TOWN OF LOS ALTOS HILLS
MINUTES OF A REGULAR ADJOURNED MEETING
July 21, 1970
Chairman Priscilla Weisbart called the Regular Adjourned Meeting of the
Planning Commission of the Town of Los Altos Hills to order at 7:58 P. M. at
the Town Hall, 26379 Fremont Road, Los Altos Hills, California. The following
members answered roll call: Present: Commissioners Corbett, Hibner, Mc Reynolds,
Perkins, Spencer, Chairman Weisbart. Absent: C�issicner Lachenbruch.
COUNCIL REPRESENTATIVE: Councilman Leslie A. Helgesson
COMMUNICATIONS
1. Palo Alto Planning Commission will continue the presentation of the
Livingston & Blaney Report #3 at a Special Meeting on July 22, 1970.
2. LAFCO meets in San Jose on August 5, 1970 at 2:00 P. M. in the Chambers
of the Board of Supervisors, 70 W. Hedding Street.
3. Letter from Mrs. Florence Fava, 26691 Moody Road, dated July 8, 1970,
expressing her feelings on Tentative Maps of Mt. Helen, Lands of Eshner and
L Parkside Units #2 and #3.
OLD BUSINESS:
PARKSIDE UNITS #2 (13 lots) and #3 (9 lots) (351-68-A) Engr. Sandis & Assoc.
Request for approval of Tentative Map, Pre -grading and Variances.
(Continued from June 22, 1970 Meeting).
Staff reviewed the status of this proposed subdivision wherein the applicant
was requesting extensive pre -grading and variance approvals and stated,
that should the applicant desire to proceed with the originally approved
Tentative Map, that the upper lots might still necessitate some variance
requests and that the lower lots would require some drainage and road access
study.
A, VARIANCES:
The applicant had requested variances for 13 of the 22 proposed lots in
Parkside Units #2 and #3. Discussion by the Commission favored that variance
requests be handled on an individual basis and that blanket approval at this
time would not be warranted in view of the criteria for granting variances.
MOTION, SECONDED AND CARRIED: Relinquishing the Chair to Vice -Chairman
Perkins, Commissioner Weisbart moved, seconded by Spencer and carried by
majority voice vote, Councilmen Perkins and Corbett opposed, that all
requests for variances by the subdivider for Parkside Units #2 and #3
(351-68-A) be denied in accordance with the six criteria of Section XIII:60
4W of Ordinance No. 76, as amended.

4W B. PRE -GRADING:
At the June 22, 1970 meeting, the Commission had requested Staff to review
and report on those lots where pre -grading of the road and turnaround were
essential to aid the applicant's marketability of the lots.
Relinquishing the Chair to Vice -Chairman Perkins, Commissioner Weisbart
moved that all pre -grading requests for Parkside Units #2 and #3 be denied,
but the Motion died for lack of a Second.
Staff proceeded to present its findings on each of the lots of Parkside
Units #2 and #3, fox which pre -grading had been requested. After discussion,
Motions approving or denying pre -grading of each individual lot ensued:
MOTIONS, SECONDED AND CARRIED:
LOT # 19
Commissioner Perkins moved, seconded by Hibner and carried
by majority voice vote, Chairman Weisbart opposed, that pre -
grading with a 6 to 1 upward slope from the road into
Lot #19 be recommended for approval.
LOTS #20,
Commissioner Corbett moved, seconded by Perkins and carried
#21,
by majority voice vote, Commissioners Hibner and McReynolds
and #22
opposed, that proposed lots #20, 21 and 22 of Parkside Units
#2 and #3 be disallowed and that this area be set aside for
two lots only.
LOT #24
Commissioner Perkins moved, seconded by Spencer and carried
unanimously that pre -grading to the 765 contour be recommended
for approval to allow a 50 to 60 foot entry drive with a
turnaround.
LOT #25
Commissioner Spencer moved, seconded by Hibner and carried
unanimously that pre -grading of an eighty (BO) foot drive be
recommended for approval.
LOT #26
Commissioner Spencer moved, seconded by Hibner and carried
unanimously to disallow any pre -grading in view of the fairly
level terrain on this lot.
LOT #34
Commissioner Hibner moved, seconded by McReynolds and carried
unanimously, that it be recommended to the City Council that
brushing out for 100 feet be allowed, but any pre -grading
be denied.
IAT #35
Commissioner Perkins moved, seconded by Spencer and carried
unanimously, that it be recommended to the City Council that
only sufficient brushing out be allowed to provide walking
access to the lot.
LOT #36
Commissioner Spencer moved, seconded by Perkins and carried
unanimously, that it be recommended to the City Council to
allow a graded wedge of 5 to 1 up to the road cut.

4W LOT #37 Commissioner Corbett moved, seconded by Hibner and carried
unanimously that it be recommended to the City Council that
no brushing nor pre -grading be allowed.
LOT #38 Commissioner Corbett moved, seconded by Hibner and carried
unanimously, that it be recommended to the City Council that
no brushing nor pre -grading be allowed.
C. TENTATIVE MAP - PARKSIDE UNITS #2 and #3 (351-68-A) 22 lots
Staff reviewed the previous discussions regarding on-tract/off-tract
drainage. It was noted that the slope is too steep in the drainage Swale
to prevent erosion dam the swale. Further, when the basin is fully
developed a larger culvert on Moody (which belongs to the County) would
be required to handle the 192 second feet runoff. ..
Staff suggested that the responsibility of the subdivider be limited
to properly carrying the water through the proposed Park area, so that
erosion will not result.
The desirability of providing a 201 easement for an all weather fire trail
between Lots #27 and #28 was discussed.
MOTION, SECONDED AND CARRIED: Commissioner Corbett moved, seconded by
Spencer, that it be recommended to the City Council that a variance
allowance,in accordance with the six criteria of Section XIII:60 of
Ordinance No. 78, as amended, be approved to allow a 20 foot easement
between lots #27 and #28 on the north and on lot #26 on the south for
use as an all weather fire trail.
MOTION, SECONDED AND CARRIED: Commissioner Perkins moved, seconded by
Hibner and carried unanimously that the Tentative Map for Parkside Units
#2 and #3 (351-68-A, 22 lots, be recommended for approval, subject to
the conditions of the Check List dated July 21, 1970 (Revision C, super-
seding all previous Check Lists).
OTHER BUSINESS BY PLANNING COMMISSIONERS:
1. Staff reviewed the July 27th agenda and requested Lands of Eshner be
added, to which the Commission concurred.
ADJOURNMENT:
There being no further business, Chairman Weisbart adjourned the meeting
at 11:25 P. M. TO:
NEXT REGULAR MEETING: Monday, July 27, 1970 at 7:45 P. M. at Town Hall.
