MINUTES OF A REGULAR MEETING
November 9, 1970
Chairman Weisbart called the Regular Meeting of the Planning Commission of the
Town of Los Altos Hills to order at 7:50 P.M. at the Town Hall, 26379 Fremont Road,
Los Altos Hills, California. The following members answered roll call:
Present: Commisaimers Hibner, McReynolds, Spencer and Chairman Weisbart.
Absent: Commissioner Lachenbruch and Perkins.
APPROVAL OF MINUTES: Minutes of September 28, 1970
Commissioner Spencer moved, seconded by IdcReynolds and carried unanimously that the
minutes of September 28, 1970, be approved with the following correction:
Pae 3, Item 2, J.D. Steers, Paragraph 3: Delete the second and third linea and
after the word "objecting", add "to the driveway between Central Drive and
Buena Vista Drive".
Minutes of October 12, 1970
Commissioner Hibner moved, seconded by McReynolds and carried unanimously that the
minutes of October 12, 1970, be approved as written.

Commissioner Spencer moved, seconded by Hibner and carried unanimously that the
minutes of October 26, 1970, be approved with the following corrections:
Page 1, Paragraph 2, Committee Reports: Commissioner McReynolds was appointed to
the MMCP Committee not the Private Road Committee as indicated.
Page 3, last paragraph; first line: Delete the word "upper" and insert "easterly
side of the lower" portion of Page Mill.......
BUILDING SITE APPROVAL:
Guilie, Jae (BSA -61-70), Request for building site approval of one lot located at
corner of Willow Pond Lane and Tape Way and known as Lot #18, Tract #1684, Pink
Horse Ranch Unit #1.
Staff noted that when the subdivision, from which this lot originated, sea approved
there was no requirement for a pathway. There appears to be a path in use that cuts
the comer of Willow Pond Lane and Tape Way. Staff suggested that an easement be
granted across the corner of the lot to encompass the existing path which cuts the
corner or improve the path area in the right-of-way on Tape Way along the catch
basin. This area would require some filling and possibly asphalt to prevent the
water eroding as it comes around the comer. In addition, open space and in -lieu
payment would be required.
Commission discussion ensued with floor participation by Mrs. Millie Saviano,
Chairman of the Pathway Committee and Mr, Guilie. Commission and applicant
concurred that a 10' path easement on the southeast corner of the lot be provided
and that the path be built to Type 2A.

06 MOTION, SECONDED AND CARRIED: Commissioner McReynolds moved, seconded by Ribner
and carried unanimously that the request of Mr. Joe Opilie for building site
approval (BSA -61-70) for one lot be recommended for approval in accordance with
the Check List dated November 9, 1970.

DIVISIONS OF LAND: Tentative Maps:
I. Parkside Unite #2 3 and4, Revised Tentative Map IZ-B (351-6841-A) dated
November, 1970, 20 lots, Deer Springs Way and Byrne Park Lane off Altamont Road; and
certain variances and pre -grading requested. Engr. Saudis 6 Associates.
Staff noted that the last Tentative Map for Parkside which was recommended for
approval by the Planning Commission on July 21, 1970 was a little different then
this new map before them. Certain requests of the applicant made at that time were
denied and when he appealed to the Council some compromises were made, but the
applicant rejected the outcome as being unsatisfactory. The two alternate Final
Maps submitted for a portion of Unit 2 consequently were also denied by the Council.
As a result, the applicant resubmitted a new Tentative Map II -B for Parkside Unite
#2, 3 and 4, which is somewhat of a compromise between the two previously approved
Tentative Maps of December 1968 and August 1970. It contains twenty (20) building
sites, split into three (3) separate unite, as follows:
Unit #2 (lots #18 through 24) - contains 7 lots
Unit #3 (lots #29 through 37) - contains 9 lots
Unit #4 (lots #25 through 28) - contains 4 lots
The 10.873 acre parcel lying along Moody Road and Moody Court is not being sub-
divided at this time. "Finals" are to be filed by Units as designated on this
Tentative Nap (II -B). To insure compliance with the slope density requirements,
Mr. Lambert agreed to furnish the Town with a recordable document dedicating
development rights on the unite not yet "finaled", so that no more building sites
could be developed than those shown on this map.
Commission discussion included the developer's drainage responsibilities to assure
that care is taken to prevent scarring on the steep slopes when conducting storm
water from the subdivision through the park area into the flood plain along
Moody Court. It was agreed that prior to filing any Final Map which requires the
lift station to handle its sewage, that a user funded, Town maintained agreement
for maintenance of the sewage lift station shall be furnished and recorded. The
10' path easement along lot #28 should be located so that it connects with the path
easement on the Eshner subdivision. In response to the Town Planner's concern, the
applicant's engineer stated that there would be no fill at the and of the public
cul-de-sac of Deer Springs Way as the road will just "daylight" due to the cut.
MOTION, SECONDED AND CARRIED: Commissioner Nibner moved, seconded by McReynolds
and carried unanimously that Revised Tentative Map II -B for Parkside Units #2, 3
and 4 dated November 5, 1970 be recommended for approval in accordance with the
Check List dated November 9, 1970, as amended.
Note: The Check List (Additional Condition E) states that if this Tentative Map is
approved it shall supercede all portions of the two previously approved Tentative

