MINUTES OF A REGULAR MEETING
November 13, 1972

Chairman McReynolds called the regular meeting of the Planning Commission of the Town
of Los Altos Hills to order at 8:02 P.M. in the City Council Chambers of the Town Hall,
26379 Fremont Road, Los Altos Hills, California. The following members answered roll
call: Present: Commissioners Iachenbruch, Spencer and Chairman McReynolds. Absent:
Commissioners Magruder and Weisbart. Commissioner Mueller arrived at 8:15 P.M. and
Commissioner Perkins arrived at 8:45 P.M.
CITY COUNCIL REPRESENTATIVE: Councilmen Kubby
Due to the lack of a quorum, it was decided to adjourn to Study Session and to return
to the first items on the agenda after the Study Session.
ADJOURN TO STUDY SESSION: 8:03 P.M,
CONTINUE STUDY ON TOWN'S GOALS
Mr, George Mader, the Town Planner, continued on with the Preliminary Policy Statement
under the Trails & Paths Element section. The Commission felt that under the
Objectives of this section there should be some reference made to an aesthetic value.
Under Principles, Item No. 1, Commission concurred to continue discussion on this item
at a later time. In regard to the Conservation Element section, Commissioner McReynolc
felt there should be some reference made to the more positive approach to development
grid stated this should be looked at from the conservationist standpoint. It was
agreed to change the wording of this paragraph using the word 'preserved' instead of
'maintained'. Principles, Item No, 2 --Commissioner Spencer felt there was a loop hole
by having the wording 'where necessary'. Commission concurred to delete these words
to strengthen the sentence. Item No. 4 --Commissioner Iachenbruch felt the wording
of this item too strong and suggested rewording to reflect that every attempt should
be made for preservation of wildlife or of fragile ecological nature.
Mr. Mader then reviewed the section on Seismic Safety & Safety Element. Under the
Objective of this section, Commissioner Iachenbruch stated the policy should be
emphasized and should include floods. General discussion ensued evolving around
surface rupture, fault line and possible drngerous consequences of building on these
fault lines. It was decided upon reviewing the Noise Element section, Principles,
Item No. 24. that this should be rephrased to reflect the provisions of the Noise
Ordinance. Mr. Mader then proceeded to review the last section, Scenic Highway
Element.

RECORVENE TO REGULAR SESSION: 9:10 P.M.
APPROVAL OF MINUTES: October 30, 1972
LCommissioner Mueller moved, seconded by Lncheabruch and carried unanimously
(Commissioners Perkins and Spencer abstained as absent) that the minutes of
October 30, 1972 be approved with the following correction:
Page 1, Announcements, No. 1, change "ready' to "reading".
COMMUNICATIONS:
1. Staff reviewed a letter from Santa Clara County LAFCO stating they would like
every planning commission in the County to consider and report on the impact of
any future annexation on the school systems.
None.
COb41TTFE REFIRTS:
1, Commissioner Mueller gave a brief summary of the Santa Clara County P.P.C. Sub-
committee meeting he attended last Thursday evening; topic at this meeting was a
presentation on Open Space.
SCHEDULED ITEM NO. 1:
PUBLIC HEARING ON APE'S TO PAS ALTOS HILLS MUNICIPAL CODE, TITLE 9, CHAPTER 5,
(ZONING ORDINANCE)
The Town Planner summarized the history of the Zoning Ordinance of the Town and then
reviewed the amendments to this Ordinance.
Chairman McReynolds opened the Public Hearing at 9:30 P.M.
Speaking from the floor, Mr. Clean Taylor stated he didn't like this ordinance and
objected to the slope density provisions. Mr. Taylor disagreed with the following
definitions: 'parcel', 'structure', 'nonconforming use'; objected to the two types
of districts--i.e., R -A and CSR; and the use of exceptions.
The Town Planner discussed Mr. Taylor's objections to definitions. General discussion
ensued. Commissioner McReynolds stated that there are some questions and perhaps the
City Attorney should review the questions that were raised.
Commissioner Perkins addressed the question of slope density stating that the essence
of the slope density formula had not been changed --just modified to require a greater
area in the steeper slopes. The Town Planner commented on the comparisons of slope
density requirements of the Town with those surrounding communities.
Councilman Kubby raised several questions as to the change in the slope density.
Commissioner Perkins explained how the slope density formula determim s the number of
lots 1n a subdivision.
Commission concurred to continue this item to the next Commission meeting, November 27,
1972, in order to obtain the City Attorney's opinion as to the questions that were
raised at this Public Hearing.
Chairman McReynolds closed the Public Hearing at 10:50 P.M.

SCHEDULED ITEM No. 2:
BUILDING SITE APPROVAL (BSA -91-72) FOR ONE (1) LOT, APN-175-48-62, 1.08 GROSS ACRES,
LOCATED ON THE SOUTHEAST SIDE OF ROBLEDA ROAD, EAST OF PURISSIMA. APPLICANT:
MAX A. BLEISCH
Staff reviewed this request for Building Site Approval stating that this lot is a
portion of Lot No. 3 of the Taaffe Partition and was created over 10 years ago,
therefore, needs building site approval before a building permit can be issued.
Sewage disposal will be by septic tank and drainfield. Staff recommended that the
applicant attempt to acquire adjacent State of California surplus land to add to if e
acreage so that it will exceed 1.00 acres net. There is to be a 10' dedication across
the front of this property for roadway purposes. Staff recommended approval subject
to the conditions of the Check List and stated that the environmental impact of this
building site approval is trivial.
Mr. Mader, the Town Planner, urged that the Town write a letter to the State of
California to help facilitate the applicant in obtaining the surplus land.
Speaking from the floor, Mr. Max Blelsch, applicant, spoke on his own behalf.
Mr. Stutz, Chairman of the Pathway Committee, stated that this item had not come
before the Pathway Committee at their last meeting. However, he stated that it appeare
that the Staff recommendations would be accepted by the Pathway Committee.
Commissioner Parkins pointed out the drainage problem and it was noted that the
applicant was well aware of this problem and would correct it.
MOTICN, SECONDED AND CARRIED: Commissioner Perkins moved, seconded by Spencer and
carried unanimously to proceed with the Check List,
MOTION, SECONDED AND CARRIER: Commissioner Spencer moved, seconded by Lechenbruch
and carried unanimously to grant the Building Site Approval of Max A. Bleisch
(BSA -91-72) for one (1) lot, APN-175-48-62, 1.08 gross acres, located on the south-
east side of Robleda Road, East of Purissims in accordance with the amended Check
List dated November 13, 1972 and that the Environmental Impact is trivial.
SCHEDULED ITEM NO. 3:
BUILDING SITE APPROVAL (BSA -92-72) FOR ONE (1) LOT, KNOWN AS LOT NO. 2 OF TRACT
N0. 4774, LOCATED ON EDGERTON ROAD NEXT TO NO. 27447 EDGERTON ROAD. APPLICANT:
HOWARD S. BOBB
Staff reviewed this request for Building Site Approval stating that this lot was
created as Lot No. 2 of Tract 4774 and designated "Not a Building Site". This was
requested by the applicant's engineer to allow additional time to determinew hether
Lot No. 2 had legal access to Edgerton .Road and whether the drainlines on Lot No. 1
encroached upon Lot No. 2. These questions have been resolved. Staff recommended
approval, subject to the conditions of the Check List and stated the environmental
impact in granting this building site approval is trivial.
The Chairman of the Pathway Committee stated that the Committee had not reviewed this
site and he could only recommend what he thought the Committee would recommend and
preferred not to make a recommendation without prior approval of the Pathway Committee.

Speaking from the floor, Mr. Howard Bobb, applicant, spoke on his own behalf.
kaw Mrs. Dreeseen objected to a path on the lower slope along the road due to the near
location of her residence.

Commissioner Parkins spoke on the future development of this area and the non-existent
turnaround.
MOTION, SECONDED AND CARRIED: Commissioner Spencer moved, seconded by Lachenbruch
and carried unanimously to proceed with the Check List.
MOTION, SECONDED AND CARRIED: Commissioner Mueller moved, seconded by Spencer and
carried by majority vote (Commissioner Perkins abstained) to grant Building Site
Approval for Howard S. Bobb (BSA -92-72) for one (1) lot, known as Lot No. 2 of Tract
No. 4774 located on Edgerton Road next to No. 27447 Edgerton Road in accordance
with the amended Check List dated November 13, 1972 and that the Environmental Impact
is trivial.
General discussion ensued regarding the submittal of maps to the Pathway Committee and
suggestions as to how to remedy the timing. At this time, however, Commission was
unable to come to any remedial conclusions.

ACTION ON SUBCOMMITTEE'S REPORT RE JOINT CITIES -COUNTY HOUSING ELEMENT
Commissioner Mueller stated that he was satisfied with the draft on this report.
He further stated he recommended this report be submitted to the City Council and the
Council should submit it to the P.P.C.
MOTION, SECONDED AND CARRIED: Commissioner Mueller moved, seconded by Spencer and
carried unanimously to submit the Report Re Joint Cities -County Housing Element to the
City Council with the recommendation that the Council adopt the Commission's recom-
mendations and send copies to all concerned agencies.
OTHER BUSINESS BY PLANNING COMMISSIONERS:
None.
