RESOLUTION NO. 29-02
A RESOLUTION OF THE CITY COUNCIL OF THE TOWN OF LOS ALTOS HILLS
MAKING DETERMINATIONS AND APPROVING THE REORGANIZATION OF
TERRITORY DESIGNATED "RAVENSBURY ANNEXATION PROPERTY"
APPROXIMATELY 57 ACRES LOCATED BETWEEN MAGDALENA AVENUE AND
RAVENSBURY AVENUE (AP,N's: SEE ATTACHED EXHIBIT A)
WHEREAS,a petition for the annexation of certain territory to the Town of Los Altos
Hills and detachment of said territory from Santa Clara County, consisting of 57 acre(s)
located between Magdalena Avenue and Ravensbury Avenue (APN's: See attached
Exhibit A) has been filed by Ravensbury Action Committee; and
WHEREAS, on January 3, 2002, the City Council adopted Resolution No. 6-02
initiating proceedings for annexation of the area designated as "Ravensbury Annexation
Property"; and
WHEREAS,said territory is inhabited and all owners of land included in the proposal
have not consented to this annexation; and
WHEREAS,Section 56757 of the California Government Code states that the Local
Agency Formation Commission shall not review an annexation proposal to any City in
Santa Clara County of unincorporated territory which is within the urban service area of the
city if initiated by resolution of the legislative body and therefore the City Council of the
Town of Los Altos Hills is now the conducting authority for said annexation; and
WHEREAS, in accordance with Government Code Section 57025 (a and b) and
Section 57026, the City Clerk of the Town of Los Altos Hills has provided mailed notice of
the hearing on the reorganization and notification of their eligibility to protest this town-
initiated proceeding with instructions on how to prepare a valid, written protest; and
WHEREAS, the Town of Los Altos Hills has conducted a public hearing on the
reorganization in accordance with Section 57050 of the California Government Code, to
accept protests, objections or evidence which is made, presented, or filed; and
WHEREAS, the Town of Los Altos Hills, at the close to the public hearing, intends
to determine the value of the written protests in order to take the appropriate action on the
reorganization.
NOW,THEREFORE,the City Council of the Town of Los Altos Hills does RESOLVE
as follows:
1. It is the conducting authority pursuant to Section 56757 of the Government
Code for the annexation of property designated "Ravensbury Annexation Property"
("Property") more particularly described in Exhibit A.

2. The following findings are made by the City Council of the Town of Los Altos
Hills:
2.1 The Property is inhabited and comprises approximately 57 acres.
2.2 The annexation is consistent with the orderly annexation of territory
within the Town's urban service area and is consistent with the Town policy of annexing
when providing Town services.
2.3 The City Council has completed and approved a mitigated Negative
Declaration for the annexation.
2.4 The City Council on September 6, 2001 enacted an ordinance pre-
zoning the Property with R-A (Residential-Agricultural) zoning designation.
2.5 The Property is within the Town's urban service area as adopted by
the Local Agency Formation Commission of Santa Clara County.
2.6 The County Surveyor has determined the boundaries of the proposed
annexation to be definite and certain, and in compliance with the Commission's road
annexation policies. The RavensburyAction Committee shall reimburse the County for the

actual cost incurred by the County Surveyor in making this determination.
2.7 The proposed annexation does not create islands or areas in which
it would be difficult to provide municipal services.
2.8 The proposed annexation does not split lines of assessment or
ownership.
2.9 The proposed annexation is consistent with the Town's General Plan.
2.10 The Property to be annexed is contiguous to existing Town limits.
2.11 The Town has complied with all conditions imposed by the commission
for inclusion of the territory in the Town's urban service area.
3. Valid written protests to the reorganization proceedings were received by the
City Clerk of the Town of Los Altos Hills and the value of those protests submitted prior to
thecloseof the public hearing constitute 0 %of the registered voters and 0 % of the
property owners in the affected territory.
4. The annexation is hereby ordered without election pursuant to Government
Code Section 57075 andis subject to the following terms and conditions:
Prior to the annexation taking place, but no later than September 30, .2002, the
owners of the Property either do or cause to be done one of the following: (i) bring

Ravensbury Avenue, Old Ranch Road and Old Ranch Lane (collectively, "Roads") up to
Town standards, as set out in the Initial Study prepared for the proposed annexation and
as approved by the City Engineer or (ii) pay the Town Ninety Thousand Two Hundred •
Dollars ($90,200) for the cost of the Town's bringing these Roads up to its standards.
BE IT FURTHER RESOLVED that upon completion of these reorganization
proceedings the Property annexed will be detached from Santa Clara County.
BE IT FURTHER RESOLVED that upon completion of these reorganization
the reorganized will be taxed on the regular countyassessment roll,
proceedings, territory 9 g
including taxes for existing bonded indebtness.
PASSED AND ADOPTED at the regular meeting of the City Council of the Town
of Los Altos Hills, this 7th day of March , 2002 by the following vote:
AYES: Mayor Pro Tem Fenwick and Councilmembers Cheng and O'Malley
