Perkins called the Regular Adjourned meeting of the Planning Commission of the Town of Los Altos Hills to order at 7:45 P. M. at the Town Hall, 26379 Fremont Road, Los Altos Hill$, California. The following members answered roll call: Present: Commissioners Dawson, Hibner, Lachenbruch, Minclacy, Weisbart, and Chairman Perkins. Absent: Commissioner HeReynolds (arrived 7:48 P. M.) APPROVAL OF MINUTES; March 9, 1970. Commissioner Minckley moved, seconded by Dawson, that the Minutes of March 9, 1970 be approved with the correction that commissioner Lachenbruch was absent, was carried by majority voice vote, Chairman Perkins opposed. Chairman Perkins objected to the wording of the Motion in the Minutes of March 9 for a "complete-' rehearing of the Voorhees Tentative Map. 1. City Manager reminded the Commissioners to submit their input on the Arastradero Corridor so that Staff could prepare the consolidated viewpoints (60 for review on the April 13th Agenda. 2. Tree Committee advised their report on the Parkside Unit #1 landscaping plan would be on the April 13th Agenda. 3. Commissioner Weisbart stated that review on the Emergency 11911 phone number is being continued by the Inter -City Council Committee. OTHER BUSINESS: 1. Election of Officers. MOTION, SECONDED AND CARRIED: Commissioner Lachenbruch moved, seconded by Hibner, that election of officers be deferred until after the appointments are named to fill the two vacancies resulting on March 14, 1970, was carried by majority voice vote, Chairman Perkins abstained. OLD BUSXNFSSz 1. CONTINUATION OF VANDERVEER VOORHEES TENTATIVE MAP (365-69) 4 lots, 12 acres, El Monte Road. E. H. Smith, Engr. Staff submitted a Check List dated March 23, 1970, which revised the February 23, 1970 list, as f0ll0Ws: A. Item #4 "PATHS" was revised to delete 'to Town Standard Specifications for Subdivisions' since in lieu payment is required for the entire length of Voorhees Drive and the cul-de-sac. OLD BUSINESS: VOORHEES TENT. MAP (cont'd.): B. Changes under "ADDITIONAL CCNDITIONS 11: Item #2 was revised to indicate dedication of an internal path easement along the southwesterly side of Voorhees Drive from the Clausen property to ten feet beyond the Voorhees cul-de-sac at such time as Voorhees Drive is dedicated. (The February 23, 1970 Check List indicated this easement would have been from El Monte to the Lindau property.) Item #4 was added. This Additional Condition pertained to a guarantee that a restrictive covenant would be recorded as an appropriate legal notice to any prospective purchaser of this subdivision land. MOTION, SECONDED AND CARRIED: Commissioner Hibner moved, seconded by McReynolds, that the Voorhees path be as in Staff March 23, 1970 Check List revision, was carried by majority voice vote� Commissioner Dawson opposed, Lengthy discussion regarding Additional Condition #4 ensued, With the intent that it adequately "red flag" the access problem to Voorhees Drive. MOTIONO SECONDED AND CARRIED: Commissioner Minckley moved, seconded by Dawson, that the City Attorney clarify and prepare for the Planning Commission the proper wording to accomplish the desired deed restriction intended in Additional Condition #4 of the Match 23, 1970 Check List, was carried by the following roll call vote: Ayes: commissioners Dawson, Hibner, McReynolds, Minckley, Weisbart; Noes: Commissioner Perkins; Absent: None; 6W Abstained: Commissioner Lachenbruch. Pending clarification from counsel re Additional Condition #41 Planning Commission action was postponed until the April 13, 1970 meting. NEW BUSINESS: 1. PUBLIC HEARING : re AMENDMENT TO ORDINANCE NO. 78 (as amended by Ordinance No. 149) to add '-convent" to the permitted uses in Section 5:30 b. Mr, George G, Mader, Town Planner, submitted the following revision to clarify the wording originally proposed for amending Section Si3o b of Ord. # 149: "Churches, other places of worship and convents, but not including funeral chapels or mortuary chapels. The number of residents of a convent shall not exceed 3.5 times the estimated maximum number of lots which would be permitted under the terms of this ordinance on such property as is devoted exclusively to convent use." in addition, Staff recommended Section 2:10 of Ordinance No. 78 be amended to add the following definition of "convent": "Convent - A residence facility for participants in a religious order or organization provided, however, that no money or other consideration is required to be paid by the residents to the proprietor." Planning Commission discussion ensued, with Floor participation by Mrs. J. D. 44W Steers, 11641 Buena Vista Drive; and Mr. H. Reiser, 27660 Central Drive. -2- NEW BUSINESS: Amendment to Zoning Ord. (cont'd.): Discussion of the proposed amendment clarified that the word "monastery", although implying gender, was included in the definition of convent. Also, admission of any elements considered to be outside the realm Of this amendment would require a Conditional Use approval by the Planning Commission and Council, with full public hearings. It was also determined that this am ndment did not allow cemeteries. MOTION, SFCCNDFD AND CARRIED: Commissioner Minckley moved, seconded by Hibner and carried unanimously by roll call vote that the amendment to Ordinance No. 78 as proposed by Town Planner and Staff as noted above be referred to the City Council for action.
