MINUTES OF A REGULAR MEETING
April 10. 1972

Secretary Spencer called the Regular Meeting of the Planning Commission of the Town
of Los Altos Hills to order at 7:55 P.M. at the Town Hall, 26379 Fremont Road, Los
Altos Hills, California. The following members answered roll call: Commissioners
Lachenbruch, Magruder, Perkins, Spencer. Commissioner Weisbart arrived at 8:10 P.M.
Absent: Commissioner Mueller and Chalrman McReynolds.
CITY COUNCIL REPRESENTATIVE: Councilman Helgesson
APPROVAL OF MINUTES:
Minutes of March 27, 1972.
Commissioner Perkins asked that the following changes be made for clarification:
1. The last sentence In Paragraph 2 on page 3 should read: "The Planning Commisslon
t at that time formally recommended to the City Council that the 20' wide
rI 'Future Street Widening Strip' be abandoned along all of Fremont Road."
2. Add to the end of the last sentence in the first paragraph on Page 4:
"as they are unfair, If not Illegal encumbrances on the land and create prob-
lems in both the sale and development of property."
Commissioner Lachenbruch moved, seconded by Magruder and carried unanimously that
the Minutes of March 27, 1972 be approved as corrected.
COMMUNICATIONS:
I. Memorandum dated March 29, 1972 from City Attorney, Robin Faisant re: "Future
Widening Strips" along Fremont Road. This Item Is to be agendad on the April 24
meeting so this memo will be considered at that time.
2. Notice of Special Meeting of the Palo Alto Planning Commisslon for Wed. April 12,
1972, at 7:30 P.M. The subject of "Foothill Open Space" will be discussed.
3. Notice of a Public Hearing to be held April 26, 1972 by the Santa Clara County
Board of Supervisors on the extension of Interim Zoning Ordinance No. NS -9.211
ilmlting development In the Monte Bello Ridge Area.
4. Annual Report of Planning Commission activities for the period Feb. 8, 1971 to
Jan. 1, 1972. Due to the absence of two members, this was carried over to the
April 24th meeting for approval.
COMMITTEE REPORTS: None.
v ADJOURN TO STUDY SESSION. 8:05 P.M. - (PC -7; Side 2, Track I - 433)
I. Amendments to the Town's Zoning Ordinance were discussed. After 45 minutes It
was concluded that a special meeting should be called for study purposes only.
The City Manager was asked to set up such a meeting.
2. Items needing funding In the 1972-73 Town Budget were discussed. Town Planner
George Mader reviewed the many elements of the General Plan and the estimated cost
of each. The Planning Commissioners concurred that the amounts recommended by Mr.
Mader should be Included In the 1972-73 Budget along with a contingency fund of
$500 and $3,000 for the start of a Geological Study to supply input to the "Seismic
Safety Element". The Commissioners also agreed that In addition to the $13,310
which Includes $4,410 for retainer and $1,800 for Technical Advisory Committee
to the Mountain Study, any unexpended funds from this year be carried over Into next
year. These would be funds earmarked for General Plan work In the 1971-72 budget,
but not completed.

I. TENTATIVE MAP FOR JEROME H. BISHOP (385-72) PURISSIMA AND LA PALOMA ROADS, 4
LOTS 4.36 GR. ACRES. ENGR. JOHN W. RILEY
Staff presented background information on this application as follows:
This property Is bounded by Purlssima, La Paloma, Alta Tierra and an unnamed private
cul-de-sac (on some City maps this cul-de-sac carries the name of "Sunny Court").
It Is designated as Parcel "A" of Lands of Noller created by Planning Commission
and Council action In February of 1970. It contains 4.3627 acres.
This property in general Is long and narrow with possible driveway access from all
four adjoining roads. Sanitary sewers are not available at this time. Storm
runoff will generally be to the unnamed cul-de-sac and Purlssima Road. The average
slope of this parcel Is 11.20%, which requires a minimum lot size of 1.02 acres.
Each lot complies with this requirement. Dedications for roadway purposes have been
obtained for Alta Tierra, La Paloma and Purissima Roads and a private road easement
for the unnamed cul-de-sac. This cul-de-sac at this time serves three parcels and is
a 16' wide graveled road. In 1970, at the time Parcel "A" was created, no fees
were paid as Parcel "A" was not accepted as an approved building site.
Staff recommended that this Tentative Map be approved, subject to:
(1) Vehicular access be prohibited along the Purissima Road frontage of Lot #3.
(2) A name for the private cul-de-sac satisfactory to the owners and the Fire
Department shall be submitted. (Applicant has submitted the name "Calle del Sol"
(3) The private cul-de-sac shall be Improved to Town Standards.
(4) A turnaround at the end of the cul-de-sac shall be constructed to the satisfac-
tion of the Fire Department.
(5) All appropriate fees connected with this subdivision shall be required.
Pathway Committee recommended a 5' wide pedestrian easement be acquired running along
litaw the southeast property line connecting the end of the cul-de-sac and Alta Tierra
Road, The Commissioners stated they preferred the use of La Palona Road for this
path. The Health Department recommends that all four parcels be served by sanitary
sewers as well as Mr. Nolier's home. (Parcel 'B")

