PLANNING COMMISSION
TOWN OF LOS ALTOS HILLS
MINUTES OF A REGULAR MEETING
March 9, 1970
Chairman Wm. A. Perkins called the Regular Meeting of the Planning Commission
of the Town of Los Altos Hills to order at 7:45 P. M. at the Town Hall,
26379 Fremont Road, Los Altos Hills, California. The following members
answered roll call: Present: Commissioners Dawson, Hibner, Lachenbruch,
McReynolds, Hinckley, Weisbart, and Chairman Perkins. Absent: None.
COUNCIL REPRESENTATIVE: Councilman Mary C. Davey
APPROVAL OF MINUTES: February 23, 1970.
Corrections:
1, P. 1, Announcements, (2), 2nd para., 3rd line, add "or optional date of
March 1811.
2. P. 3, Other Business, Item 1, A, 1., change 'district' to "distinct".
Chairman Perkins moved, seconded by Hinckley and carried unanimously, that
the Minutes of February 23, 1970 be approved as corrected.
COMMUNICATIONS
1. Letter from the Palo Alto Planning Commission dated February 26 proposing
the date of May 6, 1970 for the Joint Palo Alto/Los Altos Hills Planning
4W Commission meeting re Arastradero traffic, in lieu of the suggested dates.
City Manager was requested to respond to Mr. Jack Giosso, Chairman of the
Palo Alto Planning Commission, that the Los Altos Hills Planning Commission
concurs unanimously with this date.
Commissioner Weisbart moved that there be a permanent liason with the Palo
Alto Planning Commission; however, Motion died for lack of a Second, since
Commission concensus that the Planning Policy Committee was the proper
vehicle for this liason effort.
MOTION, SECONDED AND CARRIED: Commissioner Hinckley moved, seconded by
McReynolds and carried unanimously, that the Planning Commissioners each
submit a white paper to the Staff by March 23 for consolidation of their
views on the Arastradero Corridor for review at the April 13th meeting.
2. Memo from Councilman Davey dated March 5 expressing her feelings on the
proposed horse ordinance and noting the additional work load to administer
this ordinance would far outweigh the revenues received. Councilman Davey
further expressed her appreciation to the Commission for their efforts in
preparing this proposal.
3. Letter from Gerald G. Ferrari, attorney representing Daughters of Charity
(UP -340-70) was presented, which stated background material for clarification
of their Use Permit application.
4. Letter from Commissioner Laurence Dawson dated February 27, 1970 stating
his desire not to be considered for reappointment to the Commission.
Chairman Perkins requested Commissioner Dawson to serve until such time as
a replacement has been appointed.

S. Memo dated March 6 from City Manager advising the Commission of a Joint
Meeting of the Los Altos Hills -Mountain View -Los Altos Planning Commissions
and Councils on March 17 at Mountain View City Hall re County Housing Study.
6. Letter from Roy S. Cameron, Director of Santa Clara County Planning
Department, dated March 5, 1970, acknowledging receipt of Resolutions No.
582 and No. 583, and that the mountain study will be on the Planning Policy
Executive Committee Agenda on March 12 at 4:30 P. M. in San Jose.
ANNOUNCEMENTS:
1) Mr. A. M. Laws, of the Los Altos Hills Association, announced the Hills
Association would sponsor the following events:
a) Bicycle licensing on Saturday, Maxch 14 between the hours of 9:00 - 12:00
A. M. at Town Hall.
b) Candidates' Night on March 18 at the Fremont Hills School.
COUNCIL REFERRAL:
1. City Manager noted Council referral of the Vanderveer Voorhees Tentative
Map (365-69), 4 lots, 12 acres, EI Monte Road, for additional Commission
consideration on path easements and traffic problems due to multiple entries
from El Monte into Voorhees Drive.
MOTION, SECONDED AND CARRIED: Commissioner Hibner moved, seconded by
Minckley and carried unanimously, that a complete rehearing on the Voorhees
Tentative Map be agended for a Regular Adjourned Meeting on March 23, 1970.
VARIANCES:
1. ZUCXSWERT, S. E. (V-334-69) - Request for front setback variance and
height variance for antenna at 26350 Taaffe Road.
City Manager submitted letter from Mr. S. E. Zuckswert, 26350 Taaffe Road,
requesting the Commission review his earlier application for front setback
and height variance for a TV antenna. Speaking from the Floor, Mr. Zuckswert
presented a study he had made which concluded that a local neighborhood
antenna was not feasible, due to excessive cost. Mr. Zuckswert requested
that until a community -wide cable system was installed and available that
the Commission allow his present situation to continue.
The Commission expressed their appreciation for Mr. Zuckswert's effort in
investigating and attempting to arrive at a solution.
MOTION, SECONDED AND CARRIED: Commissioner Minckley moved, seconded by
Weisbart and carried unanimously, that Staff arrange for a presentation
within forty-five (45) days by a an agency qualified in community -wide cable
installations.
MOTION, SECONDED AND CARRIED: Commissioner Dawson moved, seconded by
Minckley and carried unanimously, to allow Mr. S. E. Zuckswert a sixty (60)
day extension on his variance request, pending the aforementioned presenta-
tion.

