':ice Chairman Weisbart called the Regular Meeting of the Planning Commission of the
Town of Los Altos Hills to order at 7:48 P.M. at the Town Hall, 26379 Fremont Road,
Los Altos Hills, California. The following members answered roll call: Present:
Commissioners Lachenbruch, Magruder, Mueller, Perkin,, Spencer, Weisbart,
Absent: Chairman McReynolds.
ANNOUNCEMINTS:
1. Staff announced that Stanford will present their land development plans to the
City Council at the July 6, 1971 meeting.
COAMUNICATIONS:
1. Planning department of Palo Alto advised of change of zoning for a section of
Ara,tradero.
2. Mrs. J. D. Steers requested consideration of ordinance changes to allow brash
clearing for fire prevention without necessitating residents to obtain grading permits.
Vice Chairman Weisbart requested Staff to investigate reported unauthorized clearing
on the Steers, property and advise the Commission as to any violations of the ordinanc
3. Mrs. Karen Barth, 393 Whitclem Drive, Palo Alto,criticised the condition of horse
trails within the Town.
4, Mrs, Millie Baviann, Chairmen of the Pathway Committee read a statement from the
Committee requesting funds. Commission requested the Committee to investigate Mrs.
Barth's request and prepare a recommendation for reply.
OLD HUSINFSS�
I. Abandonment of a Portion of Dori Lane.
.Staff advised that Mr. Felix Hall, who originally requested this abandonment had aince
withdrawn his request. In addition, Staff noted that it had found that this portion
of Dori Lane which extends to the Freeway fence is a private easement over which the
Tope has no rights. Staff concluded that the Town could place poets at the end of the
cath at the northwest corner of the Hall property, however, to prevent passage of
motorcycles.
USE PERMITS:
1. Fremont Hills Country Club (IIP -353-71) Amending
tennis V-20-57 by requesting two additions:
courts. _
Staff reviewed that this application had been continued from the June 14th meeting so
t that additional background data regarding the history of the Fremont Hi11a
�+ could be provided the Commission. Country Cluj
Floor participation included: Mrs. Millie Saviano, Mr. & Mrs. B. S. Clay, 12600 Roble
Ladero; and Mr. Neil George, Manager of the Club.
Commission discussion evolved around the map inadequacy whereby parking areas were
not properly defined, the location of existing trees to provide screening were not
shown, nor was the area near the stables suitable for parking trailers defined.
Following failure of a motion to deny and a motion to approve, the Commission concurre(
that the request of Fremont Rills Country Club for two additional tennis courts be
continued to allow the applicant to submit a plot plan which would show the existing
facilities of their entire operation. (Commissioners Magruder, Mueller and Weisbart
abstained since they are members of the Club.)
Staff was requested to report on how proposed "restricted parking" would affect the
streets bordering the Club, when the matter is re-agended.
2. Melton, Richard B. (IIP -355-71) - Request for Use Permit for Boarding Stable,
Melton Ranch located at 24970 0!Keefe Lane
Staff reviewed that this item which had been agended for the June 14th meeting had bees
continued due to lack of time. It was noted that every existing stable within the Tow
moat submit a plot plan and an application for a Use Permit per Ordinance 179. This
property contains 3.125 acres and the applicant requested permission to stable 18
horses. The owner, Mr. Melton is in the process of selling the property to Mr. Eldon
Grupp.
toA petition hearing 20 names was submitted to the Commission at the last meeting which
requested denial of this application stating that O'Keefe Lane was not safe to allow
additional horse traffic, an increasing fly problem has been created by the stable, th,
stabling is a commercial enterprise and there is insufficient parking available for
customers and visitors at the boarding stable.

Lengthy discussion with floor participation from the following ensued: Mr. Morris Gru
Mr. Eldon Grupp (prospective buyer); Mr. Richard Melton, Mr. George Coe, 12799 Diann
Ave, Mr. and Mrs. R. Carico, 25311 O'Keefe; Mrs, Fay Baumgarten, 25000 O'Keefe Lane,
Mr. and Mrs. M. J. Brown, 12670 Mane Drive, Mrs. Lucy Dugan, 12675 Dianne Drive,
and Mrs. Dalziel of Los Altos.
Commission discussion of the conditions of the proposed Use Permit evolved around
adequacy of on-site parking and the total number of horses. It was agreed that all
guest parking mist be on the property. After much discussion, the majority of the
Commission concurred with 18 horses.
MOTION, SECONDED AND CARRIED: Commissioner Perkins moved, seconded by Spencer and
carried by majority vote, that the Use Permit dated June 28, 1971 as amended for Eldon
M. and Barbara Grupp (UP -355-71) be recommended to the Council for approval per the
15 conditions noted. Commissioner Weisbart, objecting to the number of horses, voted
no. Commissioner Mueller abstained, and Chairman McReynolds was absent.

EUILDING SIT' -E ABPROVAL:
1. POWELL & LEE, INC., Agent for Security ;National Bank of Reno (BSA -68-71)
Request for building site approval of one lot, ir`24, Tract #2958, served by
Private road at the end of Olive Tree Court.
Staff reviewed this lot created in 1961, by the Olive Tree Rills subdivision.
Floor comments were heard from Mr. and Mrs. Walter Xrosen, 24692 Olive Tree Court
and Mr. Chang (owner of lot #23). Their concern pertained to possible slippage
the driveway which was over an easement on lot #23, the drainage andof
potential variance request necessitated ag problems, and
by the drainage swale crossing lot #24.
Commission discussion concurred with the neighbors concern regarding the drainage
problems and with staff's recommendation that drainage from the driveway be directed
to the existing wale at the point where the driveways meet the private road.
MOTION, SECONDED AND CARRIED: Commissioner Magruder moved, seconded by Lachenbruch
and carried unanimously that it be recommended to the Council that building site
approval be granted to Powell & Lee, Inc., agent for Security National Sank of Reno
(BSA -68-71) for lot #24 of Tract 2958 on Olive Tree Court in accordance with the
check list dated June 28, 1971.