4 Maps, which were approved by the City Council on December 2, 1968 and August 3, 1970,
except for those conditions covering Unit #1, Tract 4657.
Staff noted that pregrading approved for the August 1970 Tentative Map was also
requested for this map and that although some lot lines were realigned, they
essentially had the same road frontage. Staff recommended that some pregrading
be allowed on this revised map as was approved on the previous map. This pre -
grading for Parkside Units #2, 3 and 4 as shown on the Revised Tentative Map II -B
dated November 5, 1970, is defined as follows:
Lot #23 (formerly lot #19) - permit pregrading on a six to one slope
along the front property line.
Lot #26 (formerly lot #24) - permit pregrading for driveway only.
Lot #27 (formerly lot #25) - permit pregrading for driveway only.
Lot #32 (formerly lot #34) - permit brushing out only.
Lot #34 (formerly lot 036) - permit the construction of a front slope of
five to one from the road to the lot.
Lot #36 (formerly lot #38) - permit pregrading for driveway only.
MOTION, SECONDED AND CARRIED: Commissioner Spencer moved, seconded by Ribner and
carried by majority vote (Chairman Weisbart opposed), that the above defined
pregrading for Parkside Units #2, 3 and 4 be recommended for approval.
Commission discussion proceeded to the variances requested by the applicant for
lots 022, 27, 33, 35 and 36. Staff recommendations considered by the Commission
for Parkside Units #2, 3 and 4 as shown on the Revised Tentative Map II -B were as
follows:
Lot #22 (formerly lot #21) - it appears that a dwelling can be easily
constructed within the normal setback lines.
Lot #27 (formerly lot #25) - permit the reduction in the side setback along
the west side from 30' to 20'.
Lot #33 (formerly lot #35) - permit reduction in both side setbacks from
30' to 201.
Lot #35 (formerly lot #37) - permit reduction in the side setback along the
south side from 30' to 20'.
Lot #36 (formerly lot #38) - Council denied this request on the previously
approved Tentative, but Staff felt a side set-
back along the southerly line from 30' to 20'
was reasonable.
MOTION, SECONDED AND CARRIED: Commissioner Spencer moved, seconded by Ribner and
carried by unanimous vote to accept Staff recommendation that the variance request
for lot #22 be denied.

60 MOTION, SECONDED AND CARRIED: Commissioner McReynolds moved, seconded by Spencer
and carried by majority vote(Commissioner Bibner opposed) that the variance
request for lot N36 be denied.
MOTION, SECONDED AND CARRIED: Commissioner McReynolds moved, seconded by Spencer
and carried by majority vote (Chairman Weiebart opposed) that the variance requests
for lots #270 33'and 35 of the Revised Tentative Map II -B for Parkside Units U2,
3 and 4 be recommended for approval in accordance with the six criteria of
Section 13:60 of Ordinance No. 78, be amended.
OTHER BUSINESS BY COMMISSIONERS:
1. Chairman Weiebart suggested that all Commissioners who had not investigated
the hazardous intersection on Page Mill Road and Alexis Drive to do so, since the
Tentative Map for Matadero Oaks subdivision would be on next meetings Agenda.
ADJOURNMENT:
There being no further business, Chairman Weiebart adjourned the meeting at 9:55 P.M.