USE PERMITS:
1. MT HELEN DAUGHTERS OF CHARITY. ALTAMDNT ROAD.
a) Use Permit (UP -340-70) - Request for Convent,School and Rectory.
b) Tentative Map (366-69) - 2 lots, 45.30 acres.
City Manager noted that the initial Tentative Subdivision Map was submitted
on January 12, 1970 to the Commission, at which time a sixty-day extension
was granted to allow the applicant to apply for a use permit and explain
their anticipated use. During that period, Staff met with the applicant's
representatives and discussed their proposed use which is for convent,
rectory, school and offices on the Mt. Helen property.
From this discussion, Mr. George G. Mader, Town Planner, submitted a report,
which he summarized as follows:
In reviewing the permit, at least three basic questions must be asked:
(1) Does our Zoning Ordinance and General Plan permit this use?
(2) Is the particular location appropriate for this use?
(3) Are the site and the design of the buildings appropriate?
Mr. Mader stated his report was addressed to the first question only, and
noted if the Town were to permit the proposed uses, amendments to the
General Plan are probably required, as well as an amendment to the Zoning
Ordinance. Furthermore, if such amendments were considered, the Town would
want to make certain that (a) they are restrictive so to permit only the
class of uses proposed; (b) provisions should be included to limit the
density of population and traffic generation of such uses to amounts com-
patible with surrounding areas.
Mr. Gerald B. Ferrari, attorney representing the applicant, gave additional
information on the world-wide organization of the Daughters of Charity and
submitted a petition containing 15 signatures approving the proposed use
of the property. Mr. Mario J. Ciampi, architect for the applicant,
described the ground layout and displayed maps and a model of the proposed
site development.
Following the applicant's presentation, Floor participation ensued, with
the following speaking in favor of the Use Permit: Mother Superior Rose,
of Daughters of Charity, and Dr. Stacey M. French, 11927 Rhus Ridge Road,
Mrs. S. Boborickan, 25920 Moody Road, called the Commission's attention to
the immensity of the project and stated the 60,000 square feet of the
structure was in fact much larger than some of the buildings in the Stanford
Industrial Park.
Planning Commission discussion ensued regarding the following points:
1. "Use" precedence.
2. Whether the intended use "was serving the community".
3. Future institutional problems due to growth.
4. The permanence of the open space.
MOTION, SECONDED AND CARRIED: Commissioner Minckley moved, seconded by
Dawson and carried unanimously, to add the word "convent" to Section 5:30,
4f b, so as to read: "CHURCH: Churches and other places of worship, convents,
m, but not including funeral chapels or mortuary chapels"; and that a Public
Hearing be held on March 23, 1970 at 6:00 P. M.

USE PERMIT: Daughters of Charity cont'd.:
MOTION, SECONDED AND CARRIED: Commissioner Minckley moved, seconded by
Dawson, that the Use Permit (UP -340-70) and Tentative Map (366-69) 2 lots,
45.30 acres, for Mt. Helen, Daughters of Charity, be considered at the
April 27, 1970 meeting, was carried by majority voice vote, Commissioner
McReynolds abstained.

OTHER BUSINESS BY COMMISSIONERS:
I. Proposal by Planning Commissioner Wei. =hart appears as Paragraphs 3 and
4 under "COMMUNICATIONS NO. 111, for reasons of clarity.
2. Planning Commission concurred that the following items should be taken
up at the March 23rd Study Session, following the Regular Adjourned Meeting:
1. Report on D94CP Moratorium.
2. Discussion of sphere of influence between Los Altos Hills and
Palo Alto.
ADJOURNMENT:
There being no further business, Chairman Perkins adjourned the meeting
at 11:30 P. M. TO:

at Town Hall.
NEXT REGULAR MEETING: Monday, April 13, 1970, at 7:45 P. M. at Town Hall.
