Vice Chairman James Mueller called the regular meeting of the Planning
Commission of the Town of Los Altos Hills to order at 7:48 P.M. in the
City Council Chambers of the Town Hall, 26379 Fremont Road, Los Altos
Hills, California. The following members answered roll call:
Commissioners Lachenbruch, Magruder, Spencer, and Vice Chairman Mueller.
Absent: Commissioner McReynolds. Commissioner Weisbart arrived at
8:10 P.M.

APPROVAL OF MI;JUTES: September 11, 1972
Commissioner Spencer moved, seconded by Mueller and carried by majority
vote [Commissioners Lachenbruch, Magruder, Perkins abstained as
absent} that the minutes of September 11, 1972 be approved as submitted.
COMMUWICATIOAS:
1. Staff read the City of Palo AltoOs Planning Commissions Agenda
regarding prezoning of Peter Coutts Road property for low -moderate
(- income housing and the division of land located at Hillview and
Coyote Road owned by Xerox Corporation.
2. Staff read their memo regarding meeting nights for October. Due
to the five week month (plus two Monday holidays), Planning
Commission was asked if meeting on October 10 and October 30
' would be agreeable. Commission concurred that these two nights
would be scheduled for their meetings.
COMMITTEE REPORTS:
1. Commissioner Spencer reviewed the recent Hillside Committee meeting.
ANNOUNCEMENTS:
1. Staff reported there had been a request to continue Item No. 2 of
the agenda--Bergrun Variance Request. Planning Commission concurree
to continue this item to the October 10, 1972 Planning Commission
meeting.

1. TRAFFIC STUDY DATED SEPTEMBER 1972
4W Town Planner, George Mader, gave a brief up-to-date synopsis of the
Traffic Study. Tom Vlasic of Wm. Spangle s Associates presented slides
on the major problem areas of the peripheral roads in the Town. The end
result of the general discussion which ensued was that the Town most
decide a bike/horse/pedestrian policy which is more explicit than what
the Town has now. It was the consensus of the Commission to curtail
road improvements at this time except in matters relating to safety.
Commissioner Spencer felt Moody Road not a °potential° but 'now"
problem and the Town must look at safety factors of the roads+ perhaps
strategic spots where safety is important, then improvement should be
done, but hold off on a total Improvement.
Commissioner Lachenbruch felt that roads should be impermeable to
vehicular traffic and permeable to non -vehicular traffic and that the
Town may be forced to improve peripheral roads to keep vehicular traffic
off interior roads.
Since this item was also scheduled later in the Agenda, further
discussion was curtailed at this time.
2. REQUEST FROM CITY COUNCIL FOR PLANNING COMMISSION TO WORK ON
GUIDELINES FOR THE LOCATION OF SWIMMING POOLS AND TENNIS COURTS

SCHEDULED ITEM NO. 1:
REQUEST FOR BUILDING SITE APPROVAL {BSA -86-72} FOR LOT NO. 2, TRACT
N0. 2093, LOCATED ON LA CRESTA DRIVE OPPOSITE CARILLO LANE.
APPLICANT: WILLIAM H. WOLFF. ENGR.: J.W. RILEY.
Staff reviewed the application for Building Site Approval {BSA -86-72}
for Lot No. 2, Tract No. 2093, located an La Cresta Drive opposite
Carillo Lane. This is an application for Building Site Approval which
was approved May 23, 1961. Since the lot is over 10 years old, it
needs Building Site Approval before a building perihit can be j�suei.
This lot is bounded on the northeast by La Cresta Drive and on the
southwest by a private road. The lot is quite steep, falling off
rapidly from the private road. There 1s no sewer in the area, so
sewage disposal will be by septic tank and drainfield. Staff recom-
mended approval, subject to the conditions of the Check List.
General discussion ensued with Commissioner Perkins suggestion addi-
tions to the Check List in regard to the run-off improvement, no
driveway access to La Cresta Drive and the guest parking problem which
he felt should be resolved. The ApplicantAs engineer, John Riley,
stated the Check List met with their approval.

MOTIONi SECONDED AAD CARRIED: Commissioner Spencer moved, seconded by
Weisbart and carried unanimously to proceed with the Check List.
Discussion evolved around suggested additional conditions in regard to
adequate guest parking and no driveway access from La Cresta Drive
for safety reasons.
Speaking from the Floor, Mr. A. Laws felt the Check List should include
landscaping to conceal the under side of the structure. Mrs. Steers
asked If it was a requirement to provide guest parking frr four cars
on Building Site Approval.
Commissioner Mueller felt that there were enough guidelines covering
this Building Site Approval at this time.
MOTION, SECOADED AND CARRIED: Commissioner Spencer moved, seconded by
Magruder and carried by majority vote {Commissioner Welsbart abstained}
to approve Building Site Approval of Wm. Wolff {BSA -86-721 Lot Yo. 2,
Tract No. 2093, located on La Cresta Drive opposite Car1110 Lane in
accordance with the approved Check List dated September 25, 1972, as
amended.

Discus:?on resumed on this Item which was earlier reviewed under the
St::d; 1�esslon. Commissioner Mueller felt that two members of the
Pathway Committee {Chairman and one memberl begin working with the
Town -,anter to see what Priorities should be set on paths. The
Town =-lamer stated ::a 'dwid be meeting vlth this Committee tomorrow
evening•
Commix :coer Lachenbruch stated he felt the trails were the most serious
lagging problem and felt perhaps the Town was thinking too small In
regard to paths. Commissioner Spencer felt the traffic problems related
to circulation and that the General Plan should be specific enough to
tell the Commission how to cope with traffic problems.

Commissioner Mueller emphasized how important he thought it was for the

RE4UEST FROM CITY COUNCIL FOR PLANNING COMMISSION TO WORK ON GUIDE-
LINES FOR THE LOCATION OF SWIMMIiNG POOLS AND TENNIS COURTS ON
PRIVATE PROPERTY4 ESPECIALLY AS THEY RELATE TO SETBACKS.
Referring back to the Town Planner0s memo dated June 221 1972, which
suggested some flexibility in the zoning ordinance regarding setback
requirements for pools and tennis courts, it was the general consensus
of the Commission that this was not the way they wanted to go; they
wanted to decrease the likelihood of tennis courts and felt direction
should be toward definite regulations instead of lightened flexibility.
Commissioner Perkins felt the basic premise on which the Town was
incorporated was that there should be 60° between structures and this
has not been adhered to and stated he felt this concept should be
adhered to. Commissioner Spencer concurred: General discussion ensued
with the Town Planner discussing the over -use of lots.
Speaking from the Floor, Mr. Ted wicker spoke of the necessity of
having guidelines setup to help those with the intent of having pools
on their lots.
Commissioner Perkins felt there is a great weakness in the definition
of structures and suggested a brochure of consistent guidelines/nequlre-
ments of the Town be given to Prospective citizens. Mr. A. Laws
suggested a handout to applicants of things that an applicant take
into consideration to regard to their structure0s location on the lot.
Commissioner Spencer suggested to start a procedure for Staff to point
out to the applicant that they may have a future problem with adding
other structures.
Staff was asked to document past Town decisions on swimming pools and
tenn(o rourt. to rl.. : "ow the Town has interpreted and enforced these
