Perkins called the Regular Meeting of the Planning Commission Of the Town of Los Altos Hills to order at 7:46 P. M. at the Town Hall, 26379 Fremont Road, Los Altos Hills, California. The following members answered roll call: Present: Commissioners Dawson, Hibner, Hinckley, McReynolds, Weisbart and Chairman Perkins. Absent: Commissioner Lachenbruch (arrived at 7:50 P. M.) COUIX:IL REPP,ESENTATrVE: Councilman L. A. Helgesson APPROVAL OF MINUTES: March 23, 1970. Commissioner Hibner moved, seconded by Dawson and carried unanimously, that the Minutes of March 23, 1970 be approved as submitted. ANNOUNCEMENTS: 1. Commissioner Hinckley reported the MMCP Circulation Study Committees will meet on April 25th. 2. Commissioner Weisbart reported that many of the speakers at the Stanford Lands discussion favored low-cost, high-density housing. Commissioner Dawson pointed out that the committee appeared to consist of faculty and 60 students recommending future use of the Stanford Lands. Town Planner, George G. Mader, stated he had suggested that the Town send observers after hearing of the discussion from a Green Foothills Committee invitation. Staff was requested to arrange Town representation, if further discussions are held. OLD BUSINESS: 1. TENTATIVE MAP OF VANDERVEER VOORHEES (365-69) 4 lots, E1 Monte Road (continued). Engr. E. H. Smith. Staff submitted a revised Check List dated April 13, 1970, which super- seded in its entirety any previously proposed Check Lists, and as best as could be determined accomplished the desired deed restriction. Following discussion and modification by the Commission, the Additional Conditions of the 4/13/70 Check List were accepted as follows: ADDITIONAL CCNDITIONS: 1. The Agreement relative to the dedication of Voorhees Drive be made to include the dedication of an internal path easement along the southwesterly side of Voorhees Drive from the Clausen property to 10' beyond the Voorhees Drive cul-de-sac, as shown on the map marked "BXHIBIT All at such time as Voorhees Drive is dedicated. 2. A. Agreement to be entered into between the Town of Los Altos Hills and Dr. V. Voorhees providing for an automatic dedication of 4W Voorhees Drive at the time any of the following events take place: OLD BUSINESS: Voorhees Tent. Map cont'd.: 1) The dedication of additional road right-of-way on the Clausen property, which would widen Voorhees Drive to a minimum of 401. 2) Any subdivision of the Clausen property, with accompanying dedication of right-of-way. 3) Any further subdivision of any of the four parcels of land in the Voorhees subdivision or a further split of the Incerpi property with future use of Voorhees Drive. B. Permit Voorhees Drive to remain a private road constructed to a 141 width and other Town standards, except that the first 301 of the drive in from E1 Monte Road be widened to 181 with a white centerline and a traffic actuator embedded in the outgoing lane. The existing pump house located on the southwest corner of the drive will be removed and a 6" water main installed running up Voorhees Drive. There should also be a "Yield" sign at the exit of Voorhees Drive. C. The recordation of a document requiring the construction of Voorhees Drive to Town road standards by the property owner Parcel 4 at such time it is dedicated as apublic road. D. The recordation of the best possible maintenance agreement for the maintenance of Voorhees Drive. 3. An agreement shall be entered into between the Town of Los Altos Hills and Dr. Vanderveer Voorhees guaranteeing that the following be recorded in substantially the following form at the time of the filing of a Final Subdivision Map: NOTICE NOTICE IS HEREBY GIVEN that a Map entitled "Ultimate Roadway Development for Voorhees Et Al Properties" is on file with the Town of Los Altos Hills and may affect the future develop- ment of parcels abutting on the roadway known as Voorhees Drive, as shown on that certain subdivision map entitled "Dr. Voorhees Property; Los Altos Hills, California", being Map No. , on file with the County Recorder of the County of Santa Clara. The map entitled "Ultimate Roadway Development for Voorhees Et Al Properties" dated March 1970 to be filed with the Town shall provide that the following will be accomplished, unless such actions shall have been previously accomplished: A. The