RESOLUTION NO. 16-12
A RESOLUTION OF THE CITY COUNCIL OF THE
TOWN OF LOS ALTOS HILLS AUTHORIZING A
REORGANIZATION OF THE ENGINEERING DEPARTMENT
WHEREAS, the City Council Adopted 2011-12 Budget includes funding for one full-time
Engineering Technician position in the Town's Engineering Department; and
WHEREAS, an independent evaluation of the Town's Engineering Department identified
structural deficiencies in the current staffing level and recommends a departmental
reorganization to ensure the Department's long-term success; and
WHEREAS, the City Manager's Proposed 2012-13 Budget will include a reorganization of the
Town's Engineering Department to provide the professional services and personnel resources;
and
WHEREAS, the Engineering Department reorganization requires reallocation of funding
historically dedicated to the Engineering Technician position; and
WHEREAS, Section 9.4.1 of the Personnel Rules and Regulations authorizes the City Council
to abolish funding for any position;
NOW THEREFORE, the City Council of the Town of Los Altos Hills does hereby resolve as
follows:
1. The City Council does hereby adopt a Statement of Intent to abolish funding for the
position of Engineering Technician in the 2012-13 budget; and
2. The City Council does hereby authorize the City Manager to execute and deliver
documents necessary to facilitate the layoff of the incumbent Engineering Technician
effective June 30, 2012; and
3. The City Council does hereby adopt the Assistant/Associate/Senior Engineer job class
specifications as attached hereto in Exhibit A; and
4. The City Council does hereby amend the salary schedule to establish salary ranges for
the Assistant/Associate/Senior as attached hereto in Exhibit B; and
5. The City Council does hereby authorize the City Manager to begin recruitment of a
new Associate/Senior Engineer with a start date of July 1, 2012.
The above and foregoing resolution was passed and adopted by the City Council of the Town of
Los Altos Hills at a regular meeting held on the 19th day of April, 2012 by the following vote:

ASSISTANT/ASSOCIATE/SENIOR ENGINEER SERIES
JOB CLASS SPECIFICATIONS
DEFINITION
To perform professional and technical engineering work in assigned area of responsibility
including design, land development, construction,traffic, or environmental engineering.
DISTINGUISHING CHARACTERISTICS
Assistant Engineer (FLSA Non-Exempt) — This is the entry level in the professional
engineering series. Positions in this class possess the applicable educational and training
background required of classes in the professional engineering series, yet typically lack
the full range of practical work experience. The Assistant Engineer class is distinguished
from the Associate Engineer by the performance of less than the full range of duties as
assigned to the journey level class within this series as well as the fact that it is not
required that the Assistant Engineer possess an Engineer-in-Training (EIT) certification.
This class may continue to be used as a training class in that incumbent may have only
limited related work experience. Incumbents work under direct supervision while
learning job tasks and under general supervision as experience and skill levels increase.
Once learned, incumbents are expected to operate more independently. Receives general
supervision from the Public Works Director/City Engineer, and may receive functional or
technical supervision from other higher level department staff.
Associate Engineer (FLSA Non-Exempt) — This is the journey level class in the
professional engineering series. Positions in this class possess the applicable educational
and training background required for classes in the professional engineering series,
including appropriate certificates and licenses in the field, as well as practical work
experience. The Associate Engineer is distinguished from the Assistant Engineer by the
performance of the full range of duties as assigned with only minimal instruction or
assistance. Incumbents work independently, seeking assistance only as new or unusual
situations arise. Positions in this class are flexibly staffed and may be filled by
advancement from the Assistant Engineer class, assuming the incumbent possesses the
appropriate Engineer-In-Training (EIT). Positions in this class must also have excellent
written and verbal communication skills as evidenced by the ability to competently prepare
written staff reports and recommendations for more complex engineering projects and to then
effectively present such information at public meetings. Receives direction from the Public
Works Director/City Engineer and may receive functional or technical supervision from

other higher level department staff. May exercise technical and functional supervision
over less experienced professional positions and technical staff.
Senior Engineer(FLSA Exempt)—This is the advanced journey level class in the professional
engineering series. This class is FLSA-exempt under the Learned Professional Exemption.
Positions in this class perform the more complex professional engineering work and may
supervise the work of lower level professional and technical engineering staff and/or the Town's
maintenance crew. Appointment to this level requires considerable knowledge of engineering
design and construction, subdivision laws and, as necessary,traffic engineering,utility system
design or environmental engineering. Positions in this class Must have excellent written and verbal
communication skills as evidenced by the ability to competently prepare written staff reports and
recommendations for more complex engineering projects and to then effectively present such information
at public meetings. Receives direction from the Public Works.Director/City Engineer. The Senior
Engineer serves as the Acting Public Works Director/City Engineer in the department head's Engineer's
absence. May exercise indirect functional and technical supervision over other professional,
technical and maintenance staff.
EXAMPLES OF DUTIES
Duties may include,but are not limited to,the following:
• Perform professional and technical engineering work relative to assigned area of
responsibility such as design, land development, capital improvements, roadways and
traffic,pathways, and park facilities.
• Designand prepare plans and specifications for public works projects including streets,
storm drains, sanitary sewer lines; research project design requirements; perform
calculations and prepare estimates of time and material costs.
• Develop revised design and construction standards for public works structures and
appurtenances.
• Investigate field problems affecting property owners, contractors and maintenance
operations;resolve problems or refer as appropriate.
• Administer design and construction contracts; coordinate and review
the work of outside
consultants; review and recommend payments and billing for contracted services related
to assigned projects;negotiate prices and schedules, as necessary.

