TOWN OF LOS ALTOS HILLS
MINUTES OF A REGULAR MEETING
November 23, 1970
Chairman Weiebart called the Regular Meeting of the Planning Commission of the
Town of Los Altos Hills to order at 7:50 P.M. at the Town Hall, 26379 Fremont Road,
Los Altos Hills, California. The following members answered roll call:
Present: Commissioners Hibner, Lachenbruch, Perkins, Spencer and Chairman Weiebart.
Absent: Commissioner McReynolds.
APPROVAL OF MINUTES: Minutes of November 9, 1970
Commissioner Spencer moved, seconded by Hibner and carried by majority vote that
the minutes of November 9, 19700 be approved with the following correction:
Page 4, Divisions of Land, Parkside Units 92, 3 and 4: Add to end of second
paragraph: "Chairman Weiebart opposed the granting of variances or pregrading at
the time of Tentative Map approval, since she felt variances and pregrading should
be considered on an individual lot basis at the time of site development.
Commissioners Lachenbruch and Perkins abstained since they were absent from the
November 9th meeting.
COMMUNICATIONS:
1. Santa Clara County Planning Commission advised of hearing regarding a request
6 to keep horses in an unincorporated area. It was noted as a point of interest that
unlike the Town, the County requires submittal of a plot plan as well as the request
to keep a horse.
2. Comments were requested by December 3, 1970, regarding a proposed horse ordinance
being considered by the Santa Clara County Planning Commission.
DIVISIONS OF LAND: Tentative Maps;
1. STEERS, J. D. (373-70) 7 lots, 13.52 acres, located between Central Drive and
Buena Vista Drive. Engr. Saudis 6 Assoc.
Staff noted this item was continued from the September 28, 1970 meeting to allow the
Private Road Committee time to study the road problem in the MCP area and make some
recommendation. In addition, the Health Department had reversed their initial
requirement that this subdivision be sewered, since sewer trunks were not available
within a reasonable proximity to this subdivision. However, due to the terrain, the
Health Department indicated lots of two to three acres might possibly be required to
accommodate septic tanks, and that assumed percolation tests to be made were
acceptable. Mr. Fritschle stated that the questionable status of access over
Central Drive and Buena Vista also had not yet been clarified and until these two
problems were resolved, Staff could not proceed with the applicant to prepare a
check list for consideration by the Commission.

Commission discussion noted that if septic tanks were acceptable to the Health
Department conditioned on 2+ acre sites, that this would require submittal of a new
Tentative Map and thus it would negate further consideration of the present map.
The legal states of a private driveway connecting Buena Vista and Central Drive
(both private roads) was not considered in violation of any Town ordinance. The
steepness of the private driveway, which averaged 18% and exceeded 30% at one point,
was noted to be an exception to the Site Development Ordinance (#166) which allows
a maximum of 15% grade.
MOTION, SECONDED AND CARRIED: Commissioner Perkins moved, seconded by Spencer and
carried by majority vote (Lachenbruch abstaining) that the Tentative Map of
J. D. Steers (373-70) be continued to enable the Health Department to provide
recommendations as to the minimum size lots acceptable for on-site sewage disposal.

to review the preliminary soils report.
Staff advised that the applicant had submitted a revised map which:
1. Provides a path easement between lots #5 and #6 for pedestrian use,
2. Deleted the 11 acre park and thus increased the size of lots 039 and #40, but
retained a path easement over this area encompassing the existing path,
3. Changed the name of the road from Mirmirou Drive to Paseo del Robles.

5. Changed the private road Paseo del Robles Court to private driveways serving
lots #9 and #10.
6. Widened the conservation easement along Page Mill Road.
7, Presented three alternatives to minimize the hazardous intersection of
Paseo del Robles/Alexis Drive/Page Mill Road.
Communications were read from Mr. John S. Ewing, 27811 Lupine Road; Mr. W. G. Dunn,
260 Sheridan Avenue, Palo Alto; Mrs. Evelyn Radcliffe, 2930 Alexis Drive, Palo Alto;
and Mrs. Nanette Hanko of the Palo Alto Civic League.
The Town Engineer stated that slope density calculations had been closely reviewed
with the applicant and they had agreed with 63.7 net acres.

DIVISIONS OF LAND: Tentative Maps: Matadero Oaks Cont'd.
Mr. George Mader explained that the conservation easement strip would be a
dedication to the Town which limited the property owners use of this land by
restricting tree removal, grading or the building of structures upon it. The
intent would be to maintain the natural state of the hillside and thus keep
vegetation in tact so as not to aggravate the slippage problems.
Commission discussion noted the superficial coverage of the soils report submitted.
Due to the obvious outcropping of Monterey Shale, which is considered unstable, the
overall ground stability was questioned and it was felt that this warranted a more
complete geological engineering study and map be submitted. It was noted that its
content need not be of the detail required when submitting a Final, but more
explicit than was submitted as a preliminary report.
The Town Planner reviewed those lots he considered difficult but noted that they
were not insurmountable problems. He suggested the shifting of the lot line between
lot 92 and 93 by making lot 92 smaller would allow a better building site for lot 93
due to an existing drainage wale along one aide of the lot. Lot 925 and 1126 were
some distance below the road (Circulo Drive) which would tend to make the building
sites close to the turnaround. The access to the building site for lot 930 was
considered quite steep. The soil and adequacy of the building site for lot 935
could be determined by a geological report.
Discussion of the alternate solutions to the road intersection at Alexis/Paseo del
Robles/Page Mill indicated Alternate 3 was favored, whereby Paseo del Robles would
intersect Page Mill above the Alexis Drive intersection. These two roads inter-
secting with Page Iill would be somewhat parallel, but would be separated by an oak
tree at Page Mill. Commission concurred the decision as to the proper choice would
best be determined by a safety engineer. Staff was requested to contact the County
to obtain their safety engineer's comments.
Mr. John Clay representing the Fowler property, felt if the applicant would provide
access to the Fowler property that his client would be amiable to a comparable land
swap adjoining the top of lot 936 so as not to reduce the applicant's allowable use
of his land. He agreed to report back after consulting with his client.
Detailed off -tract drainage calculations were presented by Mr. Holmes, representing
the applicant, which in summation indicated a three percent increase to the flow of
the creek would result as it passed this proposed subdivision. Commission consensus
was that the applicants and the Town Engineer should study drainage further and be
in agreement.
Mr. Larry Dawson stated that the 6" sewer main up Page Mill Road was inadequate to
allow hookup from this subdivision. Staff was requested to investigate.
MOTION, SECONDED AND CARRIED: Commissioner Spencer moved, seconded by Hibner and
carried unanimously that the Tentative Map for Matadero Oaks (374-70) be continued
to December 14, 1970, so that the applicant could:
1. Prepare and submit a more complete geological engineering report and nap to allow
an analysis by an outside engineering geologist.
2. Prepare and submit an adequate drainage study to indicate the ultimate runoff
from this area and its impact upon the existing drainage facilities.
ADJOURNMENT: There being no further business, Chairman Weisbart adjourned the meeting
at 11:30: P.M. to:
