RESOLUTION NO. 30-12
• A RESOLUTION OF THE CITY COUNCIL OF THE
TOWN OF LOS ALTOS HILLS ADOPTING A USE POLICY FOR
PURISSIMA PARK RIDING ARENA AND ROUND PEN
WHEREAS, the Riding Arena and Round Pen at Purissima Park are owned and operated by the
Town of Los Altos Hills ("Town); and
WHEREAS, the Town' Riding Arena and Round Pen Use Policy was developed with input
from the Parks and Recreation Committee after the completion of the arena renovation and other
facility upgrades in 2009; and
WHEREAS, the Town wishes to formally adopt the Riding Arena and Round Pen Use Policy
and its rules and regulations.
NOW, THEREFORE BE IT RESOLVED, that the City Council of the Town of Los Altos
Hills does hereby adopt the Purissima Park Riding Arena Use Policy and its related Rules and
Regulations, attached hereto as Exhibit A.
The above and foregoing resolution was passed and adopted by the City Council of the Town
of Los Altos Hills at a regular meeting held on the 21st day of June, 2012 by the following vote:

Use Policy

Facility Description
The Riding Arena and Round Pen at Purissima Park are owned and operated by the Town of Los Altos Hills. They are
located on nearly 1/3 of an acre at 27400 Purissima Road in Los Altos Hills.
The Riding Arena is approximately 180' x 90'. The Round Pen is approximately 20' in diameter. The Riding Arena
was renovated in 2006 by the Town with grant funds from the State of California's Safe Neighborhood Parks, Clean
Water,Clean Air and Coastal Protection Bond Act of 2000.
In 2009 the Town,in cooperation with the Los Altos Hills Horseman's Association(LAHHA),added four holding pens,
a wash rack and four tie-racks to the facility. These upgrades enhance the facility's versatility and safety for all those
who desire to use it.
Facility Mission Statement
The Town Riding Arena and Round Pen are public facilities. They are free to use on a drop-in basis to exercise and
train one's horse. The Town also schedules the facility for various community events and activities. The Town issues
permits for such activities.
General Use
1. The Riding Arena and Round Pen facilities are open from sunrise to sunset.
2. Alert those in the Arena when you enter or leave.
3. Adult supervision is recommended for children under the age of 18 riding in the Arena and the Round Pen.
4. All children under the age of 18 must wear a helmet when mounted. It is recommended that adults wear a helmet
when mounted.
5. Turnout is not allowed at any time in the arena. It is allowed in the round pen.
6. Riding takes precedence over lungeing. See Lungeing Guidelines below.
7. Pass left shoulder to left shoulder while riding. Experienced riders shall give way to inexperienced riders at all
times.
8. Please prevent your horse from pawing or chewing. Holes and sand displaced by jumping must be raked and
filled by the rider.
9. Arena users must remove manure prior to leaving the Arena. Manure must always be placed in a manure cart or
bin.
10. Sitting on the gates or fencing is not allowed.
11. Gates shall remain closed at all times.
12. No horses are allowed to be in the area between the Arena and the hillside when horses are in the arena.

13. No more than eight(8)horses in the Arena at one time except for group lessons,play days and clinics.
14. The rider assumes risk at all times when using the Arena and/or the Round Pen.
Lungeing Guidelines
1. Before lungeing or,when a rider enters while lungeing,verify that the rider(s) is comfortable with you lungeing.
Riders'needs have priority.
2. If someone is riding,only one horse can be lunged at the same time.
3. Use the lunge whip with awareness and caution if others are present.
4. Keep your horse off the track while lungeing if there is a rider present. Leave enough space between your circle
and the rail for the rider to safely pass through if necessary.
5. Don't leave lunge lines hanging on the rail—you may hang them on the brass hooks on the outside of the Arena.
Jumping Guidelines
1. If jumps are taken down put them back together when you depart or return the standards,poles and filler to the
jump storage area. Do not throw the jump over the fence or leave parts to the side.
2. Don't setup jumps on the track. Leave at least 12'between the rail and the fence.
3. Putexcess jumps and standards in the jump storage area. Do not place them in a pile in the arena or off to the
side of a jump.
4. If your horse breaks a jump,notify the Parks and Recreation Department. You may be responsible for the cost of
repairs or replacement.
5. Wear a SEI-approved helmet when jumping,regardless of your age.
6. When jumping,call out your intended jump(s)if non-jumping riders are present.
7. If your horse knocks down a jump,put it back together before you leave.
Arena Closure
1. The Riding Arena may be closed for scheduled activities, Town maintenance, or inclement weather. Closure
signage will be posted at the facility. A chain and/or a lock mean the Arena is closed.
2. Cooperate with Town staff in the performance of their duties. Be prepared to vacate the Arena,if needed.
Arena Maintenance
1. Facility users must vacate the Arena during maintenance periods. Town staff generally performs Arena
maintenance on Friday mornings.
Reservations
1. The Town Riding Arena and round pen may be reserved for special events. If you don't reserve the Riding Arena
or Round Pen,other users may use the facilities during your event. Any event that requires a significant portion
of the riding facility reduces availability of the facility to its regular users and the organizer must apply for an
arena reservation.
2. Parties interested in reserving Arena time must submit a completed Arena Reservation Request form to the Parks
and Recreation Department. Call 650-947-2518 to check on facility availability. Reservation forms are available
at Town Hall and on the Town's website.