Staff was asked to check back with the Health Department on their requirement for
sanitary sewers, since the lots cannot be served by gravity by any existing sewer
main.
Mr. Jerome Bishop stated he would pave the cul-de-sac full width to Town standards
and would work out with his neighbors and Mr. John Riley a solution to the drainage
problem.
MOTION, SECONDED AND CARRIED: Commissioner Perkins moved, seconded by Spencer, and
carried unanimously that this Tentative Map be continued to the May 8th meeting
In order to have Information presented showing a solution to the drainage problem
and results of percolation tests. The applicant concurred with this continuance.

Staff reported that this application was before the Planning Commission In September
1970, at which time the Planning Commission voted to continue the matter to allow
staff and the applicant to (1) resolve drainage requirements; (2) update the map
In accordance with the Map Check List to Indicate 160' circles, that existing trees
be shown, and to extend the contour lines to cover the entire site; (3) prepare a
Check List for distribution to the Commission; (4) assure deeded access to a public
road.
After this meeting, the applicant appealed to the City Council for exception from
Building Site Approval Ordinance No. 102, arguing that since this subdivision was
approved by the Town in 1959 It should not have to comply with this ordinance.

approval for his two lots and has re -submitted his map, complying with the requests
made of him In September of 1970.
This property was subdivided Into two lots in 1959 and recorded as Tract #2639. The
property Is vacant. Lot #1 is mainly clear, except for the heavily wooded canyon.
Lot #2 has a fairly uniform tree cover on the southwest half of the lot. Years
ago an old road was graded from this property to the Neary property to the southeast,
but this road has been barricaded at the property line. The Neary property drops

commends no pathway easement be acquired. Access through the property is virtually
Impossible due to the sheer drop along the south side.
Staff recommended that this building site approval request be granted, subject to:
(1) In -lieu payment for Park and Open Space per Ordinance No. 117.
(2) Compliance with Septic Tank Ordinance No. 136.
(3) Installation of a standard fire hydrant at the Intersection of this property
and La Loma Drive.
(4) Provide

Commissioner Perkins commented on a potential drainage problem at the Intersection
of the driveway and La Loma Drive and suggested that an Item be added on the Check
List requiring the applicant to solve this problem as the driveway is constructed.
MOTION, SECONDED AND CARRIED: Commissioner Perkins moved, seconded by Spencer and
carried unanimously that the Tentative Check List be read adding the following
statement under (3) Drainage:e (c) Attention Is to be given to the drainage prob-
lem at the end of the driveway to Insure that the runoff Is conducted Into the
drain on La Loma Drive".
MOTION, SECONDED AND CARRIED: Commissioner Spencer moved, seconded by Magruder, and
carried unanimously that Building Site Approval be granted In accordance with the
conditions of the approved check list.
3. BUILDING SITE APPROVAL FOR RICHARD TOBIAS (BSA -77-72) CANARIO WAY, 1 LOT
1.002 ACRES. (PC -7• Side 2 Track I - 772)
Staff reported that this lot (Lot 2 of Tract 2895) was created in May, 1961 and Is
located at the end of Canarlo Way. it slopes gradually from north to south. Town
Engineer, Jerry Crabtree mentioned the presence of ground water on adjacent lots and
this should be watched for In the design of the house foundations. Staff recommended
approval subject to:
I. In -lieu payment for Park and Open Space per Ordinance No. 117.
2. Compliance with Septic Tank Ordinance No. 136.
MOTION, SECONDED AND CARRIED: Commissioner Spencer moved, seconded by Perkins and
carried unanimously that the Tentative Check List be read.
MOTION, SECONDED AND CARRIED: Commissioner Spencer moved, seconded by Magruder, and
carried unanimously that Building Site Approval be granted In accordance with the
conditions of the approved check list.
4. ACTION ON ZONING ORDINANCE REVISIONS (PC -7• Side 2 Track I - 825)
A special study meeting will be called to consider proposed amendments to the Town's
Zoning Ordinance.
