Present: Commissioners Lachenbruch, Magruder, McReynolds, Perkins, Spencer and
Chairman Weisbart. Absent: Commissioner Hibner.

APPROVAL OF MINUTES. December 28, 1970.
Commissioner Perkins moved, seconded by Lachenbruch and carried unanimously
(Hibner absent) that the Minutes of December 28, 1970, be approved with the following
corrections:
Page 1, Approval of Minutes, December 14, 1970, revise the third line of the last
paragraph (statement by Commissioner Perkins) by deleting the word "exceeded' and
inserting the words 11have building sites, which exceed".
Page 3, Matadero Oaks, revise line 3 and 4 of paragraph 3 so that this reads:
"...but they do require the subdivider to back off from the maximum number of lots
whenever such a number is not consistent with other provisions of the ordinances.
"

VARIANCES:
1. Sahakian, V. R. (V-348-70) Request for reduction in aide setback from 30' Co 10'
for new residence on Lot 826, Tract 83659, Matadero Hills Subdivision (Via Cerra
Gordo).
The major part of this panhandle lot 15 located approximately 120' from the road.
Staff reviewed this request to locate the garage of the proposed residence with a
10' side setback from the neighboring vacant lot in order to maximize the view and

Commission discussion noted that the lots as designed invited variances due to the

Motion by Commissioner Spencer, seconded by Lachenbruch to grant the variance request
in view of the terrain resulted in a tie vote. Ayes: Commissioners McReynolds,
Spencer and Lachenbrurh. Noes: Commissioners Wefebart, Magruder and Perkins.
MOTION, SECONDED AND CARRIED: Commissioner Magruder moved, seconded by Perkins
that the application for Variance in side setback from 30' to 10' as presented by
Mr. Sahakian be continued to allow further review by Staff with the applicant to
reach an amiable solution and submit a recommendation for consideration at the next
meeting.
OLD BUSINESS:
Y. Matadero Oaks (374-70) 43 lots, 75 acres, west side of Page Mill Road between
Mirmirou and Alexis Drives. Engr. George S. Nolte 6 Assoc.
Staff stated consideration of this subdivision had been continued from the
December 28th meeting to allow the applicant to review problem areae with Staff and
than submit a revised map.
The applicant presented a Tentative Map revision which reduced the total number of
lots from 44 to 43. (One lot at the end of Roble Blanco was eliminated.) In
addition, Circulo Robles was changed to two culs-de-sac (Roble Alto and Roble Blanco).
Also the area between Roble Alto Court and Paseo del Roble Court was redesigned,
building areas were relocated and the conservation easement along Page Mill Road
was expanded. Lot 43, which was located above the Fowler property at the corner of
Paseo de Robles North and Page Mill Rod and adjacent to the conservation easement

Commission discussion noted that this revision was an improvement over previous maps
submltted,specifially by the deletion of one lot in the area of lots 24 through 26.
Commission consensus, however, was that the tier of lots 36 through 40 and 5 through
10 were still problem arae due to the terrain which created drainage and/or access
difficulties. The Town Engineer stated lots 24, 37, 39 and 41 exceeded 30% elope.

moved back to the comers of lots 15, 16, 23, 24 and a narrower extension ending in

OLD BUSINESS: Matadero Oaks Cont'd.
Following the lot -by -lot review to pinpoint problems remaining, Commissioner Perkins
noted this map although meeting all the requirements as laid down by the formula,
setback and 160' circles did not in a subjective analysis meet the intent of the
Ordinance. The intent of the Ordinance being that it meet the purposes set forth in
Section 1:20 a through m of Ordinance 69 as amended, lie than moved for denial of
this map without prejudice, but motion died for lack of a second.
NOTION, SECONDED AND CARRIED: Commissioner McReynolds moved, seconded by Spencer
and carried by majority vote (Perkins voting no; Hibner absent) that discussion move
to the checklist and that this discussion be continued to a special meeting on
January 12, 1970 at 7:45 P.M.
NEW BUSINESS:
1. Report of Private Road Committee and the MMCP Committee.
Staff reviewed that at the December 14, 1970 Planning Commission meeting an updated
report from the MMCF Committee summarizing conclusions from the citizens' meetings
last Spring was requested. He noted Commission guidance on several problems
pertinent to the Steers subdivision was desired but that it could be agended, so that
the Commission could cope with these problems.
Speaking from the floor, Mrs. Mary Steers noted her application had been pending
since last August so that the road problems could be resolved. To date she still
did not know when and if consideration would be given to her proposed subdivision.
She noted even if it were to be denied, she then would at least have something to
perhaps gain some tax relief, since currently they were being taxed for six to eight

Chairman Weisbart requested that this subject be agended for the next regular meeting.

Chairman Weisbart requested the revised Ordinance be scheduled for discussion at the
next regular meeting.
