HomeMy WebLinkAbout54-12 • • RESOLUTION 54-12 A RESOLUTION OF THE CITY COUNCIL OF THE TOWN OF LOS ALTOS HILLS APPROVING AND ADOPTING A REVISED TOWN FEE SCHEDULE WHEREAS, the City Council of the Town of Los Altos Hills ("Town") desires to update its currently established fees in order to account for inflation and current Town costs, which form the basis for the majority of the changes, as well as to establish new fees in keeping with City Council policy direction; and WHEREAS, the Town fee schedule was last revised on August 15, 2008, and accordingly, Town staff is recommending that the City Council authorize a one-time increase of certain fees by 6.3% (as indicated in the attached Exhibit A), to accurately reflect the Annual increase of the Consumer Price Index rate from the United States Department of Labor Bureau of Labor Statistics for All Urban Consumers in the San Francisco-Oakland-San Jose, CA area with a Base Period of 1982-84=100 ("CPI"), from 2008 to the current fiscal year; and WHEREAS, going forward thereafter, in order to accurately account for the cost of inflation, Town staff recommends that the City Council authorize an annual fee adjustment based on the Annual increase of the CPI as published by the Department of Labor for the month of February prior to the fiscal year in which the rate adjustment would be applicable; and WHEREAS, the Town has prepared a Report titled, "Planning Pre-Application Fee Report," to reflect the reasonable costs of providing the subject services and is attached hereto as Exhibit B; and WHEREAS, the Planning Pre-Application Fee would allow the Town defray the ongoing costs associated with staff time spent meeting with applicants prior to the filing of an official application; and WHEREAS, staff recommends modification of the Town schedule of Fees, Deposits, Charges for Services, and Other Assessments as set forth in Exhibit A (Consumer Price Index Increases) and Exhibit B (Planning Pre-Application Fee Report) of this resolution; and WHEREAS, the new fees reflect the reasonable costs of providing the subject services; and WHEREAS, a duly noticed public hearing has been held in accordance with Government Code Sections 6062a, 66016, 66017 and 66018; and WHEREAS, pursuant to section 66017, development fees are effective 60 days after final action on the adoption of the fees. Resolution 54-12 Page 1 • • NOW THEREFORE, BE IT RESOLVED, that the City Council of Los Altos Hills hereby authorizes the implementation of an automatic annual fee adjustment based on the Annual increase of the Consumer Price Index rate from the United States Department of Labor Bureau of Labor Statistics for All Urban Consumers in the San Francisco-Oakland-San Jose, CA area with a Base Period of 1982-84=100 ("CPP'). BE IT FURTHER RESOLVED that the City Council of the Town of Los Altos Hills does hereby approve and adopt the fee revisions to the schedule of Fees, Deposits, Charges for Services, and Other Assessments (as shown in Exhibit A), which is hereby attached and by this reference made a part hereof. BE IT FURTHER RESOLVED that the City Council of the Town of Los Altos Hills does hereby approve and adopt the fee indicated in the Pre-Application Fee Report (as shown in Exhibit B), which is hereby attached and by this reference made a part hereof. BE IT FURTHER RESOLVED, that the revised schedule of Fees, Deposits, Charges for Service and Other Assessments (as shown in Exhibit A and Exhibit B) will become effective on November 19, 2012. PLANNING PRE-APPLICATION MEETING FEE Background Currently,planning staff may spend 2-3 hours meeting with applicants prior to project inception to provide general guidance and advice paramount to the success of the process. This service is currently provided at no cost to the applicant. Staff recommends that this time be billable to the applicant. Total revenues for the Planning and Building division are projected at$1.34 million for the 2012-13 adopted budget while total expenditures are projected at$1.76 million; a cost recovery rate of 76.16%.