• Request and participate in the collection of survey and mapping data.
• Prepare estimates and feasibility reports for new or modified services and structures.
• Participate in the plan check, review and processing of plans for private developments
affecting Town streets, sewers, drains and related public works facilities; assure
compliance with appropriate codes, ordinances,rules and regulations.
EXAMPLES OF DUTIES(CONTINUED)
• Prepare visual presentations and staff reports.
• Prepare special engineering studies and reports.
• Coordinate public works activities with other Town departments and with outside
agencies.
• Assist in the development and implementation of Town and/or departmental goals,
policies,procedures and priorities.
• Interpret and apply relevant codes, ordinances, rules and regulations; and as assigned,
oversee regulatory agency permits and requirements.
• Check plans for accuracy, suitability and completeness, and make recommendations for
revision and improvement.
• Meet and confer with developers, contractors, engineers and the general public relative to
Town policies, regulations and procedures; coordinate discrepancies and problem
situations with a wide variety of outside parties.
• Administer and/or oversee the administration of contracts; review and approve payments
and billings for contracted services.
• Serve as staff to a variety of Town and outside committees as assigned.
• Oversee and participate in the review of projects under construction in the field; resolve
complaints and problems in the field between the inspectors and developers, contractors
and/or engineers.

• Oversee and participate in the review of private development proposals including
subdivision and parcel maps.
• Prepare and oversee the preparation of engineering designs, specifications and cost
estimates for a wide variety of capital improvement projects.
• Coordinate maintenance of Town owned facilities, equipment, and vehicles.
• Prepare maps using CAD.
• Field work to prepare Capital Improvement Projects.
• Perform other duties as assigned.

MINIMUM QUALIFICATIONS
Assistant Engineer
Knowledge of: Principles and practices of engineering as applied to public works,
infrastructure, transportation, land development or utilities; methods, materials, tools and
equipment used in engineering construction; principles of algebra, geometry and
trigonometry and their application to engineering; strengths, properties and uses of
engineering construction materials. •
Ability to: Prepare plans and drawings neatly and accurately; prepare engineering design
computations and check, design and prepare engineering plans and studies; learn and
understand Town engineering policies and procedures; learn applicable laws and
regulatory codes applicable to areas of assigned responsibility; communicate clearly and
concisely, both orally and in writing; use and care for engineering and drafting
instruments and equipment; ability to lift equipment and supplies up to 25 pounds;
prepare reports encompassing raw technical data; prepare effective cost estimates and
recommendations; establish and maintain effective work relationships with those
contacted in the course of work.
Experience and Training Guidelines: Two years of professional experience is necessary;
equivalent to a bachelor's degree from an accredited college or university with major
course work in civil engineering.
Required Licenses or Certificates: Possession of a valid California driver's license;
possession of a California Engineer-In-Training(EIT)Certificate preferred.
Working Conditions: May be required to attend to service issues after normal business
hours. This position requires field work and interacts with the public.
Physical demands: Must possess mobility to work in a standard office setting and to use
standard office equipment, including a computer, and to attend meetings at various sites
within and away from the Town, and have availability to work off-hours shifts or events
as required; strength to lift and carry materials weighing up to 40 pounds; mobility to
lead groups in activities involving steep or rough terrain; ability to work outdoors in a
variety of weather and temperature conditions; vision to read printed materials and a
computer screen; and hearing and speech to communicate in person and over the
telephone.

Associate Engineer
In addition to the requirements for the Assistant Engineer:
Knowledge of: Applicable laws and regulatory codes relevant to assigned area of
responsibility; methods, materials and techniques used in the construction of public
works and utilities projects; modern standards of alignment, grade, and compaction of
streets; topographic and construction surveying; strengths, properties and uses of
engineering construction materials; storm water quality requirements from other
regulatory agencies; CalTrans requirement for projects involving grant funds.
Ability to: Administer contracts and coordinate and review the work of outside
consultants; design common engineering structures and facilities; use drafting and
surveying instruments to prepare maps, plans, cross-sections and profiles; ability to lift
equipment and supplies up to 40 pounds;prepare quantity and cost estimates.
Experience and Training Guidelines: Two years of responsible civil engineering
experience performing duties comparable to those of an Assistant Engineer in a public
agency; equivalent to a bachelor's degree from an accredited college or university with
major course work in civil engineering.
Required Licenses or Certificates: Possession of a valid California driver's license;
possession of a California Engineer-In-Training (BIT) Certificate. License as a
Registered Civil Engineer with the State of California is highly desirable.
Working Conditions: May be required to attend meetings after normal business hours.

Senior Engineer
In addition to the requirements for the Assistant Engineer&Associate Engineer:
Knowledge of: Principles and practices of relevant area of engineering expertise as
applied to new development, municipal public works, traffic and environmental
regulatory design and permits; applicable laws and regulatory codes related to
development, operations, design and construction; traffic and/or environmental
engineering; methods and techniques used in the design, construction and surveying of a
variety of public works projects; principles of organization, administration and personnel
management.
Ability to: Interpret and apply applicable codes, ordinances, rules and regulations related
to development and construction, traffic safety and traffic engineering, hydrology or
utility system and environmental engineering design; interpret, review and analyze
development proposals, plans and specifications; make complex engineering
computations and check, design and supervise the construction of a variety of public
works projects; perform professional and technical support services relative to assigned
area of responsibility; administer contracts; prepare specifications and write technical
reports; communicate clearly and concisely, both orally and in writing; establish and
maintain effective working relationships with those contacted in the course of work.
Experience and Training Guidelines: Four years of increasingly responsible civil
engineering experience, including one year lead capacity responsibilities; and equivalent
to a bachelor's degree from an accredited college or university with major course work in
civil engineering.
Required Licenses or Certificates: Possession of a valid Certificate of Registration as a
professional civil engineer in the State of California may be required; possession of a
valid California driver's license.
