A RESOLUTION OF THE CITY COUNCIL OF THE TOWN OF LOS ALTOS HILLS TO
AMEND THE GENERAL PLAN AND ADOPT THE HOUSING ELEMENT OF 2002.
WHEREAS, in conformance with State Law the Town of Los Altos Hills has
updated and amended the Housing Element of the General Plan
•
WHEREAS, the Housing Element contains goals, policies and programs to
ensure there are adequate opportunities in the Town of Los Altos Hills to provide for
housing needs at all levels of affordability.
WHEREAS, the Town of Los Altos Hills, as Lead Agency for environmental
review on the Housing Element update and amendment has prepared a Negative
Declaration determining that the project will not have a significant environmental impact.
WHEREAS, the Planning Commission has considered and recommended to the
City Council that it approve the Negative Declaration and the update and amendment of
the Housing Element of the General Plan.
WHEREAS, in accordance with the provisions of law, a public hearing thereon
has been held,
NOW, THEREFORE, the City Council of the Town of Los Altos Hills does
RESOLVE that the Town hereby adopts the Housing Element of 2002 to replace the
Housing Element of 1998.
PASSED AND ADOPTED at the regular meeting of the City Council of the Town
of Los Altos Hills, this 2nd day of May , 2002 by the following vote:
AYES: Mayor Pro Tem Fenwick and Councilmembers Cheng, Finn and O'Malley

PROJECT DESCRIPTION: One of the mandatory elements of a general plan is a housing
element that assesses a jurisdiction's housing needs and adopts
programs, policies, and quantified objectives to accomplish those
needs. State law requires each city and county to prepare a
housing element that must be updated every five years. The
proposed 2002 Housing Element is the statutory update of the
Town's Housing Element that was last adopted by the Town, and
certified by the State, in 1998.
FINDING: The Town of Los Altos Hills has completed a review of the
proposed project, and on the basis of the attached Initial Study,
has determined that the proposed project could not have a
significant effect on the environment.

INITIAL STUDY
In accordance with the policies regarding implementation of the California Environmental Quality Act of 1970,
this document, combined with the attached supporting data, constitutes the initial study on the subject project.
This initial study provides the basis for the determination whether the project may have a significant effect on
the environment. If it is determined that the project may have a significant effect on the environment, an
environmental impact report will be prepared which focuses on the areas of concern identified by this initial
study.

the Towns is characterized by rural density, rolling terrain and dense vegetation.

DISCUSSION OF ENVIRONMENTAL EVALUATION
(Explanations of responses)
The Housing Element is intended to facilitate ways in which future residential development can
meet the Town's housing needs until 2006. The goals, policies, and programs in the 2002
Housing Element do not specifically propose new development(s) that would directly impact the
environment. The environmental impacts of future residential projects, whether resulting from
policies of the 2002 Housing Element or occurring naturally from infill development, will be
evaluated on a project specific basis. It is likely that most residential projects would be exempted
from CEQA. It is also important to note that the 2002 Housing Element has been shaped in large
part by successful policies that have been in place since the adoption of the last Housing Element
in 1998.

RESOLUTION NO. 02 - O'er
A RESOLUTION OF THE PLANNING COMMISSION OF THE TOWN OF LOS ALTOS
HILLS TO UPDATE AND AMEND THE HOUSING ELEMENT-OF THE GENERAL
PLAN.
WHEREAS, in conformance with State Law Government Code Section 65588
the Town of Los Altos Hills has updated and amended the Housing Element of the
General Plan
WHEREAS, the Housing Element contains goals, policies and programs to
ensure there are adequate opportunities in the Town of Los Altos Hills to provide for
housing needs at all levels of affordability.
WHEREAS, the Town of Los Altos Hills, as Lead Agency for environmental
review on the Housing Element update and amendment has prepared a Negative
Declaration determining that the project will not have a significant environmental impact.
WHEREAS, the Planning Commission has considered and recommended to the
City Council that it approve the Negative Declaration and the update and amendment of
the Housing Element of the General Plan.
WHEREAS, the Planning Commission has determined it is in the public interest
to amend the General Plan; and
WHEREAS, the specific facts supporting the statements in this Resolution are
set out in more detail in the April 3rd, 2002 Initial Study and the April 11th, 2002 Staff
Report. .
NOW, THEREFORE, the Planning Commission of the Town of Los Altos Hills
does RESOLVE as follows:
1. To recommend to the City Council that the Town amend the General Plan
Housing Element Master Path Plan.