driveway from E1 Monte to the adjoining property of the Roman Catholic Welfare Corporation shall be closed. B. A new driveway shall be constructed from Voorhees Drive to the Roman Catholic Welfare Corporation in accordance with the plan entitled "Ultimate Roadway Development Voorhees Et Al Properties, Los Altos Hills, California" and prepared by Edwin H. Smith, Civil Engineer, dated March 1970, and the letter of stated intent from the Roman Catholic Welfare Corporation dated March 23, 1970, on file at Town Hall. -2- OLD BUSINESS: Voorhees Tent. Map cont'd.: `,. C. Changes to the traffic islands and signals at E1 Monte shall be made as required by the Engineer of the Town of Los Altos Hills. 4. Conditional Exceptions: A. Permit cul-de-sac in excess of 8501. B. Permit road right-of-way of 30'. MOTION, SECONDED AND CARRIED: Commissioner Hibner moved, seconded by Minckley, and carried by majority voice vote, Commissioner Weisbart abstain- ing, that the Tentative Map of Vanderveer Voorhees (365-69), 4 lots, E1 Monte Road, be approved, subject to the Check List dated April 13, 1970 with the Additional Conditions and Conditional Exceptions as delineated above, along with the following applicable communications: (1) Roman Catholic Welfare Organization, dated March 23, 1970; (2) Fire Marshal J. S. Farwell, dated February 3, 1970; and (3) "Ultimate Roadway" Map, dated March, 1970. 2. REPORT FROM THE TREE COMMITTEE ON PARKSTDE UNIT #1 LANDSCAPING PIAN. Mr. Clyde Nixson, of the Tree Committee, reviewed the proposed tree plantings along the Appaloosa Way and Byrne Park Lane intersections on Altamont Road. MOTION, SECONDED AND CARRIED: Commissioner Dawson moved, seconded by ` Mi.nckley and carried unanimously, that the Tree Committee's recommendations be endorsed, subject to the conditions of Ordinance No. 78, Section XI, relative to unobstructed view of approaching traffic at intersections. RECESS: 8:55 - 9:01 P. M. NEW BUSINESS: 1. REPORT ON CATV. City Manager stated the CATV presentation would be postponed until the Study Session on April 27, 1970. DIVISIONS OF LAND: TENTATIVE MAPS: 1. LANDS OF STAVBR (368-70) 5 lots, 5.35 acres, corner of Fremont and Arastradero Roads. Engr. M. W. Wolff. Following discussion and notation of apparent inadequacies of the map submitted, Commissioner Dawson moved, seconded by McReynolds and carried unanimously, that this request for Tentative Map approval be denied and returned to the applicant without prejudice. 2. LANDS OF MC FARIAND (370-70) 7 lots, La Paloma Road. Engr. M. W. Wolff. Staff reviewed the proposed subdivision of this orchard along La Paloma into 7 net acre lots. Following Commission discussion, it was agreed that Item #6, Utilities, and Item #7, Dedications, of the Tentative Check List dated April 13, 1970 should be changed and Item #10, Conditional Exception, added as follows: SQL DIVISIONS OF LAND: McFarland cont'd.: to Item #6. UTILITIES Underground utilities required. All lots to be connected to a sanitary sewer (see r. nditional Exception, Item #10). Item #7. DEDICATIONS Path easement as indicated in Item #4 and road dedication as per Item #2. Item #10. CONDITIONAL EXCEPTION: Permit existing septic system on Lot #7. MOTION, SECONDED AND CARRIED: Commissioner Hibner moved, seconded by Weisbart and carried unanimously, that the Tentative Map of Lands of McFarland (370-70) 7 lots, La Paloma Road, be approved, subject to the conditions of the Check List. STAFF REPORTS: 1. Town Planner, George G. Mader, advised that LAFCO had postponed their decision on sphere of influence boundary lines, pending completion of the mountain study; however, they were partial to the Cupertino proposal of setting the boundary at Kaiser Ridge. 4W The importance of representation at future meetings was stressed. 2. Housing Study - Mr. Mader reminded all concerned to be aware of the present day thinking on this subject and in view of the Town's philosphy of the need to stay abreastwith this subject. 3. City Manager reported that the new budget session is in process and asked the Commission to prepare some general guidelines as to what they wish to accomplish during the next fiscal year. These tasks would be converted into dollars and Staff would attempt to allow for them in the budget request. This subject will be agended for the April 27th Study Session.
