MINUTES OF A REGULAR MEETING

Chairman McReynolds called the Regular Meeting of the Plnnning Commission of the Town
of Los Altos Hills to order at 7:55 P.M. at the Town Hall, 26379 Fremont Road, Los
Altos Hills, California. The following members answered roll call: Commissioners
Mueller, Perkins, Spencer, Weisbart, Chairman McReynolds. Absent: Commissioners
Lachenbruch and Magruder.
APPROVAL OF _MINUTES: Minutes of June 28, 1971 were not completed in time for approval.
STAFF REPORTS: City Manager reported on the Stanford Land Use presentation to the
City bouncil on July 6, 1971.
OLD BUSINESS:
1. Report from Pathway Cormnittee Re Letter from Ra_r_e_n Earth
4 Staff stated that the Pathway Committee had reviewed the letter from Ms. Barth of Palo
Alto, wherein she had requested that the Town improve the horse trails along roads.
Commission discussion of the Pathway Committee comments concurred that Staff respond
to Ms. Berth by incorporating the gist of their recommendations in a letter. It was
suggested that Ms. Barth also be asked to write the Palo Alto Council and request that
they open their Foothills Park to the public in view of the many non-residents that
enjoy the horse trails of Los Altos Hills.
2. Report on Action Taken_by the Toum Re: Clearinsand_ GradinZbJ�D_Steersy
City Engineer reported that the Steers had cleared in excess of 5000 sq. ft. and had
graded trails throughout the property for access. He noted the grading was in
violation of Ordinance No. 1669 which requires a permit to be obtained. The SteerB
were requested to cease and desist and they had complied.
Floor participation included Mr. and Mrs. J. D. Steers, 11641 Buena Vista Drive;
Mr, David Janson, 27440 Sherlock Road; Mrs. June McIlwraith, 13431 Wilderest Drive;
and Mr. Glen Taylor, 1229 Forest Ave., Palo Alto. All voiced objection to the
suggestion that punitive action be taken against the Steers for clearing brush as a
fire preventive measure.
Commission discussion concurred that Staff obtain a legal reading on whether the
contractor's business license could be suspended.
Staff reviewed a letter from Mrs. J. D. Steers requesting that the Commission review
Ordinance No. 166 with the purpose of deleting the requirement that residents obtain
permits before grading and clearing brush posing a fire hazard. Commission agreed to
4, review the points noted by Mrs. Steers when Ordinance No. 166 comes up for review
next year.
IISE_ PERMITS;
I- LONG DONALD D. (UP -354-71) - Request for Use Permit for boarding stable at
at 25720 Altamont Road (Altamont Stables), in accordance with Ordinance #179,
4.727 acres (Burton Elise, buyer).
Staff reviewed that Mr. Long had sold this property which has been used as a boarding
stable for several years. Mr. Long had agreed to acquire the use permit for the
operation of the stable as required by Ordinance No. 179. As provided by their
business license, 27 horses are boarded on the 4.727 acres. A plot plan was presented
illustrating the location of the barns, stables, and corrals.
Letters from Mr. L. M. Eledsoe, 25525 Moody Road,; Mrs. John C. Keats, 25645 Moody
Road, and Mr. and Mrs. Leslie N. McReynolds, 25621 Moody Road objected to the operatior
of the stables in a residential area.
Chairmen McReynolds relinquished the chair to Vice Chairman Weisbart and abstained fror
voting due to his Mother's objection to this application. The proposed conditions for
approval of the Use Permit were read.
Floor participation included; the applicants, Mr. & Mrs. Don Long; Mrs. June McIlwraii
and Mrs. Millie Saviano, Chairman of the Pathway Committee.
Commission discussion evolved around the number of horses to be allowed on the prop-
erty. It was noted that it did not follow that what would be a reasonable number for
one operator should apply to another. Town Planner William Spangle agreed that there
is not any magic number, since it depends upon the facilities, the maintenance, etc.
He suggested monthly inapections might be the answer to obtain proper control.
Motion by Spencer, seconded by Weisbart to continue this application pending advice
from an impartial competent source as to the number of horses that could be properly
accommodated on the property failed by the following tie vote: Ayes: Weisbart and
Spencer; Noes: Mueller and Perkins; Abstain: McReynolds.
Motion by Mueller, seconded by Perkins to approve this use permit in accordance with
the proposed check list failed by a corresponding tie vote.
MOTION, SECONDED AND CARRIED: Commissioner Perkins moved, seconded by Spencer and
carried by majority vote (McReynolds abstaining) to continue the application for a
Use Permit for Mr. Don Long to allow the staff to obtain additional information,
perhaps from an expert on the proper number of horses for the acreage, and also to
obtain a legal reading as to the effect of the failed motions on the status of this
application. The applicant concurred.
DIVISIONS OF LAND: TENTATIVE MAPS:
1. ARCHIBALD,-16INZS 3 lots, 4.27 net acres, located at corner of
Hillview Drive and Magdalena Road. Engr. J. W. Riley.
Staff noted that there is an existing residence on proposed Lot a with driveways
entering from both Magdalena and Hillview Drive. It was recommended that since
Hillview Drive serves a completely developed area, and is only 50' wide, that
additional dedication need not be required at this time, but that the portion fronting
this subdivision should be improved to Tom Standards. Magdalena Road is maintained
by the County and no additional improvements are needed. The applicant's engineer
had been requested to determine if Hale Creek (which runs through a good portion of
lot 113) was under the control of the County Flood Control and Water District.

Commission discueaion expressed concern over the creek crossing lot 113 and since the
engineer Mr. Riley indicated that he had not received a report from the Flood Control
District, the Commission agreed that available information was inadequate to properly
evaluate the property and make a recommendation, since it could necessitate a change
in lot lines.
MOTION, SECONDED AND CARRIED: Commissioner Weisbart moved, seconded by Spencer,
and carried unanimously that the Tentative Map (381-71) of Dennis J. Archibald be
continued to determine whether the County Flood Control and Water District has'
jurisdiction over Hale Creek which crosses this property.
OTHES2 B[ISINESS HY BLANNIIVG COMMISSIONERS:
1. DETERMINE NAME FOR A PORTION OF SHERLOCK ROAD.
Staff revie!ed. that the Fire Department had requested that a small pertion of Sher-
lock Road be renamed for reasons of clarity. Letters were sent to each property
owner on this portion of Sherlock Road, asking them to jointly recommend a new name,
but to date there was no unanimity of agreement among residents concerned.
Floor comments were heard from Mr. David Jansson.
MOTION, SECONDED AND CARRIED:; Commissioner Perkins moved, seconded by Mueller, and
carried by majority vote, (Spencer abstained) to continue this item until all con-
4W cerned residents express their opinion and agreement is reached.