3. To reserve time and to receive a use permit,applicants must provide a current insurance certificate which meets
the Town's insurance requirements(see below).
4. The Los Altos Hills Horseman's Association (LAHHA) has a formal agreement with the Town to schedule a
maximum of 12 events per year in the riding arena. Their schedule is made available every year by February 15.
5. Other requests will be classified and handled on a first-come,first-serve basis after February 15.
6. A responsible party(18 or older)or an organization representative must complete the reservation form.
7. Reservation forms must be completed and received by the Parks and Recreation Department no later than 10
calendar days prior to the reservation date.
8. The Parks and Recreation Department will issue an arena and/or round pen use permit within 72 hours after all
fees and paperwork have been submitted AND the use request has been approved.
9. Parks and Recreation staff will approve or deny all reservation requests.
10. Failure to pay fees or submit the required paperwork will result in a denial of the request.
11. Cancellations by the applicant must be made in writing, email or fax and must be received by the Parks and
Recreation Department at least 5 calendar days in advance of the requested date in order to receive a refund.
Cancellations due to rain are eligible for a refund provided the applicant calls the Parks and Recreation
Department the next working day.
12. Reservations are non-transferrable. Permits may not be re-assigned or sub-let to another party.
Use Priority
1. When more than one reservation application is submitted for the same dates and times,Arena and Round Pen use
is awarded on the following basis.
TYPE I: Programs and activities of the Town of Los Altos Hills and the
Town of Los Altos Hills Parks and Recreation Department
TYPE II: LAHHA,as per contractual agreement with the Town
TYPE III: Los Altos Hills based registered 501-(c)3 non-profit organizations
TYPE IV: Licensed Los Altos Hills based for-profit businesses,organizations
and Town residents.
TYPE V: Non-Los Altos Hills based non-profit organizations
TYPE VI: Non-Los Altos Hills based for-profit businesses,organizations and
non-residents.
Professional Users
1. When the Riding Arena or Round Pen are used by professional equestrians,a use fee of$5.00 must be paid to the
Town of Los Altos Hills for use of the facility. Use Fees may be tracked and paid at the end of each month for
multiple uses.
2. Use Fees are to be paid by all parties who receive any form of compensation for their time while using any part of
the Town riding arena facility. Giving lessons or conducting training sessions,supervising a rider in exchange for
money or other services,providing care for a horse in exchange for money or goods all require the remittance of a
use fee to the Town of Los Altos Hills.

3. Users who meet the United States Equestrian Federation's requirements to be considered a professional must
remit a use fee when using the facilities. Please refer to USEF GR1306 and GR1307 for professional and amateur
definitions.
Insurance Requirements
1. To receive a use permit for this facility, users shall file with the Town a certificate of insurance before
commencing use. The insurance requirements are as follows:
a. General liability and property damage combined $1,000,000.00 per occurrence including comprehensive
form, personal injury, broad form personal damage, contractual and premises/operation, all on an
occurrence basis. If an aggregate limit exists, it shall apply separately or be no less than two (2) times the
occurrence limit.
b. Prior to commencement of services, insurance coverage must be evidenced by a properly executed
certificate of Insurance and it shall name "The Town of Los Altos Hills, its elective and appointed officers,
employees,and volunteers"as additional insureds.
c. NOTICE OF CANCELLATION: The Town requires 30 days written notice of cancellation. Additionally,the
notice statement on the certificate should not include the wording"endeavor to" or"but failure to mail such
notice shall impose no obligation or liability of any kind upon the company,its agents or representatives."
d. To prevent delay and ensure compliance with the requirements of the specifications, the insurance
certificates and endorsements must be returned to:
