open space in this general area, that the rezoning would provide a desirable noise buffer along the Freeway, and that the neighbors in the area have indicated support for the rezoning of the property. r PUBLIC HEARING: Rezoning cont Id.: 1W City Manager noted the following: 1) that permitted uses in an open space reserve zone are limited to agriculture, forest preserves, and other open space uses; 2) stated that the Town had received an offer by neighbors in the area to donate 500 redwood trees to be planted on the property; and 3) read letter dated October 79 1968 from the State Division of Highways, owner of the subject property, requesting that changes in zoning be deferred or dropped completely pending a determination of who the potential purchaser might be. City Manager stated that City Attorney had advised that the Commission and City Council could proceed with the rezoning of the property. Chairman Minckley declared the Public Hearing open at 8:09 P. M. Commission discussion ensued concerning compatibility of the rezoning with the Town objectives outlined in the General Plan, with Floor participation by Mrs. R. M, Carrico, 25311 O'Keefe Lane, Capt. Matthew Schmidling, 12670 Dianne Drive. Chairman Minckley declared the Public Hearing closed at 8:14 P. M. MOTION, SECONDED AND CARRIED: Commissioner Lachenbruch moved, seconded by Perkins and carried unanimously, that the Planning Commission recommend to the City Council that the proposed zone change from R -A (Residential - Agricultural) to OSR (Open Space Reserve) for the 8.124 acre parcel in the vicinity of O'Keefe Avenue and Junipero Serra Freeway be approved. 46 OLD BUSINESS: 1. Whitcomb, Janice - Request for permits to move a house, garage, and stable,to Lot #3 - 26970 Arastradero Road. City Manager read letter from Mrs. Gladys Whitcomb dated October 3, 1968 re- garding subdivision improvement requirements. Mrs. Whitcomb stated that bids to purchase the structures would close October 5th and preclude Commission action on the request for moving permits. Commission concurred that house moving in general should be reviewed at a Study Sassicn in the near future. NEW BUSINESS: 1. Consideration of Parcel Mans. Staff report was presented recommending that Parcel Maps be allowed in lieu of Final Maps only in cases of lot line changes. Commission concurred and directed Staff to prepare necessary ordinance amendments. DIVISIONS OF LAND: TENTATIVE MAPSS 1. Dr. H. J. Beaver (349-68) - Change of Access to Arastradero Road for Lots #5, 77 and 8, Tract No. 2093. Staff report was presented, recommending disapproval for the following reasons: -2- DIVISIONS OF LAND: Beaver cont'd.: 1) The applicant is requesting permission to place private improvements in ry the public right of way. 2) The widening of Arastradero Road in the future will be jeopardized. 3) Excessive amount of asphalt and cuts on Arastradero Road. 4) Inadequate turning radius off Arastradero Road. 5) Poor sight clearance, unless excessive grading occurs. Commission discussion ensued concerning potential traffic hazards on Arastradero Road and alternative access to the subject lots, with Floor participation by: Dr. H. J. Beaver, J. W. Riley, Engineer representing the applicant, and A. A. Janklow, 13464 Carillo Lane. Commission concurred that the application should be continued to the meeting of October 28th and requested Staff to organize a Commission tour of the property, along with the applicant and Staff to review all access alternatives. 2. Page Mill Estates (350-68) - Convey .078 acres from Lot #19 to Lot #22, and relocate lot line between Lots #44 and #45, Tract No. 3306, Liddicoat Dr. Staff report was presented, recommending approval provided that access to Lot #19 can be obtained via Lot #20. Mr. Frank Saul, applicant, stated that the only feasible access to Lot #19 would be via Lot #20. Commission concurred that the proposed lot line changes would be acceptable and directed the applicant to submit an official Tentative Map. BUILDING SITE APPROVAL: 1. C. J. List (BSA -48-68) - 1 lot, 1.01 acre net, Magdalena Road. Staff report was presented, noting the lot was created prior to incorporation of the Town and recommending approval, subject to a 30' dedication along south side of Magdalena Road, in lieu path and road payments for Magdalena frontage, Parks and Open Space in lieu payment per Ordinance No. 117. MOTION,SECONDED AND CARRIED: Commissioner Dawson moved, seconded by Lachenbruch and carried unanimously, that the Commission recommend approval of the application of C. J. List (BSA -48-68), 1 lot, Magdalena Road, subject to the conditions of the Check List. OTHER BUSINESS: Commission concurred to adjourn to a Regular Adjourned meeting on October 28th to allow consideration of one building site approval application, in addition to the following items: 1) Dr. H. J. Beaver (349-68) - Change of access for Lots #50 71 8, Tr. #2093. 2) John L. Heid - Site Development Permit Application. 3) Private Road Committee interim report.
