RESOLUTION NO. 103-02
A RESOLUTION OF THE CITY COUNCIL OF THE TOWN OF LOS ALTOS HILLS TO
AMEND THE GENERAL PLAN PATHWAY ELEMENT MASTER PATH PLAN BY
DELETING AND ADDING CERTAIN OFF-ROAD PATHWAY ROUTES AND ADDING
CERTAIN ROADSIDE PATHWAY ROUTES TOWNWIDE.
WHEREAS, the City Council of the Town of Los Altos Hills ("Town") has
reviewed a proposed amendment to the General Plan Master Path Plan as prepared by
the Pathway Committee; and
WHEREAS, the Planning Commission considered the proposed amendment on
September 26, 2002 and recommends to the City Council that it approve the
amendment to the General Plan 'Master Path Plan"; and
WHEREAS, certain designated "Class 2" off-road paths (defined in the General
Plan Pathway Element as an off-road path easement where no path has been
maintained or constructed and not open for public use) and "Class 3" off-road paths
(defined in the General Plan Pathway Element as a future pathway with no existing path
easement, no path constructed or maintained and not open for public use) are proposed
for deletion from the Master Path Plan (see attached Exhibit A) and are not consistent
with the general purposes established for off-road paths as set forth in the1996 General
s ed o
Plan Pathway Element in that: 1. The off-road paths do not provide necessary
connections to nearby schools, 2. The off-road paths do not provide necessary
connections to public open space, 3. The off-road paths do not provide necessary
connections between cul-de-sacs or adjacent neighborhoods; and
WHEREAS, certain designated "Class 2" off-road paths and "Class 3" off-road
paths are proposed for deletion and are located on steep terrain that is not safe and
convenient to traverse and does not conform to the Town's Municipal Code Section 10-
2.606 which states that pathway easements "shall not be located on terrain that cannot
be safely or conveniently traversed by pedestrians or equestrians;" and
WHEREAS, certain designated "Class 3" off-road paths are proposed to be
added to the map (see attached Exhibit A) and will provide recreational opportunities on
Town owned open space or emergency access connections as identified in the Town
Circulation Element, Figure C-4, or connect adjacent neighborhoods; and
WHEREAS, All existing designated "Class 1" off-road paths (defined in the
General Plan Pathway Element as a off-road path with an easement, maintained by the
Town and open for public use) and roadside paths will continue to be maintained by the
Town and are not proposed to be closed from public use (see attached Exhibit A); and
WHEREAS, Certain designated "Class 1", "Class 2" and "Class 3" off-road paths,
existing and proposed roadside pathways (see attached Exhibit A) will adequately

accommodate the current and future pedestrian/ equestrian circulation needs of the
Town in a safe and convenient manner and provide scenicand recreational benefits to
the community; and
WHEREAS, Designated "Class '1 "Class 2", "Class 3" off-road and existing and •
future roadside paths will eventually provide all residents with immediate access
adjacent to or across the street from their residence to a pathway or pathways,for safe
and convenient pedestrian and other non-vehicular travel along Town roads and to
schools and .community facilities, and for 'recreational enjoyment of the natural
amenities of the community and to provide access to and from neighborhoods in the
event of an emergency; and
WHEREAS, Except for connections to regional trail and bikeway networks, as
specifically designated by the Pathway Element, Town paths shall be designed and
intended for local circulation and recreational use; and
WHEREAS, the Initial Study and proposed Mitigated Negative Declaration
prepared for the proposed General Plan Amendment indicate the,proposed project will
not have a significant effect on the environment; and
WHEREAS, The Town Pathway Committee, in accordance with the Pathway
Element of the General Plan, which designates the Committee to be responsible for the
maintenance and development of the Master Path Plan, recommends that the City
Council amend the General Plan Pathway Element Master Path Plan as shown in the
attached Exhibit "A"; and
WHEREAS, the Planning Commission has recommended that the General Plan
Pathway Element Master Path Plan be adopted with specified revisions; and
WHEREAS, in 'accordance with the provisions of law, a properly noticed public.
hearing on the proposed General Plan Amendment has been held; and
WHEREAS, in conducting its deliberations and providing direction with regards to
certain specified areas where certain councilmembers may have a potential conflict of
interest, the City Council bifurcated its consideration of, the areas to allow the
councilmember with a potential conflict of interest to recuse him or herself from that -
portion of the City Council's deliberations and decision; and
WHEREAS, the City Council has determined it is in the public interest to amend
the General Plan; and
WHEREAS, the City Council has determined that the General Plan, as amended,
is internally consistent.

NOW, THEREFORE, the City Council of the Town of Los Altos Hills does
RESOLVE as follows:
1. As to the area included in Bifurcated Area 1, to approve those
amendments the General Plan Pathway Element Master Path.Plan
Map as shown in Exhibit "A", attached hereto and incorporated herein
by reference. (Vote 4=0, Finn abstaining)
2. As to the area included in Bifurcated Area 2, to approve those
amendments the General Plan Pathway Element Master Path Plan
Map as shown in Exhibit "A", attached hereto and incorporated herein
by reference. (Vote 4-0, O'Malley abstaining)
3. As to the area included in Bifurcated Area 3, to approve those
amendments the General Plan Pathway Element Master Path Plan
Map as shown in Exhibit "A", attached hereto and incorporated herein
by reference. (Vote 4-0, Cheng abstaining)
4. As to the area included in Bifurcated Area 4, to approve those
amendments the General Plan Pathway Element Master Path Plan
Map as shown in Exhibit "A", attached hereto and incorporated herein
by reference. (Vote 4-0, Fenwick abstaining)
5. As to the remainder of the proposed amendments to approve those
amendments the General Plan Pathway Element Master Path Plan
Map as shown in Exhibit "A", attached hereto and incorporated herein
by reference. (Vote 5-0)
PASSED AND ADOPTED at the regular meeting of the City Council of the Town
of Los Altos Hills, this 7th day of November, 2002 by the following vote:
AYES: Mayor Fenwick and Councilmembers Casey, Cheng, Finn and O'Malley
NOES: None
