HomeMy WebLinkAbout02/14/1972PLANNING COMMISSION TOWN OF LOS ALTOS HILLS MINUTES OF A REGULAR MEETING February 14, 1972 REEL PC -6 Side 1 Track 2 00 -End Side 2 Track 2 00-40 Chairman McReynolds called the Regular Meeting of the Planning Commission of the Tan of Los Altos Hills to order at 7:50 P.M. at the Town Hall, 26379 Fremont Road, Los Altos Hills, California. The following members answered roll call: Commissioners Lachenbruch, Mueller, Perkins, Weisbart, and Chair- man McReynolds. Absent: Commissioner: Magruder. Commissioner Spencer arrived at 8:20 P.M. CITY COUNCIL REPRESENTATIVE: Councilman Davey APPROVAL CF MINUTES: Minutes of Nov. 22, 1971 were not yet completed for approval. COMMUNICATIONS: None ANNOUNCEFffiNTS: None ADJOURN TO STUDY SESSION at 8:00 P.M.: Open Space Inventory Review. Mr. Charles S. McCandless, Chairman of the Open Spice Committee stated that the sub -committees had nearly completed their respective inventories of open space within their districts, thus culminating Phase I. He noted Phase II will consolidate each district's inventory onto one map and then it will be presented to the Planning Commission for determination of which areas are to be incorporated into the Open Space General Plan Element. This determination would be based upon what the Town desires and can realistically afford and also would provide a priority for its attainment. Following Mr. McCandless's presentation, the discussion lead to the need for a statement to clarify the Town's Sphere of Influence boundaries. RECCNVENE TO REGULAR SESSION AT 9:00 P.M. MOTION, SECCNDED AND CARRIED: Commissioner Weisbaxt moved, seconded by Perkins and carried unanimously to recommend the following resolution to the Council for adoption. WHEREAS, the Town of Los Altos Hills was incorporated to preserve the rural nature of the area and has adopted stringent rules and regulations con- trolling subdivisions and building on hillside land, and WHEREAS, the areas as noted below consist chiefly of land on which de- velopment must be carefully controlled to prevent irreversible damage to the delicate ecological balance of this mountain backdrop. NOW, THEREFORE BE IT RESOLVED THAT: 4 The City Council of the Town of Los Altos Hills go on record insisting that the Spheres of Influence for Los Altos Hills be established as follows: f w A. LOS ALTOS HILLS/CUPERTINO Starting at a point on the south side of the "Kaiser Ridge" on the Palo Alto City Limit line, then easterly along the south side of "Kaiser Ridge" to Permanente Creek and then northerly along Permanente Creek to the Junipero Serra Freeway, then northerly along the the Junipero Serra Freeway to Magdalena Road B. LOS ALTOS HILLS/PALO ALTO Starting at a point on the south side of "Kaiser Ridge" on the Palo Alto City Limit line (same point of beginning as in "A", then northerly along the Palo Alto City Limit line approximately 2000 feet to the Duveneck property line, then following the southerly and westerly property line of the Lands of Duveneck (this line also being the present City Limit line of Palo Alto), then northerly to the intersection of Moody Road and Page Mill Road, then along the westerly City Limit line of Los Altos Hills to its intersection with Page Mill Road (approximately 200 feet north of Linda Lane), then southeasterly along the present Palo Alto City Limit line to its intersection with Arastradero Road. Commissioner Weisbart was excused at 9:00 P.M. 1. Review Paper entitled: " Los Altos Hills - Open Space and You". Staff reviewed that the Council had requested the .Planning Commission to re- [ view this paper prepared by Councilman Corbett and provide comments back to bw the Council by Feb. 22, 1972. In reviewing the paper the Commission's approach was on the premise that the Town encouraged open space and they therefore recommended that a resolution to that effect be added to Section I on "Open Space Today". 6 MOTION, SECONDED AND CARRIED: Commissioner Perkins moved, seconded by Mueller and carried unanimously that it be recommend_d to the Council to incorporate a policy statement into the paper "Los Altos Hills - Open Space and You" which would encourage temporary open space by granting cancellation of contracts on a reasonable and equitable basis. Following additional review with floor comments heard from Mr, H, Reiser, 27669 Central Drive, the Commission concurred with other minor changes to the paper. MOTION, SECONDED AND CARRIED: Commissioner Spencer moved, seconded by Lach- enbruch and carried unanimously that the document "Los Altos Hills - Open Space and You" be recommended to the Council, as amended, 2. Approval of Recommended Changes in the Town's "Standard Specifications for Subdivisions". The Commission concurred to continue this item to the Feb. 28, 1972 Study Session -2- 4W 3. Use Permit for a Boarding Stable at 24970 O'Keefe Lane (UP 363-721 Former Melton -Ranch). Applicant: Z. Brandstetter. Staff stated Mr. Brandstetter had purchased the Melton Ranch and wished to continue operations as a boarding stable with the following changes: 1) Reduce the allowable number of hozaeo fv m eighteen (18) to fourteen (14). 