City Council Representative: Councilwoman Miller A. ROLL CALL: Present: Commissioners Lachenbruch, Magruder, Spencer, Weisbart and Chairman McReynolds Absent: Coicalssicners Mueller and Perkins B. CONSENT CALENDAR: 1. APPROVAL OF MI14UTES: January 24, 1973 MOTION, SECONDED AND CARRIED: Commissioner Spencer moved, seconded by Lachenbruch, and carried by majority vote with Commissioner Weisbart abstaining (due to her absence at the last Planning Commission meeting) to adopt the CONSENT CALENDAR of February 14, 1973. C. BUILDING SITE APPROVAL: 1. Building Site Approval (BSA -93-72) for one lot, Assessor's Parcel No. 182-29-29 (Portion) and being a portion of Lot 21 of the Blanco Ranch, located on Central Drive. Applicant: Mr. and Mrs. John Steers. (Con- tinued from meeting of 1/10/73.) Applicant has requested matter be con- tinued to meeting of April 11, 1973. Commissioner Lachenbruch questioned the length of time granted in the continuance with the City Manager concurring that 30 days would have been a sufficient amount of time for a continuance. It is felt that a pre- cedent might be established, granting continuances for the convenience of the applicant, which is not the purpose of allowing continuances. MOTION, SECONDED AND CARRIED: Commissioner Spencer moved, seconded by Magruder and carried by majority vote with Commissioner Lachenbruch ab- staining, that the Building Site Approval be denied without prejudice. D. CONTIWING BUSINESS: 4*0 1. Tentative Map of Edgerton Cooley (396-72), 12 lots, 20.54 gross acres, located on Edgerton Road. Eng. J.H. Riley. (Continued from meeting of 1/10/73). Engineer Riley spoke from the floor, asking continuance to the next regularly scheduled meeting of the Planning Commission, February 28, 1973, at which time he would deliver more pertinent information to the Planning Commission. He also asked for a staff meeting to be held to discuss the matter. The meeting will take place Tuesday, February 20, 1973, at 2:00 p.m. in the Council Chambers of Town Hall. Speaking from the floor: Mr. Grinstead MOTION, SECONDED AND CARRIED: Commissioner Spencer moved, seconded by Magruder and carried unanimously that the request for continuance be granted. E. NEW BUSINESS: Request for Iransfer of land between adjacent property owners (LARMC NO.9-4.302; portion lot 50 Taaffe partition. Applicant: Maurice R. Johnson. Mr. Thomas Vlasic, William Spangle and Associates, read a staff presentation stating the request would not significantly alter the status of the property. Speaking from the floor: John Riley, Engineer MOTION, SECONDED AND CARRIED: Commissioner Spencer moved, seconded by Weisbart and carried unanimously to grant the request for transfer of land between adjacent property owners as applied for by M.R. Johnson. F. ADDITIONAL BUSINESS: A staff report was given by City Manager Lawson on a request from Mr. David Bellucci of Adobe Creek Lodge requesting a change from the existing Zoning Ordinance to permit profit-making recreational facilities to be allowed to exist in Los Altos Hills. Councilwoman Miller expressed her concern that Mr. Bellucci might subdivide his property and that it would be to the Regional Park District's advantage to purchase it. Efforts will be made on the part of the local conservation groups to stimulate interest in preserving this piece of property as open space. City Manager Lawson will tell Mr. Bellucci that the matter is being taken into consideration. 2. Commissioner Lac;iaibruch reported on the deliberations of the Housing Advisory Sub -committee meeting of the Planning Policy Council of February 8, 1973 at which low-income housing was the topic of discussion. The staff was requested to obtain letters written by various jurisdictions to the PPC regarding the housing policy. 3. Commissioner Spencer reported on the recent Planning Policy Council dis- cussion of February 8, 1973 regarding moratorium on funding as stated in the Open Space Resolution forwarded to President Nixon and NEW. Planning Commission Minutes 410 February 14, 1973 Page 2 5. Commissioner Magruder suggested the Flood Control District be contacted to restore the Altamont intersection to avert possible accidents. City Manager Lawson stated he would meet with the City Engineer and the Flood Control District on Tuesday, February 20, 1973, to review final plans on the Adobe Creek Flood Control Project, at which time the matter of the Altamont intersection will be brought up for discussion.
