TOWN OF LOS ALTOS HILTS
MINUTES OF A REGULAR MEETING
May 25, 1970
Chairman Priscilla Weisbart called the Regular Meeting of the Planning Commission
of the Town of Los Altos Hills to order at 7:48 P. M. at the Town Hall,
26379 Fremont Road, Los Altos Hills, California.
The following members answered roll call: Present: Commissioners Corbett,
Hibner, Lachenbruch, Perkins, Spencer and Chairman Weisbart, Commissioner
McReynolds arrived at 8:40 P.M.
COUNCIL REPRESENTATIVE: Councilman Leslie Helgesson.
APPROVAL OF MINUTES: May 1-1, 1970 and May 14, 1970.
Commissioner Hibner moved, seconded by Lachenbruch and carried unanimously,
that the Minutes of May ll, 1970 be approved, with corrections on page 1 and 2
under Variances to add to the end of the motions approving the application of
Max J. Schuller and denying the application of W. L. Bacheler, the words "in
accordance with the six criteria of Section XIII:60 of Ord. 78 " as amended.
Planning Commissioner Perkins moved, seconded by Spencer and carried unanimously,
that the Minutes of May 14, 1970 be approved as written.
COMMUNICATIONS•
1. City of San Jose will present report on Housing Element Study at 7:00 P.M.,
June 1, in their council chambers.
2. LAFCO will meet June 4 at 2:00 P.M. in San Jose.
3. Regular Meeting of Palo Alto Planning Commission on May 27, 1970 at 7:30 P.M.
in the City Hall.
4. Planning Policy Committee meets May 28, 1970 in Los Altos.
5. Los Altos Hills Association will sponsor Candidates Night for County
Assessors at Town Hall on May 27, 1970 at 8:00 P.M.
OLD. BUSINESS: 1. PARKSIDE UNITS #2 and #3 (351-68) Eagr. Saudis &
Associates. Unit #2 - 13 lots, Deer Springs Way;
Unit #3 - 9 lots, Byrne Park Lane. Intersection of
Altamont and Taaffe Roads.
This item was continued from the May 11th meeting to allow the applicant time
to submit calculations on slope density; submit an application for a variance
for certain lots for encroachment into the front or side setback lines; and to
give further study to the access to lots #23 and #24 of Unit #2. The revised
maps with this information were not provided to the Commissioners until the
meeting, since Staff had received them too late Friday for the mail pick up.
MOTION, SECONDED AND CARRIED: Commissioner Hibner moved, seconded by Perkins
and carried unanimously that the subject of variances for Parkside Units #2 and
#3 be postponed until a later date.

Staff reported variance fees would apply and the following changes to the
May ll revision of the tentative check list were suggested:
Add:
Condition 2. "Private roads will be built to Tom standards.11
Condition 4. "where feasible" to last paragraph as pertains to path
easements "sball not exceed a grade of 15%%.11
Change following Conditional Exceptions to read:
A. Deer Springs Way and Byrne Park lane are in excess of 8501.
F. Delete in entirety.
Staff summarized the major problems for Commission consideration:
1. The basic policy question as to whether "open space" may be included when
determining slope density.
2. The precedent and amount of pregrading that would be required for building
sites due to the extremely rugged terrain. Pregrading was felt advantageous
to preclude tearing up roads at a later date as well as avoid resultant slop -
over from each property owner doing it. Applicant stated there would be no
filling --he would cut and remove. Soils R:port indicated ground cover could
be re-established after grading, but the Town Planner suggested a Landscape
Plan prior to the Final would ensure any scars would be covered. To assure
stability of the cut, it was suggested the Soils Report be updated.
3. Driveway changes were made off Deer Springs Way to lots #23 and #24
eliminating the earlier proposed circuitous access drive.
4. The matter of variances linked to the lots as plotted. Some of the houses
could not adhere to setbacks and be built without granting variances.
5• The subject of drainage responsibilities must be resolved. City Attorney
had stated that the new drainage fees were not applicable since this was
a revision to a Tentative filed prior to passage of Ordinance 141. Cnr
tract and off -tract runoff was felt to be a major consideration and must
be determined.
Commission discussion evolved around precedent setting in regard to slope density
and the drainage problem. It was estimated that the runoff into Moody Creek
from roofs and streets vs. land would increase about 2%. Applicant's engineer
estimated the ultimate runoff could increase by 25% when the 326 acres yet to
be developed are completed.
Pending additional study, Commission concurred to continue this application.
Staff was requested to highlight the problem areas and determine what mechanism
allowed the Commission to consider variances at the time a Tentative Map was up
for approval.

2. DISCUSSION OF MAY 6th MEETING WITH PALO ALTO PLANNING COMMISSION.
Commissioners Weisbart, Corbett, Spencer and McReynolds were in attendance.
Reviewing this joint meeting with Palo Alto Commissioners, Mr. Mader stated
Palo Alto had presented new traffic figures; that the County was negative to
increasing the traffic load on Page Mill Road; and that the Palo Alto Traffic
Engineer indicated in his presentation of maps that Deer Creek Road (Road B)
could handle the traffic from Araetradero providing an adequate intersection
at Page Mill Road was provided. Commissioners present at this meeting included
Corbett, McReynolds, Spencer and Weisbart.

Questions submitted for incorporation into the questionnaire that the Los Altos
Hills Association was preparing was discussed.

STAFF REPORTS:
1. Mr. Mader illustrated the following maps:
a. General Plan Revisions Studies
b. Existing Land Uses
c. Composite U.S.G.S. Maps
These maps will be included with the General Plan when completed.
2. A general discussion ensued among the Commissioners and Staff as to measures
that could be taken to shorten the meetings, which recently had become in-
creasingly longer. The following suggestions for consideration were proposed:
1. A Board of Adjustment, whose sole purpose would be to consider variance
applications would relieve the Commission's workload.
2. A checklist indicating applicants compliance to the 20 or so applicable
ordinances would highlight problem areas.
Staff advised that a new checklist was being prepared for the Commission's
consideration and incorporation of any suggestions would be considered.
ADJOURNMENT: There being no further business, Chairman Weisbart adjourned the
meeting at 11:30 P.M.