2) Remove some non -conforming buildings along the south side of property. 3) Build a pool. 4) Enlarge three corrals along the west side of the property. 5) Install restrooms in an existing barn. Noting these changes would improve the existing conditions, Staff recommended that a new Use Permit be granted the applicant. Commission review of the conditions of the Use Permit ensued and floor comment was heard from Messrs: A.M. Laws, 11210 Hooper Lane, M. J. Brown 12670 O'Keefe, R. Stutz, 25310 Elena, and Mr. Brandstetter. Discussion evolved around amendment of item #2 regarding installation of restrooms in a non- conforming structure. It was noted that the improvements would be no implication as to the continued use of these non -conforming structures. An additional item was added regarding removal of manure. MOTION, SECONDED AND CARRIED: Commissioner Spencer moved, seconded by Perkins and carried unanimously that the request of Mr. Z. Brandstetter (Shalom Acres) for a Use Permit for a boarding stable at 24970 O'Keefe Lane be recommended to the Council in accordance with the 15 conditions, as amended Feb. 14, 1972. 4. Building Site Approval (BSA -74-72) for one lot (2.1 acres gross) located on North Side of Moody Road, 900 feet west of Moody Court. Applicant: Peter Lindes; Engr. J. W. Riley. Staff reviewed that this lot located on the north side of Moody Road, west of Moody Court was the site of a home a few years ago. Since then, all improve- ments have been removed and the site now available for building a new resi- dence requires building site approval as the lot was created over ten years ago. Staff recommended the following: 1) Remove the existing redwood tank. 2) Dedicate road right-of-way as required by the Santa Clara County Dept. of Public Works. 3) Require road improvements to satisfaction of the Santa Clara County Dept. of Public Works. 4) The new driveway should be shifted to the west of the existing driveway and should be located in the general vicinity of the existing water meter. 5) There should be no structural development in the quarry area without an adequate detailed soils engineering study. 6) Provide an adequate solution to the possible drainage problem through the building site. Solution to this problem is to be handled at the Site Development stage. 7) Pathway requirements as recommended by the Pathway Committee. -3- Commission discussion of the check list ensued. Flocs comments were heard from Messrs. A. M. Laws, D. Jansson, 37449 Sherlock Road and the applicant. Mr. Lindes requested he be allowed to retain the water tank for irrigation and fire protection. Commission concurred. MOTION, SECONDED AND CARRIED: Commissioner Perkins moved, seconded by Lachenbruch and carried unanimously that the request of Peter Lindes (BSA 74-72) for Building Site Approval for one lot be recommended to the Council in accordance with the amended check list dated Feb. 14, 1972, 5. Recommend Disposition of a 8.124 acre Parcel of State owned Surplus Land on O'Keefe Lane. Staff reviewed the letter from the Division of Highways placing a fair market value of $20,100 on the 8.124 acre parcel of State owned excess land on O'Keefe Lane and that the City Council asked that this be agended for them on Feb. 22, and requested comments from the Planning Commission prior to that time. Mixed reactions were expressed by the Commission regarding the wisdom of purchasing this acreage, but noting that financing would be a Council deter- mination, the Commission did agree that control of this open space would be beneficial. Floor comments in favor of acquiring the property were heard from Mr. M. J. Brown, Mrs. M. Saviano, and Mr. R. Stutz. MOTION, SECONDED AND CARRIED: Commissioner Mueller moved, seconded by Perkins and carried unanimously to recommend to the Council that the Town retain control of the 8.124 acre parcel on O'Keefe Lane through purchase if necessary and that State financial aid for trails be investigated as a as a possible means of assistance in this purchase. ADJOURNMENT: There being no further business, Chairman McReynolds adjourned the meeting at 12:29 A.M. to NEXT REGULAR MEETING: Monday, Feb. 289 1972, at the Town Hall.
